APOLLO BAY MUSIC FESTIVAL
The Apollo Bay Music Festival, in association with
PR Students from the Gordon Institute of Tafe, would
like ¦ to welcome you all to...........
Lawn Til Dusk
Featuring music from the upcoming 2009 festival
which will include Dirt River Radio, Tony Johannsen
and The Land of Plenty, Spyndrift and more. Lawn
til Dusk will be a fundraiser to purchase backline
for use by the festival and Apollo Bay P-12 College.
'Lawn til Dusk' will be held at The Apollo Bay Lawn
Bowls Club on Sunday 2 November, 12 noon - 8 pm,
the bar will be open.
The day will feature musical highlights from the
forthcoming festival, an auction, barefoot and celebrity
bowls, sausage sizzle and more fun and old school
fundraising activities than you can poke a stick

Business Breakfast
The Board of the Apollo Bay and District
Community Bank hosted a well attended Business
Breakfast at Captains at the Bay on Wednesday
morning.
While enjoying a healthy breakfast, sixty
representatives from most of the town's
Not For Profit clubs and organizations heard
a presentation by Board Chairman Allen Hokin,
and Branch Manager, Philip Davey on the
progress of the Branch since its opening
and the proposed Sponsorship Program once
the Branch is in profit, a target expected
to be reached within two to three years.
Allen indicated this could be achieved earlier
were the Branch able to move into profitability
before that projected date. It is all dependent
on the support forthcoming from the town
and the volume of new business written by
the Bank. No two Community Banks have the
same dynamic, a couple of spectacular examples
having become profitable within twelve months
of opening.
He stressed to the gathering the significant
point of difference between the community
bank model and the major banks where the
unique community bank philosophy is exclusively
directed to retaining capital in the town
that would otherwise be lost.
He cited examples of communities such as
Minyip/Rupanyup, much smaller than the Bay,
which after ten years are distributing $100
000 each year back into local projects In
the interim, our Branch receives from Bendigo
Bank, as distinct from any profits we generate,
a Community Development Grant of $10 000
per annum for each $10 million of business
on the books, something unique to Bendigo
Bank's focus on communities. These funds
are now being distributed within the town.

Attention
WildDog Fisherman
The Wild Dog Beach and Estuary is
a popular spot for recreational fisherman
hoping to bag some Salmon. Unfortunately
some fisherman have been using the
banks and island of the Wild Dog Creek
North of the Great Ocean Rd to source
worms for live bait and this is having
a detrimental impact on our revegetation
works along the Wild Dog Creek. The
Apollo Bay Landcare Group has put
in many volunteer hours and thousands
of site specific plants to restore
this important waterway. While one
person digging for worms may feel
they are not having a large impact
the damage done in the last school
holidays alone is very disappointing
for those trying to improve water
quality and habitat along the Wild
Dog. Bait is available from Apollo
Bay Sports Store, Surf N Fish and
the Mobile Service Station. Live bait
can be sourced from private property
with permission but digging at the
Wild Dog is an offence under the Lands
Act 1958 and may incur a fine. We
will be installing signage on the
Wild Dog to interpret our revegetation
works and encourage fisherman to source
live bait from private land.

POLICY/GUIDELINES AND SERVICE CHARTER
At the Council Meeting held on 23 September
2008
Council endorsed seeking public comment
for the
Draft Customer Services Policy/Guidelines
and
Service Charter.
The purpose of the documents is to outline
Council's
approach to Customer Service.
Copies of the documents are available for
inspection
at the Shire's Customer Service Centres
in Rae Street

the

Tracey Slatter, Chief Executive Officer
Shire's new Chief Engineer is big
on calibre and experience
Colac Otway Shire has appointed Mr Neil
Allen as their new General Manager Infrastructure
and Services.
Ms Tracey Slatter, Chief Executive Officer,
Colac Otway Shire said "she was pleased
to have attracted a strong field of candidates,
and Mr Allen shone through as the person
with best combination of leadership skills
and engineering experience." Mr Allen
has over twenty years experience as an engineer
in local government in both metropolitan
and regional areas, most recently as Director
City Infrastructure at Warnambool City Council.
"Mr Allen is very well qualified for
the position with his significant experience
and qualifications including an MBA and
several specialist qualifications in civil,
wate and local government engineering"
Ms Slatter said. "The General Manager
Infrastructure and Services is a critical
role within Council and while we have delivered
strong improvements such as better road
maintenance and upgrade, there is much more
to be done particularly with drainage, street
improvements in Colac and Apollo Bay, and
the development of a ten year capital works
program." Ms Slatter said. "Infrastructure
is the lifeblood of business and community
activity - whether it be the quality of
a loca community hall, the roads we drive
on, or the way our streetscapes present
a positive image of our retail precincts
- and these are areas we want to continue
to improve" Ms Slatter said. "I
am confident that Mr Allen will provide
strong leadership, be a good listener to
staff and the community and implement infrastructure
improvements with sound engineering skill"

