Sunrise comes to town!
Please join us in welcoming the Channel 7 Sunrise
Weather Wagon to Apollo Bay on Thursday the 1st
of March. Monique and crew will be telecasting live
from the front of the Surf Club from 6am-9am. Come
along and join in the fun! This will be a great
warm up for the State Titles the following weekend.
Would all of our local members please contact Gilly
and Jimmy regarding participating in events on that
morning. We are keen to have the club represented
in all of our key groups, Nippers, Patrol, Oldies,
Boat Crews, Bronze Grads, Cadets, etc.
A reminder to clubbies we have a working bee this
Saturday morning starting at 10am. We expect as
many members to attend as possible, in order to
have the club ready for both the Sunrise visit and
the State Titles. A barbeque lunch will be provided.
We are also inviting interested Residents, Business
Owners and Community Groups to attend a meeting
at the clubhouse at 4pm this Saturday to discuss
participation in both the State Titles and the Sunrise
morning. Following the meeting the bar will be open
from 5pm and everyone is welcome to come along and
join us for a drink on Saturday evening, we have
the best view in town!

A
Native Vegetation Law and Policy Workshop
was held last Thursday at the Apollo
Bay Hotel. The 15 attendees listened
to content about implementation of
the Native Vegetation Framework in
local planning schemes, including
permit requirements, offsets and opportunities
for community participation in decision
making. There was good debate amongst
the participants with many views represented.

A big thank you to all the teachers, Glenda
Whelan and Liz Hanger, for welcoming and
presenting informative information evenings.
These evening have Deen well attended by
parents/carers which helps everybody in
the long run. I gave a short brief on the
Class representative, these positions a
valuable way of communicating and helping
the school community. Thankyou to those
that put up your hand, as soon as all the
positions are full we will have a morning/aftenoon
get together, I will give you a run down
on what your role will be, and don't worry,
the job is an important link to the Parents
& Friends Group Out won't take up too
much of your time. This Friday 23rd Feb
at Cafe 153, 9ish till 10am, will be the
casual meeting for all Class Reps Last week
I attended the School Welfare meeting, parent/carers
are welcome to come along. I find sitting
in on the meeting an important part of the
P & Fs Group. Our school is such a busy
place, swimming, Cadets, cricket, learning
musical instruments, dance and much more.

OTWAY IDOL
THE otherwise sleepy village of Beech
Forest is set to rock, roll, thrash
and groove on Saturday (Feb 24) as bands
and performers from near and far vie
to become the first ever Otway Idol.
The Otway Idol selectors say they've
had a hell of a job whittling the 26
entries down to 15 for the festival,
which will give singers and musicians
the chance to strut their stuff before
a live audience. The ultimate Idol will
win a recording session with Otway Studios
and spots at the Apollo Bay Music Festival
and Colac Kana Festival. Idol selector
and Otways musician Pauline Hallifax
said: "There's a good mix of bands
and solo artists who play contemporary,
blues rock through to thrash metal,
and country. "From the 26 entries
we've got it down to 15 and we just
couldn't cull any more because those
that are left are of a really high standard
-1 don't envy the judges, they've got
a hard task ahead of them. "They
range in age from 12 through to 40,
the average age would be about 16, and
they're coming from Camperdown, Kennedy's
Creek, Colac, Torquay, Apollo Bay and
Deans Marsh." The fun starts at
10am on Saturday morning with 20 stalls
selling home-made and hand-crafted goodies
- everything from original clothing
and olive products to photography of
the Otways.Parks Victoria will host
a stall and also lead visitors on guided
walks of Triplet Falls and other nearby
beauty spots .Popular Colac band the
Wise Gents will taketo the stage at
1 lam until the Otway Idol play-off
begins at midday. After the winner of
the Idol is announced the 11-piece Bandits
Big Band will hit the stage with great
covers from the Seventies, Eighties
and Nineties. The Bandits' performance
is the only ticketed part of the day.
Otway FM will broadcast live on Saturday,
and there will be lots of entertainment
for children with a jumping castle,
face painting and kids' workshops. The
fun begins again bright and early on
Sunday with breakfast for those who
camp the night in Beech Forest before
joining a leisurely ride or walk down
the Old Beechy Rail Trail to Gellibrand.
A free shuttle bus will deliver walkers
and cyclists back to Beech Forest. For

