School is back for the year and the primary art
room needs a top up. If you have any odds, ends
or scraps lying around at home that you think might
be useful in the art room, it almost certainly will
be...and we would love to have it.
First up this term we are desperate for empty plastic
bottles with fluted bottoms (like most soft drinks).
However, down the track we'll also be needing...

Apollo Bay Recreation Reserve Caretaker
The committee is looking for a live-in caretaker
to work a 35-38 hour week. Work includes
weekends and public holidays and after hours
3 days per week Accommodation provided at
a reduced rate. An ability to deal with
the public is essential. Work load could
be shared by a couple. Secretary
A position exists for a secretary at the
recreation reserve. This will initially
be a .8 position, with the potential for
full time, i.e. 6 hours per day Monday to
Friday. Experience with QuickBooks and RMS

Soil Plant & Animal Health Project
in 2OO8
SOLN is looking for expressions of
interest to partake m workshops and
trials on soil, plant and animal health.
We will be applying for a National
Landcare Program grant at the end
of February and, if successful, the
project will begin from July 2008.
The focus of the project will be on
improving plant and an:mal health
through alternative grazing practises
and reducing inputs into pastures
while maximising returns.
2007 Waterwatch Results Run

On Sat 15th Mar at 3pm all will be
revealed! Diedre Murphy, who manages
the waterwatch program across the
Corangamite CMA. will present and
interpret results collated by our
local water quality testers during

Sourcing Seed on Private Land
As previously mentioned in "Landtalk"
it is a bumper year for seed. If you
have a block in the Southern Otways
with remnant vegetation and would
be open to seed collectors collecting
on your property we would love to
hear from you. Our collectors will
only use recognised methods that maintain
the genetic integrity of your site
and you may find out a lot about your
local bush as well We are also particularly
keen to hear from anyone that may
need to remove Eucalypts.
Wanted Panaionic NVG$500 Camera
Our digital video camera took a dive
and we desperately need to find a
replacement to lease, lend or buy.
In the short term we. just need to
be able to view footage already recorded
in order to fulfil some reporting
requirements. Our original camera
was a Panasonic NVGS500 and took mini
digital video cassette. If you have
this model or a camera compatible
with the mini tapes we would be happy
to come to a mutually beneficial arrangement.

Could all landholders who completed
a re-vegetation project last year
please return all plant trays to the
SOLN office as we need to give them
back to the nurseries to grow this
year's seedlings.

Two community forums in relation the Apollo
Bay
Library and Facility Development Project
are being
provided so that people can learn more about

project and provide input into the process.

APOLLO BAY P-12 COLLEGE
Congratulations to the class of 2007, all
of whom successfully completed their VCE.
95% of the students who applied for further
education courses were successfully placed.
Over 50% of the students are undertaking
undergraduate studies at University. The
College community wishes these students
a greater success in their future studies.
The class of 2008 spent the first two days
of the year on a study camp at Bimbi Park
I would like to thank Frank and Katrina
Fotinas for their hospitality over the two
days. The staff and the students enjoyed
their fantastic facilities and peaceful
environment.
On the 29th February the students who travelled
to India and Maldives late last year will
present a slide show of their fantastic
journey, Stay tuned for further information
regarding this event.

Public Place Recycling
for Apollo Bay and Colac -
16 new rubbish and recycling paired
stations installed in Apollo Bay and 9 new
stations in Colac.
Colac Otway Shire and Apollo Bay Kennett River
Public Reserves Committee of Management have
received Sustainability Victoria funding for
Public Place Recycling (PPR). According to
Sustainability Victoria's Community Attitudes
Survey, over 90 per cent of Victorians support
the extension of public place recycling into
our parks, shopping centres and tourist sites.
The funding is for recycling bins in the CBD
areas of Apollo Bay and Colac and along the
coast and coastal hamlets. There are 16 new
rubbish and recycling paired stations in Apollo
Bay and 9 new stations in Colac.
Darren Williams, Colac Otway Shire's Waste
Management Officer and Project Manager for
the program said that "Colac Otway Shire
residents have shown that they are good recyclers.
With the inclusion of plastic recycling codes
4-7 in the domestic kerbside recycling collection
system, there has been an increase in recycling
volumes of 14.58% since July 2006. The PPR
initiative encourages the general public and
tourists to continue their good domestic recycling
practices by providing opportunities to recycle
in public places. "We estimate that 50%
of material previously collected in street
bins is recyclable; providing public recycling
bins enables this material to be recovered,
saving precious resources from being lost
into landfills. We also hope that the new
bin stations will assist in reducing the amount
of litter dropped in the CBD areas. The placement
of bins in Colac covers high litter areas
which are predominately close to fast food
chains, tourism stops and takeaway stores,
where a large percentage of rubbish is recyclable."

