for the 75th. Anniversary of
the Opening of the Great Ocean Road to
Apollo Bay 26th. November, 2007.
A huge weekend of celebrations honouring our Great
Ocean Road. The weather smiled on us, as did 'Lady
Luck', with no-one hurt or injured, and everyone
that participated having an enjoyable and fun time.
The weekend was launched with the Opening Ceremony,
guests were 'Welcomed to Country' and introduced
to the traditional path along the Southern Ocean
by Richard Collopy & Len Clark. Delighted by
the Apollo Bay P-12 Childrens' Choir and 'Howling
Wind'. Informed & amused by Ted Stuckeys' slide
show. Transported back in time by Howard Hitchcock,
President of the Great Ocean Road Trust! (Who made
an incredible appearance, as he died 2 weeks before
the GOR was opened in 1932!) Tracy Slater spoke
of the jewel that is the GOR, and that it had been
voted one of the 10 must see destinations before
you die, and of the many significant events that
occurred in 1932, the Sydney Harbour Bridge was
opened, the ABC was launched, and the 'Casino' sank
at Apollo Bay, ( and 'Peter Pan' won the Melbourne
Cup).
Listened to Lynne Butt and Cheryl Polgeest (who
read Paddy O'Connor's' poem), pay homage to the
GOR. Applauded our special guests, Allan Fricke
& his sister, Norma Herath-Bean, who were both
present at the Opening of the GOR in 1932, they
shared some wonderful memories.
Edmond Shea, President of the Apollo Bay RSL, touched
us with the scars that war leaves, and told of the
plight of the diggers who constructed the GOR, and
that their time spent working on the road was quite
probably very cathartic.
David McLachlan, President of RSL Victoria, paid
homage to all the diggers, and reminded us that
conflict needs to be remembered.
Lest We Forget
The Grand Parade greeted a perfect Apollo Bay day,
and commenced after the 'Memorial Plaque Unveiling',
(this plaque will be permanently installed outside
the Info. Centre, adjacent to the 'Ross Bastiaan'
Memorial Plaque.) All participants mustered at the
replica Tollgate Hut, where the elderly and infirmed
were allocated seats in Vintage cars. With all participants
passing under the Tollgate lead by the Colac City
Band, followed by Cyril Marriners' horse riders
bearing flags and dressed in authentic 'Light Horseman'
uniforms. The parade was interspersed with groups
of people carrying flags and placards depicting
the 120 clubs in Apollo Bay. Vintage cars and bikes
came from across Victoria and across town to participate.
The Grand Parade halted at the Soldiers Memorial
for the Wreath Laving Ceremony. The Apollo Bay RSL
led this moving ceremony, which bought forth many
emotions. The 'flyover' of 2 planes from the Pt.
Cook RAAF Museum during the 'minutes' silence saw
many eyes glisten over. >>>

followed by the parade culminating in a
Grand Circle on the Foreshore, where the
vintage cars and motorbikes could be viewed.
Their owners' being only too willing to
talk cars/bikes! It's a boy thing!
The Apollo Bay Youth Club fed the masses
with their delicious tucker.
The Childrens' Sports & Family Fun Day
rounded off the afternoons' entertainment,
with lots of kids being introduced to the
Egg'n'Spoon race for the first time, with
lots of little hands firmly and not so delicately
ensuring that the hard boiled eggs did not
roll off the spoons! Fun was had by all.

was fierce, fast and furious! With one well
known local even trying to carry his dog!

Sunday smiled on us again. The Combined
Church Service greeted the day, and honoured
the past, present and future.
Monday smiled on us again. The arrival of
the VACC Celebration Tour saw some 35 pre-1933
vintage vehicles grace the Foreshore. The
community BBQ and birthday celebrations
finished off the weekend. These cars left
us on Tuesday morning, but not before delighting
the children at the Kindergarten. The Chamber
wishes to thank all who participated and
enjoyed the weekend. We are particularly
grateful to and encouraged by the clubs
that came on board to make these celebrations
a success. Memorabilia is still available,
and will be on sale at the Apollo Bay Market.

New Dilmah
Water Testing Kit!
SOLN has just been awarded a Dilmah
Water Quality Grant which will allow
us to purchase a new water testing
kit to be dedicated to training new
testers and school groups. SOLN is
also working towards updating an additional
two water testing kits so that all
local landcare groups will have their
own kit which will only need to be
returned to the SOLN office for monthly
maintenance.

For those of you with test sites that
still need to be GPS'd, please contact
Kristen at the SOLN office to line
up a time to do this.
Skenes Creek Working Bee, 5th Dec
The Townies for Landcare group have
been busy restoring Skenes Creek Estuary
this year through re-vegetating its
banks with indigenous plant species
and non-chemical weed management,
including the use of weed matting,
spreading mulch and hand pulling.
The townies have dramatically improved
the site, but they would appreciate
many more hands for the next working
bee. Come along and be apart of this
great project.