Otway Health's CEO Resigns
The Board President of Otway Health, Andrew
Jephcott announced today that he had received
Jeanette Grant's resignation from the position
of Chief Executive Officer of Otway Health.
Mr Jephcott commented "After almost
tenyears at Otway Health Ms Grant has decided
to leave her position at Otway Health. I
think I speak on behalf of all our Board
members when I say Jeanette will be greatly
missed by both the Board and staff. Since
she joined our service in 1997, Jeanette
has made a significant contribution to the
development and growth of Otway Health.
Jeanette has worked with our staff and community
to take our Multi Purpose Service from a
small and relatively new organisation into
a best practice fully integrated and financially
sustainable service with assets over $10
million"
Mr Jephcott went on to say that "Jeanette's
achievements have included the establishment
of financial viability and annual surpluses
which has enabled the purchase of two doctors
houses, a medical practice, a neighbourhood
house, the attraction of Government funds
to develop a men's studio, and the ten Sea
Mist Villas. These additional facilities
have enabled Otway Health to develop and
enhance program delivery to our community
and assist in sustaining 24/7 medical services
into the future.
The growth of the MPS and the services provided
during Jeanette's time as CEO have included
the development of Health Promotions, Community
Welfare, Therapy Assistance, Occupational
Therapy, Chronic Diseases and Neighbourhood
House Programs as well as the establishment
of Central Records, Organisational Development,
Information Technology, Human Resources
as well as the Opportunity Shop Coordination
role." When asked of her resignation
Ms Grant commented "Whilst being sad
to leave such a fantastic Multi Purpose
Service, I believe that I have achieved
everything I set out to do at Otway Health.
That is, to ensure the MPS is financially
sustainable, that solid systems are in place
to guide decision making, that a professional,
highly skilled and talented management team
is in place, that services are responsive
to all that is articulated by the community,
that internal services are available to
support and enhance service delivery staff
and that the MPS has a reputation for excellence
in the health industry." "I wish
the Community, Board and the staff of Otway
Health my very best wishes for the future
and thank you sincerely for providing the
opportunity to me to lead such a wonderful
organisation" commented Ms Grant.
Ms Grant will leave Otway Health on March
16 to take up a position as Executive Officer
of the Bendigo Loddon Primary Care Partnership.

On Friday 16th of Feb Caroline (Boo) Lalor
suffered an extremely serious surfing injury
which
saw her end up first in Geelong hospital
then later
transferred to St Vincents in Melbourne,
where
she underwent surgery for damaged nerves
in her
head.
As a club we would like to thank those who
helped out on the beach, keeping a level
head in
what sounds like a fairly stressful situation.
We also wish Boo a quick and full recovery
from
this accident and hope that Brett and the
boys are
also coping.
We hope to see you all back in the water
soon.

We would like to inform everyone that Lois
Congram did come home last Wednesday and
we are very grateful to the quick actions
of Dr Meg Lawless that we still have mum
here with us. She was back in St John Of
God Hospital by Thursday night and by Friday
she was back in theatre and was on a ventilator
until Sunday night. Thankfully Sunday she
started to breathe on her own and had started
to turn a very large corner. As we write
this she is still in CCU, but hopefully
by Thursday she will be back into a normal
ward. If any of her many friends will be
passing thru Geelong, feel free to visit
her as visitors seem to lift her spirits.
Our heartfelt THANKS to Dr Meg, Judy &
Jacky. We could never had got thru this
ordeal without you all and Lois would certainly
not be here today if it wasn't for Dr Meg.
We have always known what a special community
Apollo Bay is but it's at times like these
that you really find out. Thanks also to
Denise, Muzza & the crew for making
the past week a little more bearable for
Tim. Thanks again, Stewart, Chez & Tim
Congram.