River Public Reserves Committee of Management
said that "we are doing so well with
our domestic recycling, the next big leap
is to make it work in the public domain. Our
project is in conjunction with Colac Otway
Shire who have installed new surrounds to
public place litter bins on the retail precinct
side of the Great Ocean Road in Apollo Bay.
"Our committee has installed the same
bin surrounds, with appropriate signage, on
the foreshore opposite the retail precinct
to provide consistent public place litter
bin infrastructure which allows for separation
of recyclable containers and general litter.
We attract more than 250,000 visitors a year
and the vast majority of waste along the foreshore
is from takeaway food outlets. "The
main objective is to create a recyclable waste
stream of primarily beverage containers where
it does not presently occur; drink containers
are easily recycled and make up a huge proportion
of litter in the public domain. Similar to
Shire expectations, we aim for 50% of the
waste stream to be diverted from landfill.
"To support our initiatives, the committee
will make it
a condition of use of the foreshore by major
events
that they are Waste Wise, which can be achieved
with
assistance from Barwon Regional Waste
Management Group."
The installation of the Public Place Recycling
infrastructure has been supported by a widespread
public education campaign promoting the new
bins
and encouraging the community to recycle their
waste.

Sir,
Demands for Enquiry into Council Process
I must applaud Mr John Spencer's tenacity in unravelling
the web of complexity called C.29 and C.55 as reported
in last weeks News Sheet. The document titled 'Amendment
C55 - Colac Otway Planning Scheme Review' is no
light read. It's half an inch thick and refers to
other documents equally sized. It is currently on
public exhibition and open for comment and submission,
which close today. To understand the document requires
hours of reading and for those who do not have a
town planning background it can be quite daunting.
A well intended idea - Tidy up the Planning Scheme
and bring all the other relevant schemes and plans
under one heading. The one thing that is apparent
when reading the article in your newspaper and the
documents concerned is that there seems to be a
clear absence in C 55 of anything to do with C.29.
Even to the point that the area on the map in C.55
where the controversial C.29 housing estate is proposed
is annotated 'Revegetate the Barham River valley,
enhance the ecological values of the floodplain
and estuary and improve public access. Ensure a
landscape dominated outlook from the Great Ocean
Road' To provide clarity and transparency for the
reader and the public, Council could have done two
things
1. Tagged it 'Existing floodplain. Currently the
subject of proposed housing development application'
after all C.29 was so advanced when C.55 was being
prepared Council were trying to vote it though in
October 2007.
2. Postpone voting on C.29, a site-specific amendment,
until their major strategic study the Municipal
Strategic Statement [C.55] was approved and passed
into law. This would make absolute sense given the
cost in producing C.55 and it's express purpose.
On reading the above a more cynical person could
be forgiven for thinking that Council intend to
muddy the waters in this area as outlined by Mr
Spencer but hey, watch how quick Council put C.29
to the vote now they have a quorum with two new
councillors.
If C.29 goes ahead a number of people will get a
very big payday and that's what this is all about.

Dear Editor
Christmas has again come and gone, but controversia
development issues remain with us. This is evidenced
by senior Colac Otway Shire Sustainable Planning
and Development personnel having been sighted last
Friday reviewing both the proposed Harbour Redevelopment
site, and the Great Ocean Green Development site
on the Barham River floodplain.
It is vitally important that anybody wishing to
commen on such development proposals or any proposed
Planning Scheme Amendments should seize every opportunity
to make submission, whether it be supportive of,
in opposition to, or just plain constructive. Nothing
in this life comes without cost or effort, and no
comment is unfortunately all too often construed
as being tantamount to acceptance or tacit approval.
Democracy, if it is to be truly representative,
comes with, and issues each of us with responsibility.
Public notifications of such recent amendments as
Amendment C55 and the Draft Victorian Coastal Strategy
invite us all to have our say. Many would sa that
making the effort is a waste of time, but leaving
comment to the dedicated vocal minority in fact
does nothing whatsoever to give the responsible
authorities a true indication of public support
for or opposition to such issues.

Very many thanks to all my good friends for their
prayers and good wishes. After a very long time,
about 5 months, I am so happy to be back in the
Bay. I am being looked after by our wonderful Dr
Meg. Shirley Mason is doing a fantastic job running
the house and Lorraine Baulch and Edna Arnold keep
me supplied with treats to tempt my appetite and,
occasionally, act as Gofers. At Cape Otway Cottages,
Meredith and Anna solve my problems (and there are
many), whilst helping as Super Gofers. My lovely
new Labrador, Aster, will come home as soon as I
can care for her.
Meals on Wheels are a luxury, wonderful menus and
excellent food and the volunteers who deliver are
wonderful. Please call in to say hello if you're
