In recent years the phone would be redirected

answered by the Colac station.
Recently this system was changed and if
the station if
unattended the phone is redirected and answered

D24 Ballarat.
D24 Ballarat has direct contact with all
on duty
members.
If you visit the station personally and
it is unattended
press the button on the wall near the entrance
and yoi

Landcare Awards is the premier event
recognising environmental achievement
by Australians. There are ten award
categories, each contested by the

COUNCIL SEEKING SUBMISSIONS
RELATING TO AMENDMENT C12 (UPDATED FLOOD MAPPING)
Colac Otway Shire has prepared and exhibited
Amendment C12 to the Colac Otway Planning
Scheme to align planning controls for flood
prone land with updated flood mapping provided
by the Corangamite Catchment Management Authority.
Amendment C12 proposes to revise the mapping
and schedule to the Land Subject to Inundation
Overlay and introduce the Floodway Overlay
and schedule to the Colac Otway Planning Scheme.
The amendment applies to those areas of the
Shire identified as being subject to flooding,
and all areas affected by this amendment are
indicated on the proposed Planning Scheme
maps that form part of this amendment.
The Mayor, Cr Chris Smith, said it was important
that the most up to date information was used
in relation to flood mapping. "These
changes will bring about consistency with
planning and building maps and ensure that
the most accurate known information is being
used for decision making and advice,"
Cr Smith said.
"The amendment is available for inspection
at the moment, to allow an opportunity for
feedback on the mapping from the community
prior to its finalisation."
The public are encouraged to view the proposals
and make a submission. It can be inspected
during office hours, at the Council's service
centres at 2-6 Rae Street in Colac, and 69
Nelson Street in Apollo Bay, or on the web
at www.dpcd.vic.gov.au. The closing date for
submissions is Monday 27 October, 2008. A
submission must be sent to the General Manager,
Sustainable Planning and Development, Colac
Otway Shire Council either by mail at PO Box
283, COLAC VIC 3250 or by email on inq@colacotwav.

MAKE SMART START-UP
DECISIONS BEFORE GOING INTO BUSINESS
Colac Otway Shire is hosting a workshop on
Tuesday
October 28 for people thinking of going into
business.
Council's Business Development Officer, Joel
Kimber,
said smart start-up decisions were imperative
to going
into a successful small business. "The
Going Into Business Workshop will give a
comprehensive overview of all the issues and
requirements involved in starting and buying
a small
business, from marketing and business planning."
Mr
Kimber said. "You will learn to evaluate
your potential and identify
small business options, operational and licensing
considerations, as well as market your business
and
planning for the future." "Upwards
of 40% of all new businesses cease
operation within 12 months, so having sound
planning
and operations in place will help your business
be the
60% who survive into the future."
The Going Into Business workshop will be held
on
Tuesday October 28 from 6pm to 9.30pm at Apollo
Bay Family Farm, Barham River Road, Apollo
Bay.

FREEZA DANCE PARTY ROCKS
COPACC
Over 80 young people danced
the night way at COPACC last
Saturday night at the final
FReeZA event for 2008.
Attendees at the "Just
Dance" dance party enjoyed
over 3 hours of the latest chart
hits by local DJ's "Angry
Panda" and Roland Kettle,
mixing a range of music styles
from hip hop to the Nutbush.
Dancers from Kate's Dance House
(Colac and Camperdown) treated
the crowd to a jaw dropping
hip hop performance before turning
the dance floor into a battle
field where attendees could
battle it out for the best moves
to win prizes from sponsors
Offshore and Subway.
Colac Otway Shire Events Co-ordinator,
Jodie Fincham said, "This
event was extremely popular
with young people despite having
to compete with a lot of other
events on at the weekend."
"The Committee was really
pleased with the response to
the event. We've even had requests
to run the dance party on a
monthly basis," Ms Fincham
said. The fully supervised drug,
alcohol and smoke free night
was incident free and provided
young people from the region
with another form of entertainment
other than the live music shows
traditionally hosted by the
FReeZA Committee.
The FreeZA Committee invites
young people who are interested
in organizing events or being
involved with music to consider
joining the FReeZA Committee.

