Closing Over Christmas!
As another year draws to a close,
this is SOLN's last Landtalk addition
for 2007. Our Committee and staff
would like to wish all SOLN members
a very merry Christmas and a Happy
New Year! The SOLN office will close
this Friday 21st December at Midday
for two weeks. We reopen Tuesday8th
January 9am. Thankyou to everyone
we've worked with during 2007. SOLN
has had a very busy and successful
year. 35 individual projects in total
were undertaken, which included more
than 8km of fencing to protect waterways
or remnant vegetation from livestock
access, and approximately 75ha of
re-vegetation and weed management.
We look forward to working with many
more SOLN members in 2008.
Indigenous Seed Collection Workshop
Next month Greening Australia, Ballarat
Region Seed Bank and SOLN will be
running a community seed collection
workshop. The session is designed
to introduce participants to all aspects
of seed collecting - identification,
collection, extraction, cleaning and
storage of indigenous species. The
workshop will include a theory session
and then the real thing outdoors in
the afternoon. If you're interested
to learn about the seed industry or
you just want to try your hands at
a new and rewarding hobby this summer,
then be sure to mark these workshops
in your calendar this year.

Colac Otway Shire
Garden Awards
Ria Oudemeilink and Helen Arnold won the
Colac Otway Shire's Gardener of the Year
award for 2007. They were presented with
their award at a ceremony in Colac last
Thursday night. Other winners were Judith
and Peter Hagan and Marj Morkham for their
coastal Garden. The judge said in her presentation
speech: "Everyone is the gardener of
the year but sometimes exceptional gardeners
appear and these two ladies are certainly
that.
Helen can no longer play sport as she loved
to and so began gardening about four years
ago. Quartz pebbles in lieu of lawn set
off borders of scented dianthus, ground
covers of campanula, a huge selection of
various plants, all in the peak of health
- a raised vegetable garden for easy access.
Every spot in this garden is lovely and
even more admirable as Helen does it all
herself.
"While Helen gardens on a small scale
and very effectively, the same cannot be
said for Ria. On a steep windy road in the
Otways you come across "Valley View"
- aptly named, the ornamental lake with
its little jetty, ducks swimming, frogs
croaking, impeccable maintenance, sweeping
lawns with great specimen trees, views of
the surrounding hills - color everywhere,
roses, iris and king parrots come to be
fed. This 14 acres is an unrivalled spot
of paradise and yes Ria does all the garden
by herself."

Otways Tourism Announces New Board Executive
Otways Tourism Inc at its most recent board
meeting announced its new executive. Incumbent
Chairman Andrew Noseda was unanimously re-elected
to the position of chairman.
"There are some great challenges and
opportunities for Otways Tourism in the
next 12 months and I look forward to being
able to lead and contribute towards this
progression" Mr Noseda said. Mr Noseda
also said "With recent changes to the
structure of Otways Tourism it will be a
great time to consolidate and develop a
framework to move forward. A framework that
will ensure that our industry continues
to grow through strong visitation levels
and continues to provide positive economic
benefits to the local community." Other
appointees at the meeting were:
Peter Headlam - Vice Chairman
Naomi Cleland - Secretary
Les Noseda - Treasurer
Ross Stephens was also re-elected as the
representative for Otways Tourism to the
Geelong Otways Tourism Board. Ross in addition
to this role has also been re-elected as
the Chairman of the Geelong Otways Tourism
Board. Through Ross's involvement in this
position it ensures our region has a good
channel of communication to the regions
industry leaders.
Otways Tourism Executive Officer, Darren
Chirgwin indicated "he was excited
with the recent announcements and is looking
forward to working closely with the board
to ensure we have a strong, vibrant and
sustainable industry in the Otways. An industry
the members and the broader community can
be proud of."

Colac Otway Council takes years to pay tsunami
relief
As the third anniversary of the 2004 Boxing
Day tsunami approaches, CORRA has found that
the Colac Otway Shire Council, in November
2007, was still holding onto funds donated
by the public for the victims of the tsunami.
According to the Council they were waiting
for "appropriate documentation"
before being prepared to hand over the money.
In early 2005 Council arranged to collect
donations from the public for a tsunami relief
fund. Members of the public have generously
donated over $3,000 to the fund. Unfortunately,
the Council has held on to those funds instead
of forwarding them to an appropriate relief
agency.
When making donations following a natural
disaster the community expects that the money
will be forwarded immediately to help the
victims of the disaster rather than being
tied up for years in bureaucracy. Colac Otway
Council has breached this trust by failing
to distribute the money raised for tsunami
relief for almost three years.
CORRA calls on the Council to immediately
forward the donations plus all interest earned
on the funds during the period of the delay.
Council owes an apology for the delay to the
community who donated this money. Council
should explain how this delay was allowed
to occur.