OTWAY RANGES CLIMATE
ACTION (ORCA)
Ride and Stride to Work and School
Day
ORCA is a proud supporter of the "Ride
and Stride to Work and School Day" on
the foreshore market area (or Surf Club) from
7AM until 9AM next Tuesday the 14th of October.
See add elsewhere in this paper. About half
of the greenhouse gas emissions produced by
an average Australian household each year
are from transport. Replacing some car trips
with a bike is one way a household can significantly
reduce its contribution to the pollution that
causes climate change.
Cars produce an average of 0.3 kg of CO2 per
km travelled. A cyclist emits negligible greenhouse
or other pollution. So for each kilometre
you ride your bike instead of driving, you
are saving approximately 0.3 kg of CO2. This
is equivalent to the energy from running a
60 watt incandescent light globe for close
to 5 hours.
'Embodied energy' is all the energy that goes
into the manufacture and delivery of a product.
This includes energy for mining, refining
and transport of materials and manufacture
of the goods. At each stage the energy used
produces greenhouse and other pollution. A
typical $30,000 car embodies 475 gigajoules
of energy, or 41 tonnes of CO2 equivalents
and over one million litres of water. In contrast,
a typical $500 bike would embody just 8.8
gigajoules of energy, 0.75 tonnes of CO2 equivalents
and 19,000 litres of water.
The 'chain of impact' includes the energy
required for the infrastructure and services
associated with car and bicycle use such as
the energy used to build roads, paths, car
parks etc. German research shows that each
car produces 26.5 tonnes of rubbish. The bicycle
is much smaller, has slower speeds and lower
maintenance and infrastructure needs than
the car. Car-free city centres, or a shift
to more bicycle-centric urban design can make
great savings in our transport systems' chain
of impact. For example, up to 10 bikes can
fit into one car parking space.

finding community supported action to combat

FORUM TO DISCUSS REGIONAL TRAILS MASTER PLAN
Colac Otway Shire is hosting a community
forum on Tuesday October 21 to discuss the
Barwon South Regional Trails Master Plan.
Council's Arts, Recreation and Culture Manager,
Marg Scanlon, said the Barwon South West Regional
Trails
Master Plan project will result in framework
to establish a network of regional trails
throughout the region. "Regional trails
are walking, cycling, equestrian and waterway
trail options, of which there are many in
our Shire," Ms Scanlon said.
"Colac Otway Shire is home to picturesque
natural settings, and the regional trails
project will give locals
and visitors the best opportunity to enjoy
these recreationally." "The community
forum will give everyone an opportunity to
hear about the project and provide input about
how the trails network across the region should
take shape." The forum will be held at
the Colac Lake Bowls Club, corner of Moore
and Armstrong Street, in Colac on Tuesday
October 21 from 7.00pm to 9.00pm. Those interested

A TIMELY REMINDER RE
SNAKEBITE,
DOGS & VITAMIN C
Summer is coming, and already at least one
snake has been seen in a backyard garden here
in Apollo Bay.I have read many endorsements
of the injecting of Vitamin C into dogs and
other animals. It is particularly vital when
there is no snake about to tell which anti-venine
should be used.
Basic requirements are vials of ascorbic acid
(Vit C) A hypodermic with an 18mg needle.
A top up of 500gms Vit C tablets. The vials
must be kept in the fridge, and a frozen food
pack to carry them on outings is a good idea.
Depending on the time lapse from bite to injection
and the size of the dog, the quantity varies.
For small dogs 5 mis each jab is enough and
a careful watch must be kept on the dog to
see how symptoms change. Injections should
be given in the scruff of the neck for safety.
If a follow up is required then no more than
5 mis again and only after 2 hours. Bigger
dogs need a bigger dose but usually no more
than 15 mis. If tablets are required they
can be used either crushed into food or simply
fed to the dog.
Over time we have heard from some Vets that
the use of Vitamin C can inhibit other treatments,
but we also hear that some vets are using
it themselves as a prevention of anaphylaxis,
which is often the most harmful effect of
a bite, as the venom acts to paralyse the
animal.
PLEASE REMEMBER THAT ASCORBIC ACID DOES NOT
LAST FOREVER, AND SUPPLIES SHOULD BE RENEWED
EACH SPRING

