New bank offers attractive investment...
While the past month has seen a pretty bumpy ride for most Australian and international shares, shares in the 205 Community Banks® across Australia have enjoyed stability because their
value depends only on the level of banking business in the local community. In times like the present, this sort of local
investment has proven a valuable way of reducing risk to investors and self managed superannuation funds, while also being of grea benefit to the community. "It is your Board's wish to involve as broad a base of Apollo Bay shareholders as possible said Allen Hokin, Board Chairman "so that the Branch is really owned by the Apollo Bay community, who will enjoy the benefits that will flow from it". The model is simple - a Community Bank
branch is owned by the community, with profits returned to the community via the funding of community based projects and dividends to shareholders.
With the majority of shares already taken up by the original pledgees, the Community Bank® offer is now open to the public until the 17th March, and we encourage your support. "One of the initiatives the Board would like to be able to undertake if the offer is oversubscribed is the incorporation of solar power into the building so that we can be a model for the whole community", Mr. Hokin said. Should anyone require a prospectus just phon

Good Work In Progress!
You may have noticed that much work is underway i the Apollo Bay Landcare group area this week...
Wild Dog Restoration Project

Apollo Bay Landcare Group (ABLCG); with the Corangamite Catchment Management Authority (CCMA) and SOLN, are working together to restore the health of the Wild Dog Creek. The first stage of this project has begun with the removal of golden upright willows along the Wild Dog Estuary. These willows self propagate easily andl are responsible for eliminating the pebble beds needed by fish to breed. Unlike most other vegetation, willows spread their roots into the bed of a watercourse, slowing the flow of water and reducing aeration. They form thickets which divert water outside the main watercourse or channel, causing flooding and erosion where the creek banks are vulnerable. While the immediate appearance of the willow removal work may be unattractive, the end result will be a healthier creek where willows will be replaced by vegetation indigenous to the region. Community plantings will be held in late Autumn to replace the cover, stabilise the banks and prevent re-invasion by willows or other weeds. If you have any further questions regarding this project please feel free to contact the groups involved (CCMA, SOLN, ABLCG)
Enhancing Skenes Creek
Contractors have just completed the removal of Sweet Pittosporum on the West side of the Skenes Ck - Forest Rd, below the hair-pin bend. This environmental weed has escaped from gardens in Skenes Ck. Sweet Pittosporum i$ an ever-green Australian native species which has been popular as a garden plant because of its lush European appearance and sweet-scented white flowers. Its natural range is | the coastal strip from the south-east corner of Queensland tol the eastern side of Melbourne, but its use in gardens has enabled it to escape and spread into western Victoria. It grows between 4-14m in height making it one of the Southern Otway *s tallest weeds. The seed is spread by birds eating its orange berries and excreting the seed. Sweet Pittosporum shrubs caste a dense shade that suppresses all other growth underneath them. They also compete with native plant$ of the Southern Otways and change soil nutrients. Dense infestations of Sweet Pittosporum can turn into a monoculture of this species, as is occurring along Skenesl Ck Rd. ABLCG and SOLN hope to continue this good work along the eastern side of Skenes Ck Rd, however we will need to seek further funding. If you own a property along; the eastern side of Skenes Ck Rd and would like advice on how to manage the spread of Sweet Pittosporum, please con act the SOLN office on the number below.

RURAL AMBULANCE VICTORIA APOLLO BAY BRANCH

We are currently fundraising for a VACUUM MATTRESS.
A vacuum mattress provides care to spinal patients, by
limiting movement of their body, and is a vital piece of
equipment when transporting patients from the scene to
hospital.
Due to our remote location it is even more necessary when transporting patients on to Geelong or Melbourne
via road or air. Over the busy Summer period there were a number of cases in which we could have used a
vacuum mattress, and on one occasion we were
fortunate enough to use one from another branch - it
was of great benefit to the patient.
The vacuum mattress is not a standard piece of
equipment (not funded by RAV due to the cost), it is an
additional piece of equipment and each branch has to
fund their own. We are asking our community to help us
in this important cause. If you would like make a donation please contact Wayne Malady on 0419 508

Apollo Bay Music Festival 2008
Focusing on our community

You too can be a part of the festival
In 2008 the Festival is truly focussing on nurturing community involvement. We have been working with the students of Apollo Bay P12 in the development of the poster and design for this year's festival, and we will be running workshops with the students leading up to the event focussing on their contributions to the parade, and the overall artistic atmosphere for 2008. We are also delighted that the Apollo Bay Pharmacy and Michael Fisk have given such generous support to the Apollo Bay Community Choir, enabling them to be such a proactive part of the 2008 event.
The Apollo Bay Music Festival is your festival, and we hope that you seek to be actively involved. The key to the success of the festival is the people, and the reason why our festival has longevity is because of community involvement, and the friends of the festival program. If you would like to be a part of the festival, and have a specific field of interest or expertise, or would like to just lend a hand we would love to hear from you. We are also delighted to have such a strong presence of local performers across a broad range of genres in the festival. Committed to being a part of 2008 are; Bert's Boogie, Cubbyhouse, Josh Rigg, The Rainstainders, Ziggy Trio, m2w3, Scrypture, Spyndrift, Slipstream, James Butt, John Ryan, Steve Crombe, Wild Dog Blues, Princess 1.5 and Horse Competition. In 2008 we are also introducing a poets lunch, for those who feel like a break from music, on Sunday you will be able to sit back and be inspired and provoked by the literary works of a diverse range of poets.
Judi Forrester has once again programmed a great Kids Tent, featuring Red the Clown, Colin Bogaars Bushwahzee and Skipjack Theatre, so a huge thanks to Judi for her continued passion and enthusiasm for the festival. We hope to hear from you, and we look forward to launching the full program before the end of Februan