Our Community Bank®
is on the way
The slab for Apollo Bay's own Community Bank®
Branch was poured on the Pascoe Street site
on Tuesday morning and will be ready for construction
to start early in the New Year. Before you
know it we will have a nice, new banking chamber.
This significant event followed a very successful
"Prospectus Launch" at the Bowling
Club the night
before, when more than 60 locals purchased
over
$90,000 of shares.
Community Bank® chairman Allen Hokin said
it
was a great response to have so many people
take
time out of their lives to attend a public
meeting in
the busy lead up to Christmas festivities.
"I am
confident we will reach our $650,000 minimum
capital sooner rather than later.
"This is a wonderful opportunity for
the Apollo Bay
people to play an integral part in the establishment
of its own publicly owned enterprise.
"For many it will be the first time they
have been
involved in such a project, for many it will
be the first
time they will have owned shares.
"We know we have a core group of supporters
in
our community but we are finding more and
more
people are coming on board as the Community
Bank® comes closer to becoming a reality.
While share applications are being processed,
the
Directors are working with Bendigo Bank behind
the
scenes on preparations for a target opening
of
March/April 2008.
"There is a real sense of pride and excitement
in the
community as people come to realise that we
are
within reach of achieving what we set out
to do.

10,000 Steps Challenge
21 November -14 December 2007
After three and a half weeks and more than 18 million
steps the 10,000 Steps Challenge has come to a close.
Well done to the 147 participants who collectively
walked a total of 15,583km, that's roughly three
quarters of the way around Australia!
Congratulations to Challenge winners, The Indies',
who as a team walked 1,742.54km and stormed through
Adelaide during week two. For their incredible effort
each team member will take home a fantastic three
man tent courtesy of Anaconda.
Well done to all those that took part, particularly
to members of the eleven teams that made it through
Adelaide. A tremendous effort was made by everyone,
keep up the good work and keep stepping!

Over the Christmas and New Year period the Community
Services Centre, including the Marrar Woorn Community
Centre and the Child Care Centre, will be closed
from 5pm on Monday 24 December 2007, re-opening
on Wednesday 2 January 2008.
Centrelink Services will be available from the Corporate
Services Office, Ramsden Avenue entrance on the
27th, 28th and 31st December 2007.
The Emergency Care Unit and bed based services will
operate as normal during this time.

Estuary Management Info Day
Held in Kennet River, 6th November.
A range of issues were covered including sand
build
up at river mouth which causes flooding in the
estuary. This has increased due to low water flow
in
Victorian rivers during drought. CCMA is keen
to
have increased monitoring of our estuaries to
improve management practices.
Library
Library discussed at council meeting 12th December.
Concern expressed that this is a fait accompli
while
there is much community opposition. A draft plan
of
the proposed design has been released. A
community forum was to be held at COPACC 17th
December. Closing date for submissions from
public February 8, 2008.
Amendment C55
Amendment C55 is on public exhibition.
It includes:
Implementation of 3 year Planning Scheme, Apollo
Bay Structure Plan
Rural Land Strategy
Great Ocean Road Region Landscape Assessment Study.
This is relevant to all people concerned about
Amendment C29 (Great Ocean Green), issues of town
boundaries and the inclusion of C29 in the ABSP.
People are encouraged to make submissions by January
31, 2008. Information can be found on council
web page and from council offices.
Apollo Bay Info Centre Car Park
Are there to be an additional no. of car parks
and when will the project be completed? How will
the increased traffic be dealt with over the holiday
period?
Sacking of Councillors.
Disgust expressed by members of Forum. These councillors
received most votes in their respective wards.
In this process how is the democratic process

