WHO
NEEDS A SHOW?
The Apollo Bay & Otway Agricultural Society
met last week following our 53rd Show held in January.
As you may recall, Show Day brought much needed
rain bucketing down, and whilst it filled the tanks
it certainly did affect our enjoyment of the day.
However, it seems that, with careful management,
we will break even financially.
Now, the 54th Show is in danger. For a variety of
reasons (none of them related to rain), three key
members of the Committee are resigning this year,
so there is a real need for more people to continue
running our Show. Without new members who believe
that an agricultural Show is a necessary part of
our rural community, and members prepared to undertake
decision making roles, and a fair amount of work,
it would be near impossible to run the event. So,
who needs a Show? Do you consider the Show to be
important? Do you think it is worth continuing?
Are you prepared to do something about it? If so,
and even if you don't know how you could help, let

of the Committee members NOWto talk about how you
can become involved. When we know what support there
is, we will be able to make decisions about the
future of the Show before the Annual Meeting in

Odyssey Great Success
1000 riders raced the inaugural Otway Odyssey,
over 700 tackling the 100 km event and 300 the 50
km.
After starting in Apollo Bay, Tiger Lane climb at
the
6km point quickly sorted the field out on gradients
exceeding 20%. A lead bunch of 10 soon formed
with all the big names prominent. At the 30km point
Syd Taberlay (Tas) and Shaun Lewis (SA)
established a break and by the 50km feed zone had
built a 1:20 lead over Spink, Daniel McConnell,
(Vic,
28) and Shaun Lewis (ACT, 25).
Riders then entered the norotious 28km Magellan-
Yaugher super loop - a series of sharp rolling single
tracks into the 78km feed zone. Another 22km with
a
finer 6km climb saw Murray Spink hit the line in
4.59.48, 9 minutes ahead of Shaun Lewis.
In the women's 100km race, Australian Champion
Tory Thomas, blanketed in dust crossed the line
in
6.04.30, 5.50 ahead of second placegetter Emma
Colson.
Organisers considered this inaugural event a great
success and see it as becoming a regular part of
the
Otways calendar.

Did you know that 3 in 10 Australians will
be diagnosed with cancer? Don't you think
that's a huge number, but more importantly
will you be in the lucky seven or will you,
someone in your family or your friend be
one of the three?
As many of you know this town has lost some
really fantastic people to this horrible
disease, and unless we try to do something
about it, sadly more could lose their fight.
That's why we have put in a team of 12 in
"RELAY FOR LIFE". It will be held
in Colac on the 24th of February and it's
a team event to raise funds for cancer research,
it goes for 18 hours walking or running
around a circuit in a relay style. We have
entered as TEAM BIG RUSS" in memory
of Russell Day who sadly lost his battle
with cancer on the 10th of November last
year. This is where we need your help, we
need to raise as much money as we can, any
amount will do. By doing this we hope to
maybe prevent another family from going
through the same pain and anguish that we
have. If you would like to make a donation
you can go and see the girls at the Commonwealth
Bank, place it in the donation boxes found

help to win this fight against cancer.

Community Bank Steering Committee
Join our Comittee
The campaign for a Community Bank® branch
for Apollo Bay & District is in full
swing after the Christmas and New Year break.
"We have already received over $475,700
in indicative pledges of support from over
211 locals. This has been a fantastic response
from the community, and we are confident
we can reach our minimum target of $650,000
- but only if this 'last lap' of the pledge
campaign achieves the needed response",
said Chairman Lance Matthews.
"As a committee we have been working
hard over the last 4 months to bring community
banking to Apollo Bay. However, commitment
from the local community itself is even
more important. We need the support of the
entire community - which includes clubs,
societies and schools as well as traders
and residents - to achieve the goal of creating
a locally-owned bank," said Mr Matthews.
Mr Matthews also encouraged locals to transfer
their banking to Bendigo Bank. "Opening
an account at any branch of Bendigo Bank
and stating that you are supporting the
Apollo Bay campaign will ensure your account
is transferred to the local branch when
it opens. This will help to ensure we have
business on our books from the minute we
open the doors," he said.
Eddie Rennick, who operates the local Post
Office in Apollo Bay encouraged locals to
use the local Bendigo Bank agency in the
post office for everyday deposits and withdrawals.
The Steering Committee are now looking for
dedicated and enthusiastic local people
to join the volunteer committee.
"We are seeking locals from Apollo
Bay and the surrounding Otway Ranges areas
who have been involved in other volunteer
community groups and can bring their relevant
experiences to our committee". "We
would really like to see traders and professional
people with experience in accounting, book
keeping, legal or financial sales areas.
This would compliment the skills and experience
we already have within the committee",
he said.