The Keen Adventure Race,
Great Ocean Road March 13-17
The Keen Adventure Race is a 400km, five-day expedition
race, starting in Port Campbell and finishing
at Torquay.
Teams of two will trek, navigate, paddle, ride
and climb their way to various checkpoints over
four stages, competing for $60,000 in cash prizes.
Each team will also have a support crew in hot
pursuit -creating a moving city of trailers, campervans
and cars, as they race past some of the country's
most stunning locations.The field includes some
of the world's best adventure racers including
entrants from New Zealand, the United States and
Brazil. Of note:
• Richard Ussher (2006 world champion) and
Gordon Walker (2007 world champion), both from
New Zealand and favorites for the event
• Guy Andrews (former Ironman champion)
• Jarad Kohlar (winner Anaconda Adventure
Race, Lome 2006)
• Damon Goerke (record holder as fastest
white man over the Kokoda Track)
The field also includes athletes from several
sporting backgrounds including a team of young
women with a one-day adventure racing background,
a team of older males with an orienteering / rogaining
background, husband and wife teams, triathletes,
paddlers, mountain bikers and Ironmen. Both Hamilton
and Torquay are among the 'local' towns represented
in the event. The Keen Adventure Race kicks off
at Port Campbell on Tuesday, March 13 at 3pm with
a two-hour prologue that will determine seedings
for the remainder of the week.
On Wednesday morning, each team will receive a
map and clue sheet that holds to key to finding
each checkpoint over the coming days. Then the
race proper begins:
Stage 1: March 14, The Wild South. Starts at the
Bay of Islands and finishes in the broader Apollo
Bay region (it's still a secret), including two
paddle legs, a mountain bike leg and two run legs.
Navigation will be essential to all legs. The
fastest teams will complete this stage in daylight,
while others will need to pack their lights.
Stage 2: March 15-16, Apollo Bay to Aireys Inlet.
The Queen Stage. Stage two involves all the traditional
elements of adventure racing - navigation, night
racing, climbing and ropes along with riding,
paddling and running. This stage will take competitors
between 24-48 hours.
Stage 3: March 17, Anglesea region to Torquay.
The fastest teams will finish this 'short' stage
in around 6-7 hours. This stage is similar to
the first stage and involves paddling, riding
and running. A compass and a sharp wit will be

To the Editor
What a wonderful community we have amongst the young
families of Apollo Bay. After a serious surfing
accident our family have been shown an amazing level
of care and sensitivity of the community spirit
of the Bay.
Oscar will never forget lifting his Mum from the
water and we will never forget his life saving action.
The wonderful support of those witnessing the incident
and the skill of Michelle Filmore in tending to
Carolyn prior to the arrival of the ambulance was
amazing. To all those present who managed the family
through the trauma at the waters edge we say thank
you. To all those offering help to keep the boys
life as normal as ' possible whilst Brett was away
providing the love, support and positive encouragement
to Carolyn whilst coming to terms with the situation
- an enormous thank you. To the parents who have
shown Peter and I such care and consideration while
we too tried to keep the lives of the boys as normal
as possible -our heartfelt thanks.
Too many names to mention but you will never be
forgotten. We know you will all be there for Brett,Carolyn
and the boys during the next stage of recovery.

UPDATE FROM AFRICA
Sylvia, the eldest daughter of Scholastica, the
Kenyan nurse assistant Leanne befriended, has now
commenced the last semester of her Nursing studies
in Nairobi. Her mother advises that she is doing
very well and 1 am looking forward to being able
to report to News Sheet readers her successful completion
around June this year.
The appointment of Sylvia to a nursing position
will be an enormous help to her mother who, upon
the closure of the Red Cross hospital and a severance
payment to her, has moved her large family to a
town close to Nairobi where she is endeavoring to
obtain permanent work to enable her to keep up the
payments on a house she has leased as well as educate
her other children. No mean feat in Africa.
Due to continuing donations, there is a small balance
in the Commonwealth Bank account we opened to sponsor
Sylvia and we plan to keep this account open for
any further deposits for the benefit of the family.
Leanne is presently nursing in Geelong and keeping
in regular touch with Scholastica.