Nominating
for the Colac Otway Shire Council
elections
Nominations for the Colac Otway
Shire Council elections open
on Thursday, 23 October. The
Victorian Electoral Commission
(VEC) is calling on anyone interested
in representing their local
community on Council to stand
as a candidate.
Anyone who wants to nominate
as a candidate must lodge a
correctly completed nomination
form and a $250 fee with the
Returning Officer by 12.00 noon
on Tuesday, 28 October.
"Prospective candidates
should act quickly to ensure
they don't miss out on lodging
their nomination," said
Electoral Commissioner Steve
Tully.
To help reduce waiting time
while nomination applications
are processed, prospective candidates
are encouraged to first complete
their nomination form online
at www.vec.vic.qov.au before
lodging it with the Returning
Officer.
The VEC will also conduct an
information session for prospective
candidates at 7.00pm on Wednesday
22 October at the COPACC Building,
corner Rae and Gellibrand Streets,
Colac. Nomination forms and
other electoral information
will be available at this session.
The Colac Otway Shire Council
elections will be conducted
entirely by post, and ballot
papers and voting information
will be mailed to all eligible
voters in November.
Colac Otway Shire has undergone
an electoral representation
review since the last council
elections. This has resulted
in an unsubdivided structure.
Elected councillors will represent
their local community on Council
for the next four years.

IME RUNNING OUT FOR LOCAL COMMUNITY
TO APPLY FOR GRANTS
The Federal Government's annual
Volunteer Small
Equipment Grants are closing
Friday 17 October and
the Colac Otway Shire is encouraging
all community
groups to apply.
Council's Business Development
Officer, Joel Kimber,
said, "These grants provide
a fantastic opportunity for
local community groups to obtain
funding for the
purchase of equipment to support
their endeavours."
"Items that can be funded
include lawn mowers,
televisions, fridges, washing
machines and tables and
chairs," Mr Kimber said.
"Groups don't need to provide
any funds towards the
project - the entire cost of
purchasing the equipment
can be funded by the grant,
which is great."
The Forrest Football Netball
Club was a recipient of
funding last year and vice president
Paula Gardiner
said the club has not only benefitted
from the
equipment they purchased with
the grant but have
also saved money in the process.
"We were successful in
receiving a grant for a
portable PA system, television,
camcorder and
uniforms for the netballers,
all of which have been
used by the club." Ms Gardiner
said.
"In the past we have had
to hire the portable PA
system which has cost the club
$100 per hire - we
have used our PA system five
times since we got the
grant, saving $500 so far, which
has been great for
the club."

Forum 203rd Meeting Sunday October
12th, 2008

Harbour Developments: Tracey
Slatter and Mike Barrow were
welcomed to the meeting and
invited to present a progress
report on the revised Harbour
Plan in response to the 'Enquiry
by Design' sessions held at
the end of September. Tony Webber
expressed the view that an option
should be to retain the Harbour
as it is, with maintenance works
as required. Tracey Slatter
explained the background to
the current position and that
the Council's objective was
to explore what the community
wanted and to revise the previous
plan in response to submissions
received on the plan at that
time. Speakers acknowledged
that Council had run a successful
process with the 'Enquiry by
Design' but many still retained
misgivings about the retention
of a 40 room five star hotel.
There were other views that
supported the hotel. There was
a general view however, that
once private development was
introduced it would be rapidly
expanded. This was rejected
by both Tracey and Mike, both
citing protection that would
be given through a Planning
Amendment. Tracey made the point
that in order to get funding
for any improvements (apart
from maintenance) (eg the slipway),
the Government required a Harbour
Master Plan and it is the Government
that is insisting on private
sector investment to support
development. Also Colac Otway
Shire would not be using ratepayers
funds in the Harbour Development.
In the next few weeks Council
will be releasing a summary
of the revised Harbour Plan,
copies of which will be sent
to all residents. The next stage
in the process is to prepare
a detailed proposal for a Planning
Scheme Amendment that will then
go through the process that
we are all now familiar with
(eg. C17, C29andC55).
Indigenous Culture Centre: Tracey
Slatter advised the meeting
that the Government was interested
in establishing an Indigenous
Culture Centre somewhere along
the Great Ocean Road. Planning
for the Harbour includes such
a centre and may be significant
in bringing such a centre to
Apollo Bay.
Council Elections 2008: The
Otway Forum will sponsor a 'meet
the candidates' public meeting
on Saturday November 1st at
2.00pm at the Mechanics Hall,
Apollo Bay.
Barwon Water Update: A note
from Phil Lawson advised the
meeting that the Board would
consider an officers report
requesting that further investigations
be carried out on both the GOG
and Day's site for a water storage,
at the October Meeting. A public
meeting would be held in late
November or early December to
discuss the issue. >>>