Everyone is aware that Apollo Bay is
growing at a rate that is far in excess
of available services and that the Colac
Otway_Council (COS) is doing nothing
about it. WHAT IS SUSTAINABLE DEVELOPMENT
Sustainable development is development
that is adequate to support, uphold
and provide for the needs of the community.
Sustainable development does not place
unreasonable demands on the available
resources such as water supply, electricity
supply and other utilities.
Sustainable development recognises and
addresses the key problems facing the
community of water supply, electricity
supply, sewerage treatment, road access,
traffic control, changes in employment,
and changes in industry and the demography
of the area.
Sustainable development recognises and
addresses the impact of climate change,
the impact of rises in sea level, and
floods.
Sustainable development recognises and
addresses the rate of growth required
to meet increases in the population
and prevents rapid fluctuations in house
prices due to under or over supply.
Sustainable development recognises that
Apollo Bay has low incomes, high levels
of welfare dependence, low commercial
investment and high unemployment rates.
CURRENT MAJOR DEVELOPMENT PROPOSALS
IN APOLLO BAY.
C29 GREAT OCEAN GREEN PROJECT
The GOG proposal involves the construction
of 537 (300 square metre) house lots,
an 18-hole golf course, and a 5 Star
Hotel Resort and 90 apartments (300+
beds) on the Barham River flood plain.
The project will require 500,000 cubic
meters of fill (that is 20 truck and
trailer units per day for 3.5 years)
to raise the house lots above the 100-year
flood level. C17 MARRINERS VUE PROJECT
The MV proposal involves the construction
of approx 100 (300 square metre) house
lots on land adjacent to the lower section
of the Marriners Lookout Road. THE APOLLO
BAY HARBOUR PRECINCT MASTERPLAN
A COS proposal to develop the foreshore
land on
Point Bunbury when the golf club has
moved. The
Dlan calls for the construction of,
a four story 70 bed 5
Star Hotel, Hot Sea Baths and 50 metre
lap pool,
shops, cafes, with meeting spaces, club
rooms, a boat
epair facility and port base. It includes
yacht club
acilities, a boat ramp and trailer park,
228 mooring
lerths, 25 commercial fishing berths,
60 caravan sites
ind 140 tent sites for camping, a site
for a market, a
ew Council Customer Service Building,
a community
se building, a fisherman's Co-op and
interpretative
entre, and 400+ car Dark spaces

SOME COMMENTS ON WHAT IS HAPPENING
• The Apollo Bay Structure Plan that
should be addressing long-term issues and
a strategy for the future is inadequate.
The document ignores the Council's own guidelines
in the 2000 Apollo Bay Structure Plan, in
the Neighbourhood Character Study and the
Parking Precinct Study.
• Consider the traffic/parking problems
in Apollo Bay. How will it cater for twice
the local population and all the casual
visitors? The Council's 2001 Parking Plan
has never been implemented.
• GROWTH v DEMAND. Expert evidence
presented by Urban Enterprise Pty Ltd to
the C29 Panel stated that there is "at
least 10 years supply" of land available
without any further subdivision. Look how
many units/house/blocks are for sale now.
• The Great Ocean Road Regional Strategy
2004 states that much of the GOR between
Skenes Creek and Marengo is located in a
coastal hazard zone. The AB Structure Plan
does not address the issue of finding an
alternative route for the GOR.
• CLIMATE CHANGE is with us. What
are its effects going to be on the Bay in
20 years time? What is its effect going
to be on the G.O.R.?
• Barwon Water cannot supply sufficient
water to meet existing users needs let alone
the additional 600 households proposed.
Until the water supply is assured the current
projects should not proceed.
• The Western Coastal Board (WCB),
a statutory authority set up by government
to implement the Victorian Coastal Strategy,
has indicated in regard to the GOG project
that,
- It does not consider the Great Ocean Green
Project to be sustainable,
- The project does not comply with the government
policy on coastal development,
- The project makes no allowance for the
relocation of the Great Ocean Road due to
impending changes to the coastline between
Apollo Bay and Marengo.
- Is contrary to the government's policy
that all development in coastal area must
consider the likely impact of climate change.
• The WBC argues that opportunities
for development in Apollo Bay "should
be directed by a sound and strategic consideration
of relevant social, economic and environmental
issues".
• COS should only permit high-density
housing lots (300 square meters) in the
central area of the Apollo Bay township.
• The COS Harbour Precinct Masterplan
is contrary to the stated government policy
for the use of foreshore land.

