The 'Cabin by the Sea' Project seeks your support
The 'Cabin by the Sea' project is about providing a quality holiday opportunity for families that would not ordinarily have access to the quintessentially Australian, beach holiday experience. Ask yourself what the best holiday you ever had as a child and I'll bet that, like me, 9 out of 10 of you would nominate a simple beach holiday surrounded by family and friends. Struggling families from the bush, newly-arrived migrants, refugee families and city battlers will be given-a-chance-to-enjoy-the-very-great beauty and tranquility of our town, beaches and region. Refugee and rural welfare workers will refer suitable families for a holiday lasting anywhere from a few days to a whole week. Apart from providing their own food and travel, the holiday will be cost free. The Bay will work its magic on families that deeply need a rest from pressured and stress- filled lives. The Cabin itself is located in the ecreation Reserve Caravan Park and, at the moment, is equipped to cater only for small family groups. Later, with the addition of bunks and some minor renovations, we are eventually hoping it will be able to cope with up to 6 children and 2 adults. The cabin is partly on loan from the existing owners, Helen Alsop and Malochy who have kindly dropped their asking price significantly in order to make this project a reality. We need approximately $18,000 in donations to secure this project. Already one cash donation of $2000 and another two of $100 have got the project rolling. Any donation of whatever amount would make a difference! We are also applying for funding from other institutional sources but really would like this to be a Bay-owned and inspired project. Cash donations can be placed in the locked donation box located on the inside door of the Apollo : Bay Anglican Church (front door is open throughout the day). Donations are-tax deductible through the resources of Anglicare. If you require a receipt for tax purposes please include your name and address with the donation. Apollo Bay & Otway District Agriculture Show
Eleven people attended the restart Show Meeting on Friday 29th February 2008. We will be applying to the Victorian Agricultural Show Association (V.A.S.A.) South West Group for a new date for the Show, either the 21st or 28th March 2009. Our next meeting will be on Friday 14th March 2008 7.30pm at the Youth Club. Come along and tell us what you think of the change of show date and also bring along any new ideas for the Show.

Apollo Bay Music Festival
Be a part of the 2008 Music Festival street parade. A series of workshops will create a kinetic sculpture to lead off the community parade of beachniks through the streets to a groovin beat. Totally people powered this spectacular piece will incorporate creative movement, music, dance and visual arts in its creation. Generously supported by the Colac Otway Shire & Apolto Bay Arts Inc. These workshops are for anyone who wishes to ieam the art of wicker construction sculpture, hone their performance skills or generally just lend a helping hand. Join .us at the Apollo Bay Youth Ciub. All welcome
Workshop # 1: Saturday 15th March Family Day 10-5pm. Wicker (Cane) Construction day. Ross & Hoya Trebilcock will share their skills and lead the construction of the "skeleton" of the piece. This workshop is aimed at older primary kids through to adults. Elle Wood will workshop the younger children to create ribbon sticks and work on elements of creative movement. Bring apicnic lunch to share on the youth club lawn.
Workshop # 2: Monday 31st March school holiday Workshop 10-4pm. Construction workshop to finish cane work and "skin" the piece with paper mache, fabric and decoration. All ages. BYO picnic lunch.
Workshop # 3: Tuesday 8th April. After school. Workshop 4-6pm. Decoration of the piece with painting & set decoration techniques workshopping costumes & movement & face painting. AH ages.

New Library Outreach Services to Cressy
and Beech Forest

The Library Outreach Van has replaced the original mobile library and continues to call at many locations around the countryside. Towns visited include Gellibrand, Lavers Hill, Lismore, Skipton, Coragulac, Beeac, Forrest, Birregurra, Peterborough and Nullawarre. New Services to Beech Forest and Cressy will begin in March, on a trial basis. The Library Outreach Van wilf stop at Cressy Public Hall, in Yarima Road, fortnighty on Thursdays, from 3:00pm to 4:00pm, beginning 13th March. The Beech Forest service will operate fortnightly at 3:30pm to 4:30pm on Wednesdays from 5th March, at the Tourist Information park on the Beech Forest Road. Timetables will be available at each venue. The Library Outreach Van carries over 1200 items, including books, magazines and DVD's. All items are available for loan, and stock is changed regularly. The Outreach Service is part of the Corangamite Regional Library Corporation membership is free and open to everyone in the community.

Apollo Bay P-12 College Parents & Friends Easter Raffle
Our annual Easter raffle will be raising $'s for the second stage of the new play ground. The school has not had new play equipment for 18 years +. Imagine the excitement of seeing a great out come from generous donations and fund raising. If you would like to donate $'s towards the second stage; contact the school office we would love to hear from you. And yes it is tax deductible! The Easter raffle tickets are a'$1 each; the raffle will be drawn on the 19th March. There will be three -'-huge egg baskets and extra surprise parcels. The meeting in February was a huge success. We completed a calendar of events, focusing on social gatherings, and fundraising activities, Car boot sale, crayfish raffle, family picnic, another bush dance and week end away at Bimbi Park in November. The calendar will be on the Parents web site and in the school news sheet this week. The parents and friends group had a garden ciean -u p-a nd -barbeque-on-Su nday^-Whatreal ly_con cerns— our regular volunteers is the lack of new parents coming along to these activities. 'We all have busy lives' The reward on the day though is families coming together, meeting each other socially, seeing for ourselves the difference our time makes. So if you care about your school community, and want to participate in your child's future; come along we promise we will not give you a committee position.
Our next meeting is the 17th March, 7.00 am at the school staff room. Last year we introduced class room reps, having a parent or two working with your child's class room teacher, helping communicating information to the parent/carers and volunteers. This isn't a big job and really does support the teacher when something extra is provided during school time. Last year I enjoyed participating at the special parties Amelia's teacher gave to encourage students for good work, listening to reading and giving a helping hand at excursions. Copacc has a great 2008 theatre season starting off with Possum Magic great for Prep-6. A work full of imagination, charm and humour, Possum magic features larger than life-size puppets, original music and a cast of multi-talented performers. This course is designed for people with little knowledge of the Internet, although prospective students should have some basic familiarity with a computer. Classes are informal and friendly and the program can be adapted to meet the particular needs of students.