Bob wants to say Farewell
and Thank You to Apollo Bay.
In 1950 Bob, a South Australian by birth,
arrived in Apollo Bay to be a technician
at the Cable Station. Since then he has
loved living here, brought up his family
here, and contributed as best he knew how
to the Community through helping to build
Pre-School and Youth Club, establishing
the Historical Society and Art Show, running
a CAE book group and participating in Otway
Forum, Labour Party, measuring rainfall
for the Bureau of Meteorology growing roses,
citrus fruit and pineapples and in general
being the Unsung Hero of 2001.
Now he recognizes it is time for him to
move to Melbourne to live near Janet and
his extensive family.
Since a fall in August, Bob has been recovering
his strength ay the McKellar Centre, North
Geelong, in room 48N. He would welcome a
phone call on 5279 2670 or would welcome
a visit if you are in Geelong before his
departure on about 24 October.
Meanwhile Bob says a sincere and heartfelt
thankyou to the many friends, especially
from Otway Health, and in the past 18 months
Dr. Onari who have faithfully cared for
and supported him at home. He is also very
touched by those who sent cards and greetings
during his recent illness. They have been
deeply appreciated.
So Bob says goodbye with certain sadness
but also gratitude for the past 58 of his
91 years lived in beautiful Apollo Bay,
but with a positive attitude to the future.

for a very pleasant evening on Thursday
last, October 9th.
About 40 to 50 of us from all the Apollo
Bay Churches, came together to share an
evening meal and fellowship. It was great

Keep up the momentum!
Now that you've gotten a taste for active living
with Ride & Stride to Work and School Day, start
planning how it becomes part of every day.
As anyone who's ever tried to quit smoking will
tell you, forming new habits is hard, particularly
when the old ones have been around for a while.
To make positive changes there are a few key steps:
1. Make the choice to change in a positive way,
not a negative. For example, don't choose to exercise
every day 'because I'm lazy', choose to exercise
to 'feel great, and look great'.
2. Think about what's easy about not changing how
you live. Then think about how not changing holds
you back.
3. Think about all the things that will be great
about making changes - write them down and put them
somewhere to motivate you.
4. Plan for the tough days - doing something is
always better than doing nothing at all.
5. Get support - find friends who are also getting
active, join a group, buy a dog!
6. Remember, a slip-up is not a slip off -everyone
falls off their bike many times before they can
ride. Get back on and keep going - the results are
worth it.
7. Make it part of your routine - build a new habit,
don't leave space for the old one to sneak back
in.

trolley in our Emergency Unit are for sale. Functions
include - height control, tilt, back rest manual
control, side rails, waterproof foam mattress, wheels
with four brakes.
Other uses for these trolleys include an ideal work
bench, a day bed, moveable storage shelf / trolley
for shed, trolley for moving heavy objects! The

Gravmavre Horse Stud & Old Lome Rd

Gramayre Friesian Horse (the Stud is located at
the foothills of the Otway Ranges, approximately
20 minutes from Lome. Come and visit the new
foals of this majestic breed, followed by lunch

Breastscreen Mobile
A late cancellation has meant that you're still
in the running for the final seat on the Breastscreen
bus. If it's been two years since your last mammogram
take the opportunity to jump on board. Breast
cancer is still the most common cancer in women,
and it can be detected and treated if caught early.
The bus leaves at 8am, 30th October from Otway

On last Saturday afternoon (11/10) I came across
a very badly injured seal lying n the beach at Marengo
Oust before the red post), very thin, that had obviously
been hit by a boat (given the deep circular cut
under it's stomach and flipper}. A trio of Austrian
tourists had alerted me to the sign & seal.
I immediately rang Wild Life Victoria, who passed
the message to the local carer. Bruce Ride (in his
wife's absence). Along the way I met another tourist,
also staying at the Marengo Caravan Park, as were
the Austrians, and he sais he had rung many people
including the Melbourne Zoo, who had alerted another
Wild Life carer Kerry McMahan. I stayed with the
seal all night to protect it from dogs and birds.
At 9.30 the next morning Kerry arrived and in the
end the police came and euthanized the seal. To
the fishing boat and other boats around the seal
colony please remember you are in the animal environment,
so please take care. To the locals who walk the
beach and track and did absolutely nothing to help
the injured animal, all it would have taken was
one phone call. I had to witness the distress of
human cruelty where we live on this beautiful planet,
with beautiful fresh air, in this beautiful place
called Apollo Bay, and it took a Tourist to try
and save an injured animal. We should all care for
our animals. A big thank you to Bruce for his kindness,
and a big thank you to Kerry for her efficiently
and care in attending to the seal as quickly as
she was able, and to Tristan (tourist) Janet Belfer.

