Consultation Reaches New Heights
Council is hoping that between 700 to 1000 Colac
Otway residents, workers and property owners will
participate in a series of seven community forums
and a major community survey in February and March.
Mayor Cr Brian Crook said "Council is just
starting one of its biggest ever consultation efforts
to find out what the Community thinks we should
be working on over the next four years."
"Council has to make decisions about how we
spend ratepayer, state and federal government money
and we need to make sure we are spending it wisely."
"There are always far more projects and requests
that we can afford so it is important that we get
the priorities right. Knowing what the community
thinks is an important part of our decision making
process." said Cr Crook.
Cr Crook added "We are currently developing
our first Council Plan since being elected in November
2008 and this plan links directly to the Council
budget." The State Government Act requires
a 28 day public comment period just before the Council
Plans and Budgets are finished in June. Colac Otway
Shire is seeking extensive and additional community
input while the Plan is being developed, not just
when it is finished.
Cr Crook said "Invitations are now going out
to a random selection of around 500 ratepayers as
well as organisations in the Shire to participate
in one of the seven forums below or complete a simple
on line survey."
The Forum dates, times and venues are listed below
but people must call Council on 5232 9455 if they
wish to register. "I encourage people to
take up the invitation, respond quickly and make
sure they secure a place at one of the Forums. We
hope to get at least 30 people to each Forum but
have to cap the numbers to make sure everyone can
comfortably have a say." The Forums will allow
a lot more community discussion and information
to be shared about the future of the Shire but the
Survey is a quick and easy way to gather a lot of
information from busy people. "I'm also
pleased to say that the people from the
Colac Community Hub Inc will be helping out with
surveying people at different locations across the
Shire."
Cr Crook concluded by saying "if you want to
complete
the Survey then simply go to the Shire website at
www.colacotway.vic.gov.au and select the "Community
Survey" icon or call 5232 9455 and we will
send a survey out to you in the mail with a reply
paid envelope.

Water solution for Apollo Bay
Barwon Water has selected a preferred site
for Apollo Bay's new water storage.
The 250 million-litre off-stream storage
on land west of the township will meet forecast
growth until 2055. It will complement the
existing 125-million-litre basin at Marengo,
boosting total storage capacity for the
communities of Apollo Bay, Marengo and Skenes
Creek.
Capital cost has been estimated at more
than $14 million, with construction expected
to begin later this year. There will be
no cost to residents. "Investigations
have been protracted, principally because
the topography and instability of land around
Apollo Bay has made locating a suitable
site extremely difficult.
"But we now have a preferred solution
that addresses all the key assessment criteria,
including the ability to meet long-term
demand, environmental impact, safety and
operational factors and cost." "Finding
a water solution has been critical, more
so with predictions of significant increases
in both permanent population and tourists
by 2055. Barwon Water today began briefing
stakeholders, including affected landowners,
other agencies and Colac Otway Shire councillors.
An 'open house' will be held at the Apollo
Bay Youth Club hall, Moore Street, on Wednesday,
February 18, between 3 to 5pm and 7 to 9pm
when Barwon Water officers will be present
to answer any questions.

Annual cost of weeds to Australian
agriculture = $4 billion per year.
Weed invasion ranked second only to
habitat loss in
causing biodiversity decline. integrated
weed management is a major concern
in the SOLN area. To maximise community
resources and ensure integrated weed
management practices SOLN is inviting
community members to participate in
a weed forum to discuss local weed
issues and seek effective management
solutions. Issues raised from this
forum will be presented at a second
meeting with relevant agencies including:
the Colac Otway Shire, VicRoads, Parks
Victoria, DPI, DSE, Corangamite Catchment
Management Authority and Barwon Water.
This second meeting aims to clarify
agency responsibilities and seek techniques
in which we can increase communication,
co-operation and collaboration.

Profound words from
1968
Presidential candidate Robert Kennedy, who
was gunned down in 1968 is regarded by many
as the first true-green politician. He did
not talk about pollution or ecology. He
talked about pollution and people, the environment
and economics, the way we lived. This is
what he said before he was killed.
We will find neither national purpose nor
personal satisfaction in a mere continuation

air pollution, and ambulances to clear our

debate or the integrity of our public officials..

We will never know if the environmental
revolution he was proclaiming would have
changed the world from what we are experiencing
today.

plan to celebrate with a HIGH FIBRE Day
in July. The spinning wheels will be humming
and there will be knitting, fleece dyeing
demonstrations, basket making, stalls with
books, yarns, woolen products, local textile
artists and perhaps a friendly alpaca in
the field outside There will be all sorts
of interesting people to meet and talk to
and enjoy some high fibre afternoon tea
with!

short articles about natural fibres to whet
your appetites for the High Fibre day

Barham River Festival Update
One of the objectives of our Barham River
Festival is to promote the power of the community
when we work together and what is/can be achieved.
The development of the partnership between
Otway Barham Catchment landholders, Otway
Barham Catchment Landcare Group and its partners:
Barwon Water, Colac Otway Shire, Parks Victoria,
Corangamite Catchment Management Authority
and the Southern Otway Landcare Network to
ensure a high quality water supply for our
community is testimony to the power of community
and partnerships. Marj Morkham's Community
Organisation and Club's listing and the 30th
anniversary of the Apollo Bay News Sheet is
also testimony to our community's wealth and
social capacity and it is these organisations
and clubs that are an integral part of the
social fabric of our community. Each have
their own purpose and find a way to financially
support themselves. The Barham River Festival
would like to "celebrate" our community
by providing the following opportunities to
the community clubs and organisations in Apollo
Bay:

