Sustainable Otways! Exhibition
at COPACC
Do you, your school, business or organisation
help with sustainability in our region and have
initiatives, a vision, invention or project (past,
present or future) that you'd like to showcase
and exhibit? Proposals are being accepted for
the "Sustainable Otways!" exhibition
at COPACC that promotes regional sustainability
and transition initiatives, and brings awareness
to climate and peak oil issues. The exhibition
will be launched on Wednesday January
21st 2009 from 6pm to 9pm, and run until February
20th 2009
All work needs to be mounted, installed/ de-installed
and transported to COPACC by the exhibitor. 3D
exhibits can be displayed in 1200mm x 600mm lockable
glass cabinets. Works will need to be
installed between 8.30am and 5pm on January
to 21st 2009. A 10% commission will be taken by
COPACC on any exhibit that is purchased during
the exhibition.
Proposals are required to be submitted by the
30th of November, 2008. If you would like to make
a presentation at COPACC on the launch night,

APOLLO BAY MUSIC FESTIVAL 2010 Date
The date for the 2010 (18th) Music Festival
is being
finalised and the ABMF committee would like people
to
be aware of some of the factors that will influence
the
choice, as they are many and varied.
Assuming that the festival is-best placed late
in March
(at the earliest) to late April (at the latest)
we have to
consider the following:
-Port Fairy Folk Festival: 5th to 8th Mar
-School holidays: 26th Mar to 12th Apr.
-Easter: 2nd (Good Friday) to 5th April.
-Anzac Day: 25th April - as this is a Sunday it
would
be too restrictive to operate venues on this w/end.
-Also a number of smaller events occurring in
March
and April.
Of course we will consider the interests of local
traders
and accommodation providers, but we would ask
for
their understanding in considering that the long
term
viability (i.e. ticket sales ) must also be a
priority when
making a decision such as this.
It would benefit no one if the festival was not
placed on
a date to ensure its continued success as one
of
Victoria's outstanding regional events.

Bay hosts Council contenders
A large gathering of concerned
local rate payers,
chaired by Gary McPike and hosted by the
Otway Forum met 10 of the 21 aspiring
Councilors in an open forum at the Apollo
Bay
Youth Club last Sunday.
Each candidate made a 3 minute presentation
to
the meeting which was then thrown open to
a
broad range of questions on which each
candidate was able to comment.
The major concerns of the audience were
inevitably parochial, many centering on
our
actual Council representation.
Issues raised from the floor and addressed
in
turn by each of the panelists were:
• Over-development for developers
sake
• Inappropriate development on a flood
plain that exposes rate-payers to liability
costs in the event of flood damage
• A Council that does not give serious
consideration to climate change
• A need for a Council that is transparent
and accountable to the community it is meant
to be serving
• A Council that does not conduct
most of its business in closed sessions
• A Council that actively works to
reducing the demands on its rate-payers
• Serious concern that the proposed
alliance of councilors reported in last
Friday's Herald would just produce more
of the same sort of decisions of the past
4 years.
Questions on the independence of the thinking
and contributions of members of such an
alliance in a supposedly democratic and
representative Council emerged as a serious
issue.
IMMUNISATION SESSION - MONDAY NOVEMBER 24

Immunisation is a simple, safe and effective
way of protecting children against certain
diseases. The risk of these diseases is
far greater than the very small risk of
immunisation.

OTWAY RANGES CLIMATE ACTION (ORCA)
Council Elections
Climate change is a concern for many people
and climate change action groups are springing
up all over the country and the world. It
is heartening to see communities getting
organised and taking responsibility. No
other issue has generated this sort of community
response. People aren't content to let the
government lead the way. At the same time,
however, we can't do it without government
support on all levels.
For example in our area, we will have to
look at issues like roads, town planning,
town infrastructure, transport, suitable
housing, and power, to name a few, if we
are to find solutions to the predicted climate
changes and in particular to the predicted
sea level rises. How are we going to plan
our future towns? How do we move the infrastructure?
How will we relocate our roads to avoid
the vulnerable areas? Councils have to be
able to provide support to groups working
with these issues. They also have to be
able to take some leadership themselves
in order to help prepare our communities.
I am sure everyone was aware of the state
government intervention in the council planning
; process in Gippsland, where they overturned
a planning decision by council which approved
building on low-lying land. The reason given
by the state government was predicted sea
level rises. This more than anything else
makes it imperative that our council is
able to work with the issue of climate change.
So, when you are looking at who to vote
for in the upcoming council elections, make
climate change and the prospective councillors'
responses to it, a priority in your decision.
The next 3 years will be crucial in determining
how well we will be prepared for the future
- so don't let this opportunity slip '.