Friends Group
Our school continues to be a busy place and
the parents group is no exception! Bimbi Park
weekend is the first weekend of November and
over 15 families have booked, with more expected.
This will be a great weekend for kids and
parents alike to spend time together having
fun and getting to know each other. There
will be bushwalks, beach games and horseriding
as well as a camp fire and talent quest on
Saturday night. You can partake in as much
or as little as you like. To book simply phone
Frank and Katrina at Bimbi on 52379246. The
Rebound Wall is growing but still needs sponsorship.
This is a fantastic way to help the kids gain
much needed equipment that the school can't
otherwise afford. Bricks can be bought through
the school office.
Finally for this month, our AGM is on at the
bottom pub on Mon 10/11/08 at 7pm. We encourage
all parents to attend, it's a great way to
support our school and have fun while you're
doing it! If you are interested in an executive

Board Member
You may remember a few issues ago we started to
run biographies of our board members, this week
it's the turn of Denise Hooke.
Denise is married with two children and has lived
most of her life in Apollo Bay, having trained as
a secondary teacher and taught at both Apollo Bay
P-12 College and the Lavers Hill P-12 College.
Denise is involved with a variety of organizations
in the community, including Otway Barham Catchment
Landcare Group, Southern Otway Landcare Network,
Otway Barham Landholders, Committee of Management
Member of Otway Community College in Colac, Lavers
Hill P-12 College Council as well offering her services
as a board member at Otway Health since 1994.
Denise says "My interest in becoming a Board
Member stems from a strong sense of community and
my desire to help make a difference and contribute
to the well-being of Apollo Bay and the Otways by
working with a dynamic, and very experienced, team
of people with the same interest."
"I would like to bring my knowledge and understanding
of the needs of the Otway Community when bringing
my views as a community representative to the Board
table. Teaching in Lavers Hill for the past 20 years
has allowed me to better understand the needs of
others outside of Apollo Bay. Having been a Board
Member previously I can bring an historical perspective
when required and am working towards the development
of the Otway Health Board Alumni. In furthering
my studies in Governance I have developed a broader
understanding and am working on completing the documentation
of the Policy Governance Model for Otway Health.

Dear Editor,
What a great thing to publish the Marrar Woorn programme
in the Newssheet. This is so accessible to anyone
who wishes to read it, and will also pique the interest
of those who previously have been unaware of its
existence. Keep up the good work everybody. Judy

Dear Editor,
A couple of weeks ago the family car broke down
in the hills above Skenes Creek. My partner was
with the car by herself and needed to walk a few
kilometres to get some mobile reception and once
we got the phone calls going Craig, the local mechanic,
came to our rescue. He offered us wonderful service
in collecting my partner, giving us honest advice
and peace of mind. He fitted the car into his busy
schedule and we were going a few days later. Craig,
and his partner Jo, really gave us great service
and my family wishes to thank Craig and Jo for this.

Weekend Workshops with King Marong an
outstanding African drummer and percussionist, a
master of dynamic rhythms ,a melodic singer and
African dancer.
Saturday 11th Catholic Church Hall
2x2 hour adult drumming and percussion workshops.
11am-1pm, 2-4pm. $10
1x1 hour African dance workshop. 4.30-5.30pm. $5
Sunday 12th Catholic Church Hall
1x45minute drumming and percussion workshop for
children under 5 years old. 10-11am. $3
2x45 minutes drumming and percussion workshops for
kids 5-14years old. 11am -1pm $5
1x1 hour rehearsal of all Sat and Sun participants,
1.30-2.30pm.
1x1 hour community performance by all workshop
participants at the Kambrook room, Apollo Bay Hotel
at 3pm.
