Australia Day Award Winners
Australia Day 2008 was a memorable occasion for the winners of Colac Otway Shire's Australia Day Awards which were announced at celebrations in Colac and Apollo Bay on Friday & Saturday, January 25 & 26. The Shire's Citizen of the Year for 2008 is Les Noseda of Apollo Bay. Les' contribution to Apollo Bay and the Shire through organisations and community service is enormous. All of which is done with great energy and enthusiasm. Les has recently been awarded for his 25 years of service to Otway Health and Community Services; he has also given 30 years service to the Apollo Bay Lions Club, 25 years service to the Apollo Bay Lions Village, seven years of service to the Apollo Bay Health Foundation as well as service to the Apollo Bay Chamber of Commerce and Tourism, Otway Walking Tracks Association and Otways Tourism. Les is very much committed to his community and is a mark of what is great about the people in our Shire. He is a very worthy winner of the Shire's Citizen of the Year.

Kahlinda Mahoney is the Shire's Young Citizen of the Year for 2008. She has a strong involvement in her school and the wider community. Recently completing Year 12 at Colac High School, Kahlinda believes in giving back to the community through volunteering.
The Shire's Community Service Award for 2008 is Margaret McDonald, who has been an active volunteer in the Birregurra District for nearly forty years when she first started on the committee of the Birregurra Pre-School.
Margaret's nominator summed it up well "her caring and unselfish nature and passion for the betterment of our area ... make it a better place to live.
There are two winners of the Shire's Sporting
Service Award this year.
Colac's Paul Brady, has played a significant role in
the evolution of what is today the Colac
Football/Netball Club.
Norma Copeland, has been involved in the Colac
Badminton Association for over 20 years.

The seed collection workshop held at the Hordenvale Hall was I great success and a perfect combination of theory and practical exercises. Thankyou to all who attended we hope you will find something on the SOLN seed requirements list that you are interested in collecting. We are currently updating our cleaning and extraction equipment and hope to set up a community seed cleaning area at the SOLN support centre in the near future.

Our collectors will only use recognised methods that maintain the genetic integrity of your site and you may find out a lot about your local bush as well. We are also particularly keen to hear from anyone that may need to remove Eucalypts.

Who wants Poisons in their drinking water?
Recent spraying of plantations with deadly chemicals in Gellibrand River Special Water Supply Catchment has outraged residents. On 14/1/08, plantation sites in the Otways were sprayed with deadly chemicals to control weeds in plantations - Loves Creek and Charley's Creek were both aerially sprayed with deadly poisons such as Simazine which has been banned in overseas countries. Ground spraying of the poisons also occurred in another plantation close to Gellibrand River. We are very concerned that these poisons are being sprayed in residential areas in Gellibrand River Catchment. Not only is the aquatic health of the Gellibrand River catchment being compromised but also the health of residents who live in the area, breathe the air and drink the water. 'Chemicals used have been linked to birth defects, cancers and auto-immune diseases such as Parkinsons disease,' said Otway Conservation Council spokesperson Fiona Nelson. Also, the deadly insecticide Alpha-cypermethrin is being used to kill off the Chryso-malid bug which attacks and destroys blue gums. 'This poison is toxic to aquatic invertebrates at concentrations of 4 nano-grams/ litre, and may be an endocrine disrupter. It only takes a very tiny amount of this chemical to harm our river's life' she said Alpha- cypermethrin caused thousands of oyster deaths in St.Helens, Tasmania after a helicopter carrying this and other poisons, crashed, and the toxic chemicals were washed downstream. Innumerable health effects since the incident have been recorded by local GP Dr Alison Bleaney. The Gellibrand River Special Water Supply catchment supplies water to over 50,000 people from Gellibrand River to Warmambool and the Gellibrand River is noted by recreational anglers, for its blackfish, 'It's time we had some comprehensive independent testing for the dangerous chemicals being used by Midway on their plantations in the Otways to see just what is going into the Gellibrand River and what effect it's having on life in the rive and on the health of the local residents. All results need to b made public, concluded Ms Nelson. Barwon Water do not test for all the chemicals used by plantation companies, and don't make the results public. Friends of the Earth Melbourne only found through a FOI the 2,4-D has been detected over the last year in the Gellibrand water supply, and twice it was double the amount set by Australian Drinking Water Standards. Hexazinone, a herbicide used by Hancock's on their pine plantations in Korweinguboora reservoir, had been detected consistently for 31 months in Geelong's water supply since 2004, twice being above the Australian drinking water standards; yet the Geelong community was not told. Gellibrand residents have been asking for many years to have their water catchment protected from plantation spraying due to numerous adverse health effects each time after a spray event.
"Even though Midway profess to be professionally trained in the application of these chemicals, it is the chemicals themselves which are the problem to our environment and t ourselves,' said local resident Val Warner. Otway Conservation Council Inc., PO Box 192, Apollo Bay