Fire Safety information Session this
Saturday!
Are you bushfire ready? If you live
in the Otways you should be! The CFA
and SOLN will be hosting a Summer
Fire Safety Information Session on
Saturday 1st December at the Apollo
Bay Youth Club. The session will provide
important information for all community
members about fire ecology in the
Otways, how to protect your home and
family from bushfires, what you can
do to help your home survive a bushfire
and how to get started on developing
your on practical bushfire plan. You
will also have the chance to ask the
presenter(s) questions that you feel
are important to maximise your safety.

EDITORIAL COMMENTS
The English Language
Have you ever wondered why foreigners have
trouble with the English Language?
Let's face it English is a stupid language.
There is no egg in the eggplant. No ham
in the hamburger. And neither pine nor apple
in the pineapple. English muffins were not
invented in England French fries were not
invented in France. We sometimes take English
for granted. But if we examine its paradoxes
we find that. Quicksand takes you down slowly.
Boxing rings are square and a guinea pig
is neither from Guinea nor is it a pig.
If writers write, how come fingers don't
fing. If the plural of tooth is teeth. Shouldn't
the plural of phone booth be phone beeth.
If the teacher taught, why didn't the preacher
praught. If a vegetarian eats vegetables.
What the heck does a humanitarian eat!?
Why do people recite at a play. Yet play
at a recital? Park on driveways and drive
on parkways. You have to marvel at the unique
lunacy of a language where a house can bum
up as It bums down and in which you fill
in a form by filling it out and a bell is
only heard once it goes!
English was invented by people, not computers
and it reflects the creativity of the human
race. (Which of course isn't a race at all).
That is why when the stars are out they
are visible but when the lights are out
they are invisible
And why it is that when I wind up my watch
it starts But when I wind up this observation,
it ends.
Alas these are not my thoughts but someone
much wiser than. The Editor

Meditations with the Algerian Oak
It's peaceful here
in the shade of the old oak tree,
the air is fresh and pure,
thoughts come and go,
are they hers or mine?
We both come from far off shores.
The wind rustles through the leaves,
what stories do they tell?
Messages from her far off home?
Like me her roots
are planted in an alien land
we now call home.
We both have displaced the life that was
here before. Is there some way we can give
back, repay the debt we owe? Her roots go
deep bringing nourishment from below.
Leaves and acorns form
releasing oxygen in the air,
in time they fall enriching
this fragile land.
Birds flit merrily through the leaves.
Would that I could give
as naturally as she.

Stage 2 water restrictions
imposed in Apollo Bay
Barwon Water will introduce Stage
2 water restrictions in Apollo Bay, Marengo
and Skenes Creek from lam, Saturday, December
1, 2007. The coastal townships of Apollo Bay,
Skenes Creek and Marengo have had water restrictions
for the past seven summers. Barwon Water Managing
Director Michael Malouf said although the
Marengo Basin was nearly full,
restrictions were necessary because the existing
system had a limited capacity. We need to
conserve water so the existing system can
continue to provide a secure supply over the
summer holiday period," Mr Malouf said.
"Apollo Bay's population swells over
the summer months and, combined with increased
demand due to hotter weather, we need to carefully
manage the water supply." Under Stage
2 restrictions, watering lawns is banned and
garden watering is only permitted during limited
hours on alternate days. Window cleaning,
vehicle washing and watering sporting grounds
are also restricted. Mr Malouf said all residents
would be sent a brochure outlining the water
restrictions. Details are also
available on the Barwon Water website

Water Restrictions Hotline on 5273 4488.
Stage 2 water restrictions will remain in
force until
further notice and breaches may incur penalties
of
more than $2,000 for a first offence.

prospectus. The prospectus will be formally
launched at a function at the Apollo Bay Bowling
Club at 7pm on Monday 17th December. However,
Board Members will be hand delivering the
prospectus to local pledges from Monday 7th
December. Community Bank® Chairman Alien
Hokin said from that date the focus would
be on selling $680,000 worth of $1 shareholdings
to local residents, traders and business people.
"This is an historic time for our community
and one which in coming years will bring valued
capital back into the town," Mr Hokin
said. It's not very often that we get the
chance to purchase shares in a community company
which is going to then directly benefit our
community. "Our aim is to have more than
300 locally-based shareholders having ownership
in the company to ensure this is a truly community-spirited
company and venture." My message to local
residents is, if you don't return your application
beforehand, that you take the time to attend
the launch and bring your chequebook with
you." Mr Hokin said. If our pledge campaign
is anything to go by, I expect demand for
our $1 shares to be strong and the offer is
limited. "And of course, the sooner we
fill our share offer the
sooner the doors of the branch in Pascoe Street
will
open, currently scheduled for April next year."