Board Selection Process Completed - The
Board has successfully completed the annual recruitment and selection process and recommendations for five appointments to the Board of Otway health are to be made by the Minister for Health, Daniel Andrews. The recruitment process attracted highly skilled and experienced community applicants who will all make a valuable contribution to Otway Health in future.
Strategic Planning - The Board of Otway Health is about to commence the process to develop the next triennial Strategic Plan with help of a consultant engaged to support the process. The planning process will involve community consultations, stakeholder interviews, data gathering, staff and consumer focus groups, workshops with the Board and discussions with staff to produce a Strategic Plan that sets the new directions for Otway Health until 2011.

 

From the Board continued... Ambulance - The Board has written to the . ' . Minister of Health regarding the provision of : paramedics at Apollo Bay. A letter has been received in response saying that though up grades to Timboon: and Anglesea branches to professional crews are planned, the situation at Apollo Bay will remain unchanged. The Board will continue to advocate on behalf of the Community,

Visitors to Residents of the Laura Pengiiley Wing at Otway Health will notice some changes have been made over the last few months including new dining and lounge furniture, new curtains in ail rooms and new carpet is on the way. There have been further changes to improve the security for both residents and staff. These may cause minor inconvenience to -visitors-t n-that-entry-to-the-Lau ra-Pengi HeyzWi ngiwi 11— now be via the Ramsden Avenue Main Entrance not the car park entrance. Car park entrance doors will be locked at all times.

How's vour balance?
Growing older is a fact of life but falling doesn't have to be. It has been proven that the single most beneficial preventative method against falling is exercise. The No Fails exercise class is a specifically designed program to meet the needs of individuals who have a fear of falling or have had a fall in the past. It is a fun and supportive 15 week gentle exercise program which focuses on strengthening lower body muscles, increasing flexibility and learning strategies and exercises to help improve ones balance skills.

Our efficient locaf government. In late 2005 we objected to a revaluation of our property at Skenes Creek by the Colac Otway Shire. The objection was upheld - the Shire had overvalued our land by $100,000, no small amount. Our rates have since been adjusted, but the incorrect value tripped the threshold for a land tax bill from the State Government. So, in May 2006 we lodged all the paperwork to show that we were not liable for land tax with the State Revenue Office. I was fairly annoyed that we were left to deal with an assessment based on an incorrect

necessary bother?
We have received regular letters from SRO telling us our
case is still under consideration. Finally, this week I
decided to ring and find out what the delay is.
Incredibly, the answer is that the SRO is WAITING for
confirmation of the revaluation from the Colac Shire
Office.
This has been a period of TWO YEARS.

Otway Ward by election
By the time you read this all residents and ratepayers
should have received their ballot paper to vote hi the Otway Ward by election. After the 2004 general
election a few people mentioned to me that they didn't receive their ballot paper or received it after the Election Day. By then it was too late to do anything.
If anyone hasn't received their ballot paper by Wednesday 5/3/'O8 (or Thursday's mail at the absolute
latest) I encourage them to contact the Victorian
Electoral Commission (VEC) as soon as possible. The Returning Officer can be contacted via the Shire on
5232 9400 or other numbers as advertised by the VEC.
If you have not yet received your ballot paper there
is still time to vote, but you should contact the VEC without delay.

Open Letter to the Mayor of Colac Otway Shire

The Mayor, Cr. Chris Smith, Colac Otway Shire
Dear M.r. Mayor, It is evident from press reports that the Auditor General is not impressed with Colac Otway Shire's financial affairs. He has said "Colac Otway exhibited immediate- liquidity concerns" and that "it's forecasts for the next 3 years for these items remain negative", (see "Financial Sustainability of Local Government" by Auditor General - Des Pearson).
With operating losses over the past 2 years of $1.949m and
$1.808m after having predicted surpluses in the respective budget papers, we need to be concerned about what the
outcome will be this year.
it would appear that Council has received some very good information and advice from the Macropfan Australia Consulting Group on the Shire's rating and financial performance compared to 12 like Shires, including Corangamite.
The June 2006 report demonstrates that Cofac Otway is not collecting enough rate revenue per assessment, in fact our neighbour, Corangamite Shire, was collecting rates and Tcharges 2T% nigner tnan (joiac Otway.
In the 2006/07 budget Council removed some of the anomalies discovered by the Macroplan Consulting Group on
the basis of making the rates and charges more "fair and
equitable" that is with the exception of farm rates which remains very low at 79% of the Colac residential rate.
(Corangamite was 95% and Moyne 100% in 2006). Why do commercial and industrial properties across that Shire pay 77% more than commercial farms?
My understanding of the rate charges for the various
properties engaged in some form of commercial business are
listed below. To compare "apples with apples" the rates have been
worked out for all properties having a CIV of $600,000.

If all commercial farms were assessed the same as other
commercial/industrial properties (balance of Shire) the rating system would be seen as more "fair and equitable" and this year there would be a further $2.54 million available to clear debt, mend the roads provide more footpaths or pay for a new library etc.
Why is it that B & B's and holiday rental properties with sales of between $13,000 and $8000 per annum, pay 26% more than commercial farms which could have sales of $250,000 per annum?The Macroplan Australia Consulting Group has
recommended that Colac Otway Shire increase the farm rate to that of similar Shires i:e "90% of the Colac residential". When will this be done?
