Coastcare Week 2008 (Dec 1-7) is just around the corner! Now in its 13th year, Coastcare Week recognises the hard work and many hours that volunteers have done to preserve and protect our fragile coastline. During this week SOLN will be initiating SPAG - (Sea) Spurge Purge Action Group. This is a community driven initiative which aims to rid Apollo Bay and Skenes Ck Foreshore areas of Sea Spurge. More detail to be provided in next week's Landtalk. What: Spurge Purge Action Group meet When: Wednesday 3rd December, 2-4pm Where: Meet at Foreshore Carpark opposite the Mobile service station.

Wild Dog Estuary Plant Oat Next Tues
Come along and join the Apollo Bay Landcare Group and SOLN next Tuesday 25th November at Wild Dog Creek estuary for one last community planting before summer hits. This planting will fill in areas where management of cape ivy, nasturium and willow shoots has been undertaken, and where Wallabies have grazed on previous plants (a wallaby deterrent mix will be used on the seedlings this time!). Otways Tourism is inviting applications from tourism students for 2009. The scholarship is up to the value of $1,500 and is based on the following criteria
• The scholarship will only be for students studying a tourism related discipline.
• The student must have completed at least one year study in tourism prior to applying for the scholarship and continuing their study in 2009.
• They must reside in the Colac Otway Shire.
Applications should include their current study program, work/industry experience and their career goals.

Apollo Bay Music Festival
March 27 - 28, 2009 More than music!
The committee of the Apollo Bay Music Festival are presenting a preview launch of the 2009 Festival program at 3RRR, tonight (Thursday 20 November) with MC Jon Von Goes, and special performances by Stephen Cummings, The Prayerbabies & Liz Stringer. The Festival once again presents an outstanding showcase of artists of the highest calibre in a vast array of genres. From Jazz to world, folk to country, rock to reggae and blues the Festival has something in it for everyone and is so much more than music. It is a true celebration of arts, culture, community and diversity.
In keeping with the underlying themes of diversity, culture, collaboration and sustainability, the 2009 program is truly dynamic and significant. Featuring some of Australia's finest artists including Paul Grabowsky with the Australian Art Orchestra, performing the Victorian premiere performance of Crossing Roper Bar with
Wagilak Gujarra/Nyilapidgi musicians from Nagukrr;, the ultra smooth stylings of Tex Perkins and his ladyz Boys, Karma County & Jimmy Little, performing songs from the ground breaking album Messenger celebrating 10 years since it's release, the eternally cool Stephen Cummings, Joe Camilleri & Nicky Bomba's Limestone, The Vasco Era, The Verses, golden guitar winning Felicity Urquhart, the internationally renowned master of Sikh and world music Dya Singh and more than 60 other outstanding acts from across the country.
On the international front the Festival is thrilled to be
presenting Robyn Hitchock and the Venus 3,
featuring REM's Peter Buck, Scott McCaughey and Bill
Rielfin, launching their new album Goodnight Oslo .
Hitchcock is one of the UK's most regarded and
significant performers, and combined with the Venus 3,
they are without a doubt one of the most sophisticated
and incredible 'garage' bands around. Also hailing
from across the seas are the Alan Kelly Quartet (IRE)
and a showcase of Canada's finest including
April Verch, David Francey and The Undesirables.