Award winners abound for the 2008 Apollo Bay Music Festival
The Apollo Bay Music Festival is absolutely delighted that the 2008 line-up will feature so many artists who are leaders in their fields.
Most recently the Founding Music Director Jonathon Welch, of the Aria Award Winning Choir of Hard Knocks, a celebrated singer, conductor and teacher in his own right, with a career spanning 30 years, was awarded Australian of the Year - Local Hero in 2007 for his commitment and contribution to the community through music. We are also anticipating that Jonathon will spend some time with our own community choir in the lead up to their concert at the festival. This weekend saw another festival artist, Sara Storer, receive the Golden Guitar award in the Song of the Year and Heritage category at the Tamworth Country Music Festival for her hit Land Cries Out. Sara will perform 2 intimate shows at the festival as well as a stunning collaboration with the legendary Neil Murray, founding member of the Warumpi Band, and much acclaimed Australian singer songwriter. We also have award winners in the blues, with Matt Dwyer winner of the 2007 Vic Tas Blues male artist of the year and Kate Meehan winner of the 2007 Vic Tas Female artist of the year.
The 2008 Festival is a celebration of what is great about Australian music presenting a stellar line up of known and emerging artists. In keeping with the great tradition of festivals you may well see the next big thing as well as being treated to some of the most honoured musicians in our country. As well as have the opportunity to participate in workshops with some of the most talented people in their fields. 2008 is celebrating and promoting community involvement in music and the arts!
Festival organizers are also delighted to announce some terrific partnerships with Tourism Victoria, Jindalee Estate and V Line.

Call for a Ministerial Inquiry into
Colac Otway Shire's handling of
C29 and C55 Planning Amendments
Apollo Bay resident, John Spencer, says he has clear evidence that Coiac Otway Shire Council is misleading anyone making a submission to the C55 Planning Amendment that introduces a new Municipal Strategic Statement (MSS). "It hinges entirely on Council's insistence that C29 be processed before C55 is dealt with", said Mr Spencer. "The C29 documentation itself amends the MSS with a Clause 21 that fully implements all the aspects of the Great Ocean Green Project. It includes an Apollo Bay 'Framework' Plan not consistent with the Apollo Bay Structure Plan of the C55 documentation. Council Officers have publicly stated that C55 does not include C29, yet if C29 were passed before C55 then the plan in the C55 document would be incorrect. Requests to put C29 after C55 have repeatedly been rebuffed."
Mr Spencer went on to say: "Anyone examining the C55 documentation would be entitled to believe what the Apollo Bay Structure Plan (ABSP) there says is correct. They can hardly be expected to go searching through the C29 documentation to find the conflict. The ABSP in C55 has a green crossed hatched area with the legend that reads 'Re-vegetate the Barham River Valley enhance the ecological values of the flood plain and estuary and improve public access.'
To be accurate the legend should say: 'Develop the Barham River Flats with the Great Ocean Green Project in accordance with the Great Ocean Green Comprehensive Development Plan.'
This is because that is exactly what Clause 21 in the MSS of the C29 documentation says.
It becomes even clearer when the MSS of C55 is examined closely. There is a new clause 21 entirely different to the one in the C29 documentation and intended to replace it.
I doubt that many Councillors have even read the Great Ocean Green Comprehensive Development Plan.
This anomaly has been difficult to uncover since both the C29 and the C55 documents are a pile of papers about 1.5 cms thick!"
Mr Spencer states that he has other evidence to put to a properly constituted enquiry.
He said: "I have been in contact with the Minister for Planning, Justin Madden and with Mr Kim McGough, General Manager, Department of Planning and Community Development, South West and Grampians Region. It has been necessary to make this public since the closing date for submissions to the C55 Amendment in January 31, which is this Thursday." (Ed's note: TODAY!)

Reply to Open Letter to A.B. Music Festival Committee Everything has been nice and quiet about the current Music Festival Committee and the past Committee. So be it. Let them work it out together. Everyone who lives, works, or owns a business, has been flat chat since November. They are concentrating on serving the tourist now, then working towards Saturday February 9th (the Ocean Sports Festival) with the Forrest Odyessy Bike Ride in between. Then some goose comes out of the woodwork and puts the spark to the fire again.
So Andy - everyone you know is sick of this mad fighting, that's fair enough. But it's everyone you don't know that is sick of. . . Sincerely, Mark T. Gaylard
To the Editor, Apollo Bay News As a part-time resident of Apollo Bay for the past twenty years, I was shocked to read Andy Richardson's open letter to the Apollo Bay Music Festival Committee, informing it of his and his band's decision to boycott the 2008 Music Festival (Apollo Bay News, 24/1/08).
I have attended almost every festival since the first one was held, and at each one Andy's performances were always one of the highlights for me. It is unthinkable to hold the festival without Andy's participation. I particularly regard Andy's performances at the harbour every year in all kinds of weather; sun, rain or howling wind, as the very heartbeat of the festival, and never fail to be deeply moved by this event. I don't know the full facts behind the current dispute, and I do hope that the matter can be resolved as soon as possible. If the problem is not overcome, "Howlin Wind" and his band won't be the only ones boycotting the festival - I for one will join them, and so no doubt will many others. It would be shameful if legal squabbles were to spoil the wonderful ambience of our festival. Eva Phillips

the current music festival committee.
We reiterate the following points:

=> The present committee is not, and has never been, a
party to any legal actions against the previous
committee. => The issue is between certain members of the
association and previous committee members. => The present committee has no control over any legal
proceedings and has several times asked that both
parties settle as soon as is practicable. As a new volunteer committee, it is essential that we focus all our endeavors on providing an enjoyable and profitable festival for 2008, not refuting false and negative comments. We ask the Apollo Bay community to join with us in promoting a festival that will showcase the exceptional beauty and hospitality that Apollo Bay has to offer.

Vandalism on the Great Ocean Road

Prior to Christmas a 30 metre section both sides of the Great Ocean Road 200 metres West of Jancil Court was cut down, the cuttings and debris just left at the edge of the roadside. Apart from this being illegal without permits from the relevant authorities, it created a very real fire and traffic hazard. Vic Roads Contractors were called in to clean up this mess, and the cost of this was shared by all of us who pay tax. This was an act committed by person or persons of either extreme ignorance or selfish motives.