HEATHER HAMLING - CHAMPION CYCLIST.
Congratulations to Heather Hamling of Apollo
Bay, who last week became the Veteran National
Female Cycling Champion by winning her age
group with a first in the road race and the
criterium events and a second in the time
trial event.
Heather trains six days a week with the Colac
Veterans Cycling Club and covers about 250
kilometres. She is now in training for the
Otway Odyssey to be held in February 2008
and the South Pacific Veterans Cycling Championship
to be held at Maryborough next Easter.

Colac Otway Shire Council has
prepared Amendment C55 to the
Colac Otway Planning Scheme.
In accordance with section 9(2)
of the Planning and Environment
Act 1987, the Minister for Planning
authorised the Colac Otway Shire
Council as planning authority
to prepare the amendment. The
land affected by the amendment
is all land within the municipality.
The amendment proposes to introduce
a new Municipal Strategic Statement
(Clause 21) and delete Local
Planning Policies (Clause 22)
by inserting relevant guidance
and direction from these policies
into the MSS (Clause 21) and
overlays. The purpose of the
MSS is primarily to guide the
assessment of planning permit
applications. The structure
of the new MSS is:

associated zoning, overlay and/or
schedule changes that form part
of this amendment and impact
on the coastal areas of the
Shire are detailed below. Apollo
Bay Structure Plan (2007)
• Strategic direction
of the Apollo Bay Structure
Plan is introduced into the
MSS, such as: • Major
coastal urban development to
be directed to Apollo Bay and
contained within the settlement
boundary (as revised by the
Apollo Bay Structure Plan).
Controlled building heights
and medium density close to
town centre. • Apollo
Bay, Marengo and Skenes Creek
will remain as distinct coastal
settlements, each with a separate
identity and local character.
• Opportunities for tourist
related activities in the hinterland
of Apollo Bay. • Provide
limited tourist related opportunities
in the Otway Ranges. •
Apply a new Significant Landscape
Overlay (SLO) schedule 5 to
land on the coastal strip between
Skenes Creek and Apollo Bay.
The statement, landscape objectives
and decision guidelines are
derived from the Apollo Bay
Structure Plan (ABSP). Permit
requirements and exemptions
are adapted from the existing
SLO2.
• Apply a new Design &
Development Overlay (DDO) schedule
5 and DDO schedule 6 to the
Apollo Bay township to implement
the Apollo Bay Neighbourhood
Character Study as updated by
the ABSP. DDO5 and 6 include
mandatory height >>>

requirements cannot be varied

as recommended in the Apollo

ARE NOW IN FORCE IN OUR AREA FOR THE SUMMER
FIRE SEASON. THEY WILL TERMINATE ON THE

Residents are requested to keep an eye on
the fire plugs in their street and report
any anomalies that they observe such as

Thank you to all those that took the time to complete
Otway Health's Adult Community Education and Training
survey or attended our drop in sessions at Marrar
Woorn. Your feedback is very important to us and
helps us to provide innovative, interesting and
relevant programs and services to the community.

Community Memorial

Where: Apollo Bay Senior Citizens Centre

Time: 2pm - 3pm
Simple and informal this memorial is for anyone
that has experience grief and loss. The Memorial
will include a candle lighting ceremony and will
be followed by afternoon tea.
Transport can be arranged upon request. For catering
purposes please RSVP to Customer Service by Monday
3 December 2007.

Community Transport
Have you heard about the changes?
Otway Health, in partnership with the Colac Otway
Shire, offers a community transport service for
older members of the community.
This service runs on Wednesdays and Fridays, collecting
clients from their homes and returning them after
their visit to Apollo Bay.
What's new?
The Community Transport service will now operate
on Wednesdays and Fridays in order to allow clients
to visit the library in Pengilley Avenue on Wednesdays.
The Wednesday timetable is:

Dear Editor
and readers,
Since I wrote a letter to a local paper outlining
the proposed closure of the present Colac public
library and its amalgamation into a senior- school
library on education department premises, a lot
of people have told me how unhappy they were with
the proposal and the lack of any transparent discussion
with some of the interested parties. "But what
can we do about it?" Well, one thing you can
do which will take 5 minutes and a 50 cent stamp.
As this last federal election has shown, people
who are to be voted into positions ignore what people
are telling them at their cost!! At the next shire
elections, it looks like there will be no internal
boundaries, therefore you can vote for who you like.
So any letter to the present councillors that says
that you will not support them will get their attention
!
Copy the letter below. Complete it with your name,
address and signature and send it to as many councillor
as you can. The councillors are Mayor Warren Riches,
Cr Brian Cook, Cr Chris Smith, Cr Geoff Higgins,
Cr Stuart Hart, Cr Joe di Cecco and Cr Peter Mercer.
Anyone interested in politics will tell you that
elected officials take notice, not just of the number
of people who write to them, but also the number
who probably think the same, but just haven't got
around to doing anything about it. Please take the
time- it just might save the present library. "Dear
Councillor, I am most worried about the possible
movement of the Colac public library to Education
Department premises. At the next council election,
I shall be voting for councillors who have listened
to the concerns of the public, and have opposed
the closure of the present library.

Special thanks to all those that helped in the GOR
75th Anniversary Celebrations.
My father Alistair McKenzie would have been so proud
of the service and attendance at the memorial, for
everyone in the parade and all that you represent.
I was privileged to have met Allan Frickie on of
my dad's old mates at the opening ceremony evening;
it was an honour to have been there. Alistair McKenzie
was a gentleman and a scholar, well respected for
his kind-hearted charities, eloquent delivery and
great knowledge of the Otways and the Great Ocean
Rd. He had helped construct parts of the GOR, to
this day his Seiko watch is buried somewhere on
Seiko Hill as we call it. He lived by truth, honour
and integrity and his barter basis of life.
As a young man a couple of rabbits and V2 dozen
trout would get him 2 sweet cakes, tea at lluka
and a pair of movie tickets during his courtship
with his much loved redhead Oily Curtis. (Cash was
hard to come by in the 1930's).
Thanks to Les and all his helpers for making the
GOR 75th Anniversary weekend such a great success.
I look forward to the 100th anniversary.

Dear Apollo
Bay Residents & Visitors,
On behalf of the R&SL, of Australia, I would
like to say THANK YOU VERY MUCH for your participation
in, and support for, the GOR 75TH Anniversary Celebrations.
The parade on Saturday was a wonderful success and
I think you would agree that the Flyover by aircraft
from RAAF Museum Point Cook was an exhilarating
moment. There was doubt about getting the timing
properly coordinated, but thanks to Roy Hutchinson
and the ground to air communication, the timing
was perfect. Halfway through the Minute of Silence,
I heard the drone of their engines and looked up
to see the planes coming straight toward us from
the hills around Skenes Creek. What a sight!! I
do not know how many people took part in the parade,
but the Wreath Laying Ceremony was attended by nearly
500 people, which is an outstanding number considering
the population of Apollo Bay. I need to say a special
thank you to several people.
1. The Lighthorse Group: Cyril & Pat Marriner,
Marion Copping & Lesley Marriner. Didn't they
look resplendent?
2. The Catafalque Guard from HMAS Cerberus showed
great discipline and were very involved in other
events over the weekend.
3. The flag bearers, students from AB P 12, followed
my instructions without fault and without rehearsal,
so I thank them very much for being so attentive,
and thank you Lee Kelly for getting them together
with very short notice.
4. The Colac City Band added another dimension to
the parade and helped to keep us in step.
5. My newfound friends, from the PTSD Treatment
Program I had been attending, marched under the
Vietnam Veteran's banner and helped boost the depleted
number of RSL personnel. They had a wonderful weekend
and really enjoyed the AB hospitality.
6. AB RSL Members, Rod & Shirley Swayn, Mick
Mumane, Greg Mercer, Maree Whately & Kevin Bradshaw.
7. Foodworks supermarket for the donation of salads
for the BBQ at the RSL clubrooms after the parade
and
8. Les Noseda & committee for inviting me to
participate in the organisation of events.

Dear Editor,
The Hordern Vale Hall Committee has finally completed
the renovations it started some two years ago, so
we are now writing to thank you for your efforts
in helping us out with the renovation. Your contribution
has been an enormous help to us and without community
minded people like yourself, we would not have been
able to complete the project. We have spent more
than $53,500 and in excess of 800 community volunteer
hours along with more than 100 donated hours of
professional labour to make our hall look beautiful
and functional again. Without all the work, the
hall was unsafe and would have probably just fallen
down around us.
We would like to thank you for all the coverage
you have given us over the past few weeks. It has
meant that our Blast from the Past Old Time Ball
was a huge success. We have really appreciated your
contribution. Once again, thank you for your contribution.

Draft Victorian Coastal Strategy Meeting
The Victorian Coastal Strategy is the major strategic
planning document for Victoria's coastal and marine
environment.
Marine Coastal Community Network (MCCN) is travelling

the draft Victorian Coastal Strategy. If you would