PROGRESS REPORT ON BERYL MANNINGTON
Since my last report things have gotten worse. Last Wednesday the doctor who is in charge o f Beryl, called her daughter in to see him. The lymph node on the side of her neck has increased considerably. One large one is now two and branches are growing at a fairly rapid rate. The growth is now crossing Beryl's neck and into her chest. This is causing an increased pressure which is causing her to dry wretch. The doctor has warned her family that the growth is moving at a more rapid pace and in time Beryl will suffer shortness of breath and will probably suffocate. Beryl has now endured 9 month of this terrible disease, in hospital. Her mind is still fairly clear and like all of us she forgets a little but nothing serious. I am battling bronchitis at present and as soon as I am able I am going to Geelong to see Beryl for a couple of days, (probably in a week or so.) Thank you to all who have continued to send her cards and letters. She loves to hear from you all. We are hoping Beryl would make it to her 70th Birthday but now it seems so far off, July. We now hope she doesn't have to endure the agony she now faces, for too long. We continue to be in constant touch and pray for her daily. Thank you one and all. Vicki Leorke
The News sheet thanks the family of Beryl for their generous donation.

Letters to the Editor
Letter to the Editor: Otway Light and Apollo Bay Newsheet. Feb 12, 2008
I wish to address the issues raised by CORRA in your newssheet last week. We want staff feedback I am pleased to say that as part of our continuous improvement processes, each one of our service areas has regular in-depth reviews.
The reported comments related to one service area and not the organisation as a whole. The vast majority of comments for this service area were positive, with 85% of respondents "satisfied" or "very satisfied" with the level of courtesy provided. We encourage open dialogue in these reviews and it's good that staff feel comfortable to share their views.
However we may now need to review whether full survey content should be included in public reports, as it may stifle the very openness we are trying to encourage. Work injury liability has reduced significantly Worker's compensation insurance premiums are affected by a number of factors including total payroll statutory case estimates, industry rates and actual claims costs. Of these factors, an employer can only really influence actual claims costs and minimise injuries through good risk management practice. For the first seven months of 2007/08, our actual claims costs are $17,527. This is against the 2006/07 year with claims costs totalling $94,479 for the full year. The number of compensation days paid has alsi reduced significantly, 97 days to date this year, compared to 642 days for the full year of 2006/07. The above figures indicate that we are proactively managing claims and have significantly reduced our risk liability this financial year. The community can be assured that the Council has good practices and procedures in place, with effective rehabilitation programs to return workers from injury t< work as early as possible.
Staff Movements part of 21st Century workplace Staff turn-over rates at the levels reported are not unexpected in workplaces of the 21st century. Skill shortages across the local government industry and Australia generally are creating opportunities for a more flexible and mobile workforce interested in a variety of challenges rather than the traditions of long term job security.
Colac Otway Shire conducts confidential independen exit interviews and it is clear from the themes in these that staff leave after having had a positive career experience.
We know the main factors influencing turn over is staff leaving to seek career progression opportunities elsewhere and changes in family circumstances. Exit interview feedback also contributes to continuous improvement in our employee attraction and retention programs such as the design of staff training and development opportunities, and flexible working options.

To the people of Apollo Bay who sent me cards, gifts and gave me greetings on the occasion of my 60th birthday, I thank you most sincerely. My daughter invited many relatives and friends and most turned up to the party held at the Youth Club - family from SA nieces, nephews and cousins I hadn't seen for at least four years, some a lot longer. It was wonderful to have one grandson, Cardin, whom I hadn't seen much of since his grandfather passed away four years ago, as he found it hard to get over his grandfather's death for a long time and soon he is off to the UK for a year. The venue was plenty big enough, the food was mostly good, after hiring a fully operational venue to find no way of heating party pies, pasties and sausage rolls, except for a pie warmer which took two and a half hours on high to get them just warm enough to eat The kitchen stove disconnected and the kitchen unusable. The birthday cake, a two tiered mud cake made by Mrs. O'Meara was beautifully presented and enjoyed by all, even me who never use to eat chocolate cake, so a big thank you to her also. Yours etc. Vicki Leorke

Editor, CEO and Councillors
Would it be possible for our Shire Councillors to arrange for the appropriate authority to repair the dangerous and unsightly road conditions outside the front entrance to the Apollo Bay Fishing Co-op building. (This has been a problem for months).
The Commonwealth Games large fish on the Co-op wall is a wonderful tourist attraction which is being spoilt by the appalling road conditions. On rainy days it's really embarrassing when showing tourists around the town.
Can you help improve the Otways $120 million tourism image.