Barwon Water Annual Report released
Barwon Water's 2007/08 Annual Report reveals mixed fortunes for the water corporation as drought continued to impact on its operations. Revenue from customers was lower than anticipated due to reduced water consumption, however, water and sewerage service reliability improved from 2006/07.
"Despite increased maintenance costs and demanding environmental circumstances as a result of the dry conditions," we have continued to achieve high customer satisfaction.
A higher than expected operating surplus of $6.5 million was recorded for the financial year. The surplus was due to savings in operational expenditure, increased sundry revenue from the sale of water conservation products, such as water tanks, and savings in financing costs. Revenue from customers was $840,000 lower than anticipated due to water savings in the industrial sector and reductions in trade waste revenue. Notable achievements during the year included water and sewerage service reliability indicators being well above target and a reduction in unplanned interruptions to water supply and sewer blockages. ; "During the year, more than 150 kilometres of sewer | pipe was cleaned or re-lined, which enabled us to j meet our target for sewer blockages and overflows," | said Managing Director Michael Malouf. I Water quality performance continued to be excellent, with E.coli and turbidity compliance above the required [Safe Drinking Water Regulations. ("There was also a considerable reduction in water jjquality complaints with 2.5 per 1000 properties. This I was down from 4.1 complaints per 1000 properties the iprevious year and can be attributed to a manganese ; management strategy and improved disinfection monitoring."

CLUBS ENCOURAGED TO APPLY FOR VICHEALTH FUNDING
Colac Otway Shire is encouraging local sports and
recreation groups to apply for VicHealth Active Clubs
grants.
Council's Manager Recreation, Arts and Culture, Marg
Scanlon, said VicHealth is offering funding of up to
$2500 for sports injury prevention equipment, essential
equipment, portable shade and volunteer training.
"The grants aim to encourage and increase participation opportunities in physical activity for those who are currently inactive or traditionally encounter barriers to participation by improving the safety of ; sporting and active recreation environments and reducing the likelihood of injury," Ms Scanlon said. "Research in the sport and active recreation sector highlights the important role equipment plays in reducing barriers to participation in physical activity, particularly by those most disadvantaged and in junior participation."
"Often local sport and active recreation organisations identify a need within their community for a new team or activity, but find it difficult to buy essential equipment or fund the training required to allow the team/group to start the activity," Ms Scanlon said.
"This can sometimes be the only barrier to participation, and is sometimes a one-off cost."

PEOPLE WITH DISABILITY

Colac Otway Shire and the Colac Disability Network
are encouraging nominations for this year's Colac
Otway Good Access and Achievement Awards.
Colac Otway Shire's Manager Health and Community Services, Greg Fletcher, said, "The Good Access Awards recognises those businesses which provide accessible facilities, friendly welcoming service and promote community inclusion."
"Nominations are also being taken for the Personal Achievement Awards which recognise the achievements of people with disability who have excelled through education, employment, community contribution or sport."
Nomination forms for both awards are available from Colac Otway Shire's Customer Service Centres in Colac and Apollo Bay or by calling Lee Nicholls, Rural Access Project Officer on 52329420. Nominations close November 21st, 2008.

 

WORLD CAFE TO DISCUSS FUTURE FOR RECREATION CLUBS
Colac Otway Shire and Leisure Networks are inviting local recreation and community groups to attend a World Cafe evening to discuss future plans for their clubs, and the Club Network.
Council's Manager Recreation, Arts and Culture, Marg Scanlon said the Colac Otway Shire, in partnership with Leisure Networks, had delivered Club Network for recreation clubs over the past four years. "As a part of this program, many recreation and community clubs have participated in activities that have helped developed their group, from business :planning, to marketing ideas, to how to write grant submission and funding applications," Ms Scanlon said. "At the World Cafe we will be asking club representatives to discuss the needs and wants of their group. We're interested in finding out how Council and Leisure Networks can support local clubs - is the Club Network helping local groups, or are there better ways we can assist with their needs? We are keen to have as many clubs involved as possible, to assist in the future planning for clubs and help face their key challenges or issues," Ms Scanlon said.
The World Cafe will be held on Wednesday December 3 at Colac Botanic Cafe and Gallery from 7.30pm to 9.00pm. A light supper will be served.