Life Saving Club.
On behalf of the ABSLSC I would like to
thank the
community of Apollo Bay for their support
of the 2007
Nipper program especially those who donated
their
time, money and effort to make the program
a
success. This has been our biggest year
ever, with 160 nippers, cadets and bronze
members all doing the summer
program. This is my last summer as nipper
social secretary so in particular I would
like to thank all those that helped on
the beach, cleaned, cooked bbq's and helped
with the
nipper disco especially those that did
dishes (there
was a mountain of dishes). My motto has
been there is "one job for everyone"
and every little bit helps.

rally fails to deter developer"
As a young local resident of Apollo Bay who attended
the
Sustainable Development Rally on the foreshore on
Saturday the 28th January, I was utterly disappointed
by
the comment "rent a crowd" made by an
ill-informed
Derek Humphries. "Is he local?" and "Was
he present at the rally" because I recognised
most of the crowd whom I am sure were not rented.

Dear Editor,
Flood figures fudged by the Corangamite
Catchment Management Authority (C.C.M.A.).
The C.C.M.A. submission to the Independent Panel
judging the Great Ocean Green floodplain housing
development is appallingly bad and errors seem to
all favour the developer's case. The following mistake
is but one example: The C.C.M.A. as the responsible
Government Authority estimated the peak stream flow
for the Barham River for a 1 in 100 year flood event.
For the peak stream flow figure the C.C.M.A. used
the recorded peak stream flow figures for the East
and West Barham during the 22/3/1983 flood. The
C.C.M.A. added 15% to the total figure for the 1983
flood and promoted 1983+15% as a reliable estimate
for the stream flow volume of a "once in a
century flood".
In 1976 there were 2 major floods. There was no
recording of the stream flow on the East Barham
as floodwaters washed away the stream flow gauge.
However, on the West Barham the peak flow recorded
on the 16/10/1976 was 69 metres3/second. The peak
flow recorded on the West Barham on 22/3/1983 was
51m3/sec. The recorded peak stream flow of the 1976
flood is 34% more than the 1983 flood, and far in
excess of the C.C.M.A. figure for a "once in
a century flood."

The West Barham site is 235221.]
The computer flood modelling to justify housing
on the floodplain used low rainfall figures compared
to those actually recorded, stream flow figures
used are low compared to those actually recorded
and they pretend we don't have easterly onshore
winds and seas during a flood event backing up the
floodwater. To them a really big event like the
1923 flood never happened. I am concerned that a
mixture of negligence and political manoeuvring
may allow the Great Ocean Green floodplain housing
development to be approved. The C.C.M.A. as a supposedly
responsible government body has failed to conservatively
estimate peak stream flow in a major flood, underestimating
by at least one third. The C.C.M.A. needs to have
its practices reviewed and the negligent submission
on the Great Ocean Green proposal withdrawn.
I assume the State Government, through the C.C.M.A.,
and the Colac Otway Shire will be open to future
damages claims if they approve the Development Proposal
having the full knowledge that the flood estimate
figures have been fudged.