Council unprepared for debt blow out
Council is heading for a debt blow out of $2 million,
or more, by the end of 2009.
The previous Council had to borrow $863,000 to pay
for a shortfall in the defined benefit superannuation
fund following a share market downturn in 2003.
Council had arranged to make an extra repayment,
without penalty, once the proceeds from selling
Council land in Colac were received. The current
Council received the proceeds of $1 million but
the extra repayment was never made. Instead, Council
used some of the proceeds to prop up the budget.
Council is still paying off the superannuation debt
of five years ago.
Had the current Council continued with the arrangement
of the previous Council, borrowings would be down
to $2 million. Instead it was S3 million at 30/6/'08.
Another call to top up the defined benefit superannuation
fund is imminent. It should be noted that only a
small number of employees are members of this "defined
benefit" scheme. Due to recent turmoil in financial
markets the amount of the expense may be higher,
than the amount required in 2003. Council is ignoring
this imminent expense on the basis that the value
of the superannuation fund in 2007 was sufficient
to cover the defined benefits. Haven't they noticed
the down turn in financial markets since 2007? The
exact cost of the superannuation shortfall will
not be calculated until early 2009. Together with
borrowings for the unpopular joint use school library
in Colac, it is apparent that debt will increase
by $2 million or more by the end of 2009. The joint
use school library will also cause a $1.5 million
loss when the money is given to the Education Department.
Council should abandon the unpopular joint use school
library in Colac. This will reduce debt and help
to avoid more excessive rate increases.

Dear Editor
About 100 adults and kids ranging from 2 years to
75 year old participated in the King Marong African
drumming, dance and song workshops over the weekend.
Then around 200 people turned out for the community
performance on Sunday afternoon. Thanks heaps to
the people who helped to put on this great community
weekend together. Jane Gross (applying for a grant),
Clare Smith and the other choir members for the
pub raffles, the bottom pub, Father Gerry and all
the helpers over the weekend. A special thanks to
all the people who supported the weekend by participating
or just watching. It was great fun. Thanks Michelle

There is plenty of argument about the pros and cons
of Government responses to the Climate Change. Whatever
the politicians come out with, will make little
difference if it is not based on local action. Our
future prosperity is closely linked to our capacity
to move away from a fossil fuel economy and develop
clean, renewable forms of energy. There is abundant
wind, wave, tide and geothermal energy in the Otways
and this presents us with some wonderful opportunities.
In the midst of all the bad news around at the moment,
the good news is that we can all make the difference
because local action has a global impact. Local
action starts at your fingertips and can be as simple
as turning off your electrical appliances at the
power point. Try it, you'll save yourself $2.00
a day and reduce your carbon footprint. Otway Ranges
Climate Action (ORCA) has organised a public forum
for this Friday 17th October at 6.45 pm (Senior
Citizens Centre, Whelan St.) where you can not only
listen to experts talk about the impact of Climate
Change on the Otways, but also find out more about
how your actions can contribute to the prosperity

Dear Editor,
Who are the winners and losers in the grand scheme
of moving and placing our Colac Public Library smack
dab in the middle of two schools?
Certainly not the Colac Otway ratepayers. Whether
you use the library or not: If you use and like
our public centrally located library you would not
want our rates to rise further to pay for a move
you do not want and if you do not use it and do
not care, why would you want our rates to rise to
pay for something you do not care about? Therefore
we, the ratepayers, are the losers.
The only winners are the education department on
all levels. And I do not mean the teachers, parents
or students, I mean the education bureaucrats, and
of coarse the shire who eligibly want the building.
But wait - it gets worse. The legally binding agreement
on the agenda at the next October Council Meeting
will have our elected councillors voting on our
behalf to pass the motions that will more than probably
increase our rates even further in the coming years
Lawn Til Dusk
Featuring music from the upcoming 2009 festival
which will include Dirt River Radio, Tony Johannsen
and The Land of Plenty, Spyndrift and more. Lawn
til Dusk will be a fundraiser to purchase backline
for use by the festival and Apollo Bay P-12 College.
'Lawn til Dusk' will be held at The Apollo Bay Lawn
Bowls Club on Sunday 2 November, 12 noon - 8 pm,
the bar will be open. Members $10 Non Members $15.
The day will feature musical highlights from the
forthcoming festival, an auction, barefoot and celebrity
bowls, sausage sizzle and more fun and old school
fundraising activities than you can poke a stick
