On behalf of the Apollo Bay Surf Life Saving Club
I wish to thank all Competitors, Sporting Club
Members, Volunteers, Visitors, Local Business
Owners, Community Groups, support Services and
Residents for their participation and support
of the inaugural Great Ocean Sports Festival,
held last weekend. The event was a resounding
success with over 400 athletes competing in the
eleven events. The "Dash for Cash" event
drew a large spectator crowd and it certainly
was a sight to behold, as the race was on to dig
up bottles containing the money. One bottle remains
unrecovered for anyone still keen to have a dig.
I am also pleased to advise the community that
the Apollo Bay Surf Life Saving Club will be hosting
the Victorian Surf Life Saving State Titles, over
the weekend of the 3rd & 4th March. Our beautiful
town can expect to host up to 800 competitors,
and 1200 officials and support people for this
event in the 100th anniversary year of Surf Live
Saving. For any information or enquiries regarding

REPORT
Councillor Support Policy
Based on population, Councillor's allowances
have risen to Level 2 i.e. $15,000 per annum
for Councillors and $45,000 per annum plus
a vehicle with full private use at no cost,
for the Mayor. Level 2 = Shire population
between 20,000 and 120,000 and total revenue
between $18m and $60m.
2008 General Property Revaluations
Southern Cross Property Services have been
reappointed to conduct the 2008 revaluations.
Rural Land Strategy (final report from the
Shire)
The major tasks of the strategy are to:
Review the biophysical and environmental
aspects of the Shire including land use,
soils and land suitability, water salinity,
flooding, erosion and minerals;
Review the agricultural industry, including
farm viability and rural activities; Review
the timer plantation industry, and provide
appropriate planning scheme responses; The
outcomes of the project will assist Council
in its review of the planning scheme and
in the application of Rural Zones. The report
is in a form which:
Creates maps showing agricultural capability
and environmental constraints; Provides
recommendations on the application of rural
zones and minimum lot sixes; and Prepares
local policy for rural land.
Farm Viability
The report states that for a farm to be
viable it needs a minimum gross income of
$270,000 - $300,000. This seems excessive
as farms with incomes of about $70,000 gross
can be viable if costs are kept down and
the level of debt is low. A map in the report
shows most of the agricultural land in the
Otways as low agricultural capability but
the Forum thought that with its high rainfall
the Otways should be accessed higher.
VCAT Housing - Aussie Copters.
Next week Aussie Copters will appeal the
Council decision not to grant a permit for
helicopter flights over the Otways as well
as a helipad.
Parking in Apollo Bay.
Parking in the town is difficult when events
are run in the area. What is the Shire going
to do about this problem? Something needs
to be done NOW.
Structure Plan for Apollo Bay
The structure Plan will be debated at the
next Council
Meeting on 28th February, 2007 at COPACC
in Colac.
People are encouraged to attend the meeting
and ask
questions.

Council To Hold First Microchipping
Day For 2007
Colac Otway Shire will hold another
microchipping and pet registration day
from 10am to 1pm on Saturday, March
3 at the Colac Hockey Ground. The day
follows on from the success of the September
2006 Microchipping Day where over 200
pets and their owners participated.
Microchipping your pet will ensure it
is identified for life. Microchips will
be implanted by local vets at a cost
of $25 per animal, with Council dog
and cat registrations accepted on the
day. As of May 1, 2007 State Government
legislation will require all cats and
dogs which are being registered with
a council for the first time to be microchipped
prior to registration. Local Laws Coordinator
Graeme Murphy said residents could expect
a substantial reduction in registration
fees for microchipped dogs and cats.
"Microchipping is a safe and effective
way of permanently identifying your
pet," Mr Murphy said. "The
chips are about the size of a grain
of rice and cause the animal no discomfort
or pain. "However, we remind owners
that their pets are still required to
be registered with Council. Registration
together with the implantation of an
approved microchip ensures the owner's
contact details are available to Local
Laws staff to enable the return of the
lost pet." An external tag is provided
to owners and a Certificate of Identification
will be posted to owners once their
pet is microchipped. Pet owners are
reminded that on the day dogs must be
on a lead and cats in a cage to ensure
their safety. Members from Colac's Dog
Obedience will also be attending and
holding obedience demonstrations. For

Managing Better
Health
Many people in Apollo Bay and surrounds are living
with an ongoing (or chronic) illness such as allergies,
skin conditions, heart disease, arthritis, asthma,
diabetes and cancer to name a few.
Managing ongoing illness poses many unique challenges
and these challenges can often seem overwhelming.
Added to the demands of a busy life, keeping control
of an ongoing illness can sometimes seem unachievable
and this can lead to increased severity of symptoms
and a feeling of disempowerment. These feelings
and associated stress are very common.
Otway Health recognizes these problems and will
be delivering the Better Health Self Management
Program in April and May to help empower people
living with an ongoing illness. The Program workshops
are facilitated by two trained leaders and will
include:
• Techniques to deal with problems such as
frustration, fatigue, pain and isolation.
• Appropriate exercise for maintaining and
improving strength, flexibility and endurance.
• Appropriate use of medications.
• Communicating effectively with family, friends,
and health professionals.
• Nutrition.
• How to evaluate new treatments.
The program is also aimed at carers of people with
an ongoing illness such as the parent of a child
with asthma.
The program runs for six weeks commencing in April.
Dates are yet to be finalised and the program will
run at the same time each week. For a cost of $45
each participant will receive a text "Living
a Healthy Life with Chronic Conditions".
This text is essential for course participation
and will act as an excellent resource and support
beyond the course. There is no cost for course attendance.

Dear Editor,
OTWAY WOODCHIPPING HITS AN ALL TIME HIGH
Figures released by Department of Sustainability
& Environment (DSE) show that ecologically significant
and biodiverse native forest in the Otways is being
logged for WOODCHIPS. For the first two months of
logging this season, 3,222m3 of sawlog trees were
cut and 24,421 m3 went to WOODCHIP, that is 1:8
ratio. This is happening to satisfy ET & EW
Murnane of Colac's sawlog licence, not due to expire
until 2008. Also, Mr Murnane is a shareholder of
Midway, the export woodchip mill, North Shore, Geelong.
Much of the forest being cleared for Woodchip is
in the Gellibrand Special Water supply catchment
which supplies water to Gellibrand River township
and west to Warmambool. Gellibrand River Special
Water Supply Catchment is a compromised catchment
with the rapidly expanding thirsty blue gum plantation
industry, the potential increased extraction of
water from the Newlingrook Aquifer to supply water
to Geelong, as well as the continued woodchipping
of native forest in Gellibrand River's upper reaches.
Otway Conversation Council considers it irresponsible
and negligent of the Brack's government to allow
such wanton destruction of our forested water catchments.
Is the government scared of the local woodchip industry
and their shareholders? The Brack's government needs
to bring an end to logging in the Otways immediately
and protect our water catchments. Water is more

WHAT IS A SENIOR CITIZEN?
A Senior Citizen is one who was here before the
pill, before TV, frozen foods, credit cards and
ball point pens; hardware meant hammers, nails,
nuts and bolts and software was not even a word.
A chip was a piece of wood. Senior citizens were
here before drip-dries, dishwashers, clothes dryers
and electric blankets, along with Batman, disposable
diapers, jeeps, pizzas and instant coffee. When
Senior citizens were young they got married, then
lived together. Cigarette smoking was fashionable,
grass was for mowing, pot was something you cooked
in and a gay person was the life of the party. Aids
was the plural of aid, which meant helping somebody
in trouble.
Senior Citizens are a hardy bunch when you think
of some of the adjustments they have had to make