APOLLO BAY LIBRARY & FACILITY DEVELOPMENT
Colac Otway Shire in partnership with the Corangamite
Regional Library Corporation is undertaking research
in relation to the development of a permanent
Library in the Apollo Bay Township. Andrew Crowley
from Capacity Consulting in partnership with Tony
Hobba Architects has been engaged to undertake
the project. The project will investigate the
most appropriate site and model for the development
of the Library. The feasibility of developing
a community kitchen will also be considered.
Initially three potential sites have been identified
which are as follows:
• The Apollo Bay P-12 School.
• Marrar Woorn Community Centre (Otway Health
& Community Services)
Apollo Bay Harbour development. The following
community engagement strategies have been established
for the project. The key dates/times and details
will be provided in the next Apollo Bay News.
Resident survey A survey will be sent to every
household in Apollo Bay. This survey will be sent
through the mail in February. Community Forums
Two community forums will be held in February
so that people can learn more about the project
and provide input into the process. Individual
meetings with community groups Andrew Crowley
from Capacity Consulting will be available to
meet with community groups who have an interest
in the project. In the Community Days
In the Community days (two) will be provided to
enable general community members to learn more
about the project and have input into the process.

Community members and groups also have the opportunity

The Editor,
FLOODPLAIN DEVELOPMENT
Housing development should be restricted to naturally
higher ground above the Barham River floodplain.
The part of the current planning proposal that is
clearly most obnoxious is the 150 house lots for
the floodplain on the SE [Ocean side] of the Barham
River. These house lots will be those most exposed
to racing floodwaters and be a public risk, they
compromise the building of the golf course, do the
most damage to the natural environment, will take
away the sense of space and are very exposed to
negative effects from climate change.
The Shire Council has been publicly accused of being
developer led and the following facts are pertinent.
The new overriding planning document [C55] is just
out on exhibition. Not only is the 150 house lots
SE of the Barham River not mentioned, the described
"Future Coastal Settlement Boundary" is
300 metres inland of the 150 house lots, totally
excluding them. However if the C55 document is passed
as is, it gives approval to the Apollo Bay Structure
Plan. The maps in the Structure plan also exclude
having 150 house lots SE of the river and a casual
reader of both documents would not believe they
were a possibility. However there is one contradictory
paragraph in the Structure Plan that was inserted
at the last minute at the developers urging. This
one paragraph [from 2 documents similar in size
to a telephone book] is the planning justification
for the C29 Amendment [floodplain development proposal]
that was to be voted on by the Shire Council on
the 21st October. The 3 Councillors with significant
links to Apollo Bay and no pecuniary interest stopped
the Amendment being passed. But as we know, for
taking that action they have been sacked. Now the
only Councillor representing Apollo Bay is a Director
of the floodplain development company.
The Shire Mayor has been hastening this floodplain
development plan through. I can see no advantage
in the haste except to the developer. If passed
by the Shire the floodplain development is not permitted
to commence until 50% of the Marriners Vue house
lots are sold, many years away. This is because
of excessive land supply. The Floodplain development
proposal is compromising the building of a needed
new water reservoir. Barwon Water have made it plain
that as the floodplain development plan moves through
the Planning approval stages they are concerned
about being sued for lost profits by the developer.
To date this is the only proven technically feasible
site for the reservoir.

Future of the Apollo Bay & Otways District Agricultural
Show
The Apollo Bay and Otways District Agricultural
Show will not be held in January 2008 because there
were not enough supportive people in the community
to form a committee.
The Otways were a close-knit community and had pride
in showcasing their skills and craft. But we are
changing aren't we? Generations of Otways families
have moved out and perhaps after 53 years the Otways
may not be able to host an Agricultural Show again.
It is not the horse flu epidemic that has cancelled
the 2008 Show but a lack of committee members. The
Show was in a financial position to run in 2008
but without a full committee this is not possible.
My father Earl Marriner and the Australian Primary
Producers Union were proud of showcasing a local
Show. I have worked on running the Show every year
since its inception, done my time as President and
was one of three left on the committee. This has
led us to call a meeting on Friday the 29th of February
2008 at the Apollo Bay Youth Club to discuss whether
a new time of the year should be found for the Show
and whether enough people are interested in joining
the committee. Watch the Otway Light & the Apollo
Bay News for the details of the meeting. Perhaps
the times have changed for the Otways and showcasing
our crafts and skills are not important any more.