Two Important Community Events Concerning Diabetes
The incidence of diabetes continues to increase ai. an alarming rate. Someone you know will be or has been affected. This presentation will help you understand what diabetes is and how best to manage or prevent this condition. Diabetes can't be cured (yet!) but it can be managed well. A community forum will be held on Wednesday 110th December to discuss local issues around drug and alcohol use.
Helen Reddan, project worker for the region will discuss the Colac-Otway Shire Drug Action Plan. Dr Peter Miller, an expert in needle-exchange programmes, will present local statistics and recent research around drug use. This is an opportunity to present your opinions,
concerns and ideas on a local issue that affects our
whole community, and to hear up-to-date
information on the issues.

As a member of the Steering Committee established to support the application to provide Apollo Bay with a Multi Purpose Health Service, and a foundation member of the subsequent Otway Health Board, I would like to add some further background information to that supplied to your paper last week by the Chairman of the Apollo Bay and District Health Foundation, Mr. Ron Clark. In 1994, after our application for MPS status was successful, the initial intention was to operate the new Service from the former hospital building. However, a detailed inspection revealed that the building would not tolerate any further alterations or additions and plans were prepared for an entirely new facility at a projected cost of $1.2 M, the Government contributing $900,000 and the community expected to provide the balance of $300,000.
The Board members and volunteer fundraisers found this an immense and onerous task and only a very small portion of the necessary funds was raised locally, the balance coming from philanthropic trusts. I believe that the poor local response can be attributed to the lack of understanding at that time of the broad range of health and community services that would become available through the Multi Purpose integrated system that is funded jointly by both Commonwealth land State governments. This model allows financial flexibility so that services provided can be tailored to I local needs and is quite different from entities funded j by State governments alone. (The 2 other Multi I Purpose Services, Corryong and Orbost, approved at j that time are now also thriving and successful service i providers in their regions.)
; Soon after the completion of the building program, Les \ Noseda introduced the concept of a Foundation to the ! Board and following investigation, the Board embraced the idea as a solution to reduce the need for such awesome major fundraising in the future. The expectation was that the Foundation would acquire, over time, a financial base of invested funds that could be made available for major renovation or expansion to the present facility. This organisation, because it worked at 'arms length' from the Otway Health Board, would also have the capacity to borrow funds which government funded entities at that time were not allowed to do.
The present Foundation is to be applauded for providing the premises and leasing them to Otway Health, for the "Second Sails" Opportunity Shop but this cannot provide funds for capital works. The revenue from the Shop not only contributes to the operation of the Service it also offers the community an opportunity to recycle unwanted goods in well managed premises at fair prices. Dear Editor
The present council started a fight when they spent our money to suit their own purpose and to destroy our Public Library, all against our wishes and we are supposed to shut up and like it. This is not a game anymore, this is war. Eight candidates formed a dictatorial alliance to control the people. They march up and down and chant 'Moving Forward' and yet we have to be submissive and lay down our arms; Never! The courageous Captain of the good ship 'Colac Otway', namely the CEO, has certainly moved forward. She has moved forward so far that she has left the damaged ship to sink without her, while the eight in the alliance plan to take the lifeboats, sail on and throw a few life-jackets to the reading public.
Everyone, but those eight and their army, know that to destroy a town's Public Library is moving backwards not forwards. Friends of Colac Library may have lost the fight, but the war is not yet over. We will fight for the right to have and own a Public Library and we will never surrender.
So, Colac Otway, soldier on, grab a life-jacket and vote for democracy; choose the candidates first who will save us and leave the eight dictators for the last 14 to 21 boxes so they can move forward and out. Where they can build their own Grand Designs with their own money. Readers everywhere unite and we will survive. Thanking you

•Will this advertisement be published in AB News? (I held this item for a week to see if anything appeared - nothing did)
• How will Apollo Bay voters know about this "Alliance"? If you do not receive the Colac Herald you may not know about an Alliance and what it may mean.
• How will an "Alliance" benefit Apollo Bay?
4. Do your own homework - read the information, talk
to the candidates, compare notes with your friends and make your vote count. Fill in every square in order of best to worst!
5. You are not required to follow candidate's
preferences - make your own decision.