Diabetes Clinic at Apollo Bay General Practice
As part of our commitment to you, our diabetes educator,
Michelle Cox, will be available for appointments
on Thursday 12th February between 9am and 12pm at
Apollo Bay General Practice.
Although you do not need to be referred by a GP
to see Michelle, this will give many an opportunity
to spend time with both the diabetes educator and
GP on the same day!
To book at Apollo Bay General Practice, please contact
them directly on 5237 6844. Places are limited.
If you cannot make these dates, book your appointment
through Otway Health on 5237 8500.
A $5 clinic fee will be charged by Otway Health
in addition to doctors' fees.

Training is available to obtain a certificate for
a boat license only at $75, or a jetski endorsement
$85.

An afternoon in Forrest
Come to Forrest Neighbourhood House on the bus for

Final line-up for Apollo Bay announced!
The 2009 Apollo Bay Music Festival presents an outstanding
line-up in a range of genres with dynamic and eclectic
performers. Joining the 2009 bill are critically
and internationally acclaimed singer songwriters
Boo Hewerdine (UK) and Kim Richey (USA), Nicky Bomba,
David Ross Mcdonald, the magical flamenco music
of the Arrebato Ensemble and a host of artists from
throughout the country. These artists combined with
the already announced stellar line up including:
The Australian Art Orchestra, Robyn Hitchocock &
the Venus 3, Tex Perkins & His Ladyboyz, Dya
Singh, Limestone, Jimmy Little, Karma County, The
Alan Kelly Quartet (IRE), Andy Baylor, Liz Stringer,

Dear Editor,
To all the workers at the Apollo Bay News Sheet
congratulations on your 30th birthday. You do a
tremendous job, and produce a neat, informative
paper, without which the community would be much
poorer. Of course this comes from a biased reader!
The Otway Light celebrates its 30th in September.
I'm
enjoying looking through the back copies of The
Light,
and you will be doing the same. We've come a long
way.

Dear Editor,
Thanks but No Thanks
To the 3 tradesmen who promised me a quote for my
sewerage connection and who forgot, were ill,
holidays, etc. etc. over the past 24 months, may
I tell
you that you have spoiled my chances of a grant
to
help me pay for this work.
The application form asked for 2 quotes, I explained
I
couldn't get 2 and the quote I did get got the job,
which
was done very well, at least that was done tidily
and
quickly—thanks Bill.
The application was sent back as incomplete (only
one
quote). I am not very happy about this.

Dear Editor,
The Colac Herald was misinformed on the details
of the quad bike accident at Marriners Lookout property,
Apollo Bay on Sunday 1st February. While trying
to rescue a calf the quad bike rolled on an incline.
The accident was witnessed by a six year old girl
who then tried to push the bike off the victim's
leg
after which she ran over a kilometre through paddocks
for help. 000 was phoned and it was stated that
only an
ambulance was required as the victim had one leg
trapped. After the ambulance arrived the Police
Emergency
phoned and was reassured the victim was okay with
an
ambulance on the scene and no further assistance
required. She stated that police were not required
for accidents on private property. However after
this the police did arrive accompanied by two fire
trucks and an SES vehicle. The message the emergency
team received was that a man was
trapped under a car on Marriners Lookout Road.
The lack of proper communication concerns me. I
feel
it was a waste of resources and volunteers time.

Dear Editor,
To the Person Responsible I know succulents
are popular now with our water restrictions. My
ten year old specimen at my front door was a lovely
specimen. Had you bothered to ask I would have gladly
given you some cuttings. Instead you greedily took
a main branch and picked up every piece that was
broken off in the process—thirteen in all
and totally destroyed the symmetry of my plant.
At the very least why didn't you take what you wanted
from the back. Don't call yourself a gardener. Valerie

I wish to bring to the attention of the residents
of
Apollo Bay the possible impact of the current Federal
Government audit of rural hospitals and medical
services (see page 9, Age Sat. 31 Jan 2009).
To save money the Government preposes
reclassifying medical services into a new distance
based system, Metropolitan, Inner Regional and Outer
Regional. Most of Victoria will be classified as
Inner
Regional. Medical services in towns in the Inner
Regional area are to be centralised and the "Bush
Bonus" (a higher Medical subsidy per patient
service
to doctors) will cease.
Apollo Bay, Lome and Colac receive such bonuses.
Withdrawal of the bonus will reduce the income to
the
doctors in these towns and the financial viability
of the
practice.
Under the proposed new system the nearest medical
services to Apollo Bay could be those in Geelong.
If
doctors were to continue to provide services in
these
towns they would probably have to increase their
charges to patients.
Apollo Bay is effectively an isolated community
and
needs to retain medical services in the town. If
the
community wishes to retain these services it will
need
to strongly express these views to our representatives
in the Government. |