During the month of November, Michael Harrison
Electrical, aka "Moustachio Brothers",

"stache for cash", to help raise
awareness of men's health issues and raise
funds for the fight against men's depression
and prostrate cancer.

DRAFT PLANS FOR APOLLO BAY LIBRARY &
COMMUNITY FACILITY AVAILABLE FOR COMMENT
The Apollo Bay Library and Facility Development
project has progressed to a stage where draft
plans are available for community comment.
The community consultation including the community
survey showed strong support for Otway Health
and Community Services as the preferred site.
Draft plans have been developed for 7 Ramsden
Avenue Apollo Bay for the development of a
potential permanent Library and Community
Facility. The draft plans feature a contemporary
Library that can accommodate 6,000 books.
The facility also has an area designed with
a kid's corner, reading areas and a multifunctional
lounge area. A key theme identified was, to
celebrate the Apollo Bay Music Festival. The
lounge space will also have technology such
as a large screen television, CDs and a DVD
player. The facility has also been designed
so that the lounge area can be accessed outside
library hours for groups such as reading groups,
children's activities and discussion groups.
The Consultant for the project Andrew Crowley
(Capacity Consulting) will be available to
explain the plans and provide a project update
at the Apollo Bay Market from 10.00 am until
1.00pm on Saturday the 22nd November 2008.
The plans will also be available for viewing
and comment at the following locations from
November 17th until the end of the month:

A memorial is being held at the Senior Citizens

format and there will be a candle-lighting ceremony
to commemorate lost loved ones. An afternoon tea
will follow the Memorial. Transport to and from

Re: Coiac Otway Council Elections
Candidates Preference Table - Correction.
G Higgins preference for W Riches should have read
20 and not 2 as shown in the table. My apologies
to Mr
Higgins for this typing error.
The results of the 2004 Elections.
In the 2004 Colac Otway election only 16300 voters
of
the 20,024 voters enrolled cast a vote. The primary
votes cast for each candidate were; Crook (2274),
Hart Stuart (1641), Higgins (1623), Mercer (1565),
Smith C (1445), DiCecco (1433), Riches (1370), Hart
Stephen (1249), Lehmann (1206), Spence (790), Latta
(605), Graham (558), Pitman (335).
In the Otway ward only 74% of the 5828 enrolled
voters cast a vote compared with about 84 % in other
wards. That means that nearly 1500 people in the
Otway ward failed to make their wishes known. Think
of the difference that those votes could have made.
Make sure that you vote this time. The Candidates
Preference Table. The Candidates Preference Table
published in the 6/11/05 edition of the AB News
clearly indicates that
the candidates fall into three groups. A group with
similar preferences consists of G Beale, R Sellens,
C.Smith, G Manning, J Healey W Riches, S Price,
F Buchanan and P Mercer. Eight of these people have
formed an alliance to run for council (See Colac
Herald 7/11/08). The majority of these
candidates reside in Colac and in the north of the
shire.
A second group with similar preferences consists
of Lyn Foster, Stuart Hart, Stephen Hart, Joyce
Biddle, Lyn Russell, Tony Webber, Rod Spence and
Geoff Higgins. These candidates' have slightly different
preferences to each other but have common policies
in regard to, the retention of the Colac library
and the Apollo Bay harbour project. The majority
of these candidates reside in Colac and the south
of the shire.
A third group consists of M Smith, Brian Crook,
Carol Wilmink and Terry Pitman. The first two candidates
have not indicated their preferences and the others
have preferences that differ significantly from
both of the other groups.

that you want elected. Your first choice is the
most important vote but the next six are also very
important, so choose wisely. Make sure that your
preferences run from 1 to 21 before you seal the

Dear Editor,
The Bay's New Rainfall Reporter Thank you to Bob
Davis for contributing the rainfall info to the
News Sheet over many years until last month, although
for 5 months Tim Godfrey had the official rain gauge
from the Bureau of Meteorology, and I started as
official bureau recorder on 8.5.2008, so from now
on I will supply the rainfall details to the News
Sheet. One thing that has happened is the variation
in the two rain gauges, one fixed on a fence, the
official one set in the ground, varies by minus
3% to minus 11% due no doubt to the wind direction.
Also Tim's record for March is not officially listed,
my figures were 88.9mm, driest October 15.8mm 1914,
wettest 241.6, 1949 2008 @ 28.2 is the third driest
on record. Driest year 1967 558.6.
The rainfall records for Apollo Bay started in June
1898, missed 4 months in 1902, and last month of
1901
and the last 6 months of 1910 also March 1903.
I have farm rainfall records from July 1960-1995
and
at Scott Place 16 years.

attended, where were the other 11 ? I wanted to