Deadline For Rates Extended For Farmers
Colac Otway Shire Council has extended its deadline
for rates payments for farmers. The move aims to
help ensure farmers can receive the municipal rates
rebate under the Department of Primary Industry's
drought assistance package. Shire CEO Tracey Slatter
said Council had extended the deadline for farmers
to pay their rates to ensure they had enough time
to prepare and lodge their Exceptional Circumstances
Relief Payment application
with Centrelink. "We encourage farmers to lodge
an Exceptional Circumstances Relief Application
with Centrelink before they pay their rates,"
Ms Slatter said. "To ensure interest is
not added to payments made
after the due date, farmers should lodge a Rate
Rebate Application with Council by February 28.
"This will allow us to put an "interest
freeze" on their
account." Ms Slatter said the Government's
guidelines didn't allow for the rebate to be granted
for rates paid prior to an application to Centrelink.
"Therefore, we urge farmers to commence the
EC Relief application process with Centrelink as
soon as possible," Ms Slatter said. "They
should then lodge a Rate Rebate Application
with Council prior to February 28 - even before
they
receive confirmation of their EC payment from
Centrelink." |

To the Editor,
I would like to thank those members of the Apollo
Bay community who volunteered their time to form
a focus group which will provide feed back on the
proposed Apollo Bay Harbour Master Plan. The Master
Plan has been developed by the Colac Otway Shire
in consultation with various State Government departments
and a Community Reference Group including representatives
of the Fisherman's Coop, the Fishing Industry, the
Golf Club, Boardriders, Otway Forum, Sailing Club,
Chamber of Commerce, local business and Parks Victoria.
The focus group enabled us to consult with a group
of local residents randomly selected from the ratepayer
data base who had no previous involvement in the
development of the plan. Their feedback helped to
determine if what we are to presenting to the community
in formal Community Consultation in March is reasonable,
well presented and easy to understand. We wanted
to find out if there were any issues we had not
considered and if there were any facets of the Master
Plan that we needed to amend. The Master Plan is
a concept plan for future development of the Harbour
precinct over the next 20 years. It provides a foundation
for public and private investment in facilities
for the local community and for visitors. A report
will be presented to the February Ordinary Council
Meeting with a view to presenting the Draft Concept
Plan to the community for feedback for six weeks.

To the Editor
At the weekend I had some visitors staying with
my wife and myself and on Monday morning before
they left us we took them for a drive first out
to Marengo, Heathfield Estate, the Barham River
valley, Milford Estate and then home for lunch....
a trip of great disappointment.
Going to Marengo I looked at the Barham River delta
from the Great Ocean Road over the land I once owned
and am now the first mortgagee of at present-and
is now owned by Great Ocean Green. It seems there
has been an attempt to slash the forest of thistles,
but now you would hardly know it- they like the
pruning and where the backwater had been fenced
off no attempt had been made to cut or grab the
thistles over the fence. Marengo was reasonable
clean though a few ragwort were in full flower and
this applied to Heathfield Estate too. Then the
real shock came as we started down Sally's Hill
and in front of us again on the property I once
owned was a mass of ragwort in full flower. Never
have the flats looked like this before, and of course
the river has been fenced off with no attempt evident
on the river side of the fence for the weeds to
have been attended to. As we went up the Barham
River Road it was further disappointment to me as
the ragwort and thistles were growing on properties
that were once perfectly looked after. Only those
in the hands of original family descendants were
clean- although you can always miss the odd one.,
but not a forest of them nor on the driveway that
you pass most days. As we drove further up the road
the more disappointed you become- the river being
fenced off and the weeds growing profusely. Several
of these owners belong to the Landcare Association-
where is the landcare I ask? Fencing off the river
will prove in future to be a great disaster when
we return to the floods again- and it will when
we look at the historical climate facts.
After putting up with continued disappointment and
we had returned down the River Road we drove around
Seymour Crescent and Costin Streets going past the
P-12 College- here was a small paddock of ragwort
in full flower. Don't the children and teachers
see this? From here we went further to what was
Milford Estate- once owned by the first settlers
of Apollo Bay- and here again great areas of ragwort.
I have to ask what was wrong with the Departments
of old- the forestry Commission of Victoria, Lands
Department and Fisheries and Gaming- they all went
about their work and kept Apollo Bay clean of weeds....
Our countryside is going backwards.
