CFA attended 1300 house fires last year and there were over 3200 across the whole of Victoria, with 19 fatalities. Most fatal fires occur in the home, but the real tragedy is that many of these'could have been avoided. A moment's distraction in the kitchen or a
faulty electrical appliance could have disastrous consequences, causing major structural damage or
exposing family members to harm.
Fortunately there are a few simple things you can do

Interruptions to TV service
Wye River and Kennett River

There will be occasional interruptions to the TV Service to Wye River and Kennet River during the day between Tuesday September 30 and Friday October 3, 2008.

USE DISABLED PARKING PERMITS IN APPROPRIATE MANNER

Colac Otway Shire is encouraging residents to use
disabled parking permits appropriately.
Local Laws Co-ordinator, Graeme Murphy, said in
recent months, Council Local Laws officers have
identified a number of cases where disabled parking
permits are being used in an inappropriate manner.
"Council officers have detected people using permits
that they are not entitled to use, that are expired and
that have been illegally altered to try to look like a
current permit," Mr Murphy said.
"The misuse of Disabled Parking Permits impacts
heavily on the availability of disabled parking bays for
those people who really need them," Mr Murphy said.
"Council officers will continue their efforts to ensure
the Disabled Parking Scheme is complied with and
legitimate users are not disadvantaged or
compromised by the actions of those who choose to
abuse the system."
"Anyone using a disabled parking permit
inappropriately is running the risk of receiving an
Infringement Notice and or cancellation of their
permit."
All expired permits should be returned, to ensure that
only valid permits are in circulation. Under provisions
of the Victorian Disabled Persons' Parking Scheme a
permit becomes automatically cancelled after the
expiry date and may be cancelled at any time for wilful
misuse or breach of the conditions of use.

Southern Otway Landcare Network 'Landtalk'
The Townies for Landcare is a volunteer community group who meet weekly at SOLN's Landcare Project Support Centre, Montrose Ave, to undertake environmental conservation activities and increase the awareness of Landcare aims and ideals in the town environment. Regular Townies activities include local community or school plantings, collection and storage of indigenous seed varieties, propagation of rare and vulnerable indigenous plant species, management of environmental weeds, revegetation of degraded landscapes on public and private land, design and construction of indigenous community gardens, and maintenance of the Landcare nursery. All locals and visitors to the area are welcome to join in on Townies activities each Wednesday. Next Wednesday 1st October, lpm to 4pm, the Townies will carry out weed management and revegetation works at the Barham Estuary, near the Great Ocean Rd bridge. Feel free to come along and contribute to our beautiful local environment.
The VFF Farm Tree and Landcare Association are offering governance training for Landcare members. The sessions are designed for new, experienced and potential Landcare office bearers. Topics to covered in discussion and training on the day will include:
• Basic Governance Issues
• How to identify strengths and weaknesses of volunteer groups
• How to attract and retain members
• Committee succession issues
The next governance training will held in Ararat.

NEW BROCHURE DETAILING TRANSPORT OPTIONS IN COLAC OTWAY SHIRE TO HELP BRING COMMUNITIES TOGETHER
A new brochure will be distributed to community groups across Colac Otway Shire to help residents understand the transport options available in the region.
The brochure, an initiative of the Colac Otway Shire Transport Connections Project, Bringing CommunitiesTogether, outlines contact numbers for public transport and medical and mobility assistance information and is currently available from Council offices in Rae Street and Murray Street, Colac. The Mayor, Cr Chris Smith, said the brochure would be a helpful guide for residents looking for alternative modes of transport.
"The Transport Connections project is about reviewing our transport options, so helping everyone understand what is currently available is the starting point," Cr Smith said.
Bringing Communities Together is a joint project of the Colac Otway and Surf Coast Shires. In January 2008, Trina Ebeling (Colac Otway) and Jenny Lewis (Surf Coast) commenced as the Transport Connections Project Co-ordinators.
"Bringing Communities Together is funded through the State Government's Transport Connections program as a cross-government initiative to help communities work together to improve local transport through trial transport connections," Cr Smith said. Colac Otway's Transport Connections Project Coordinator, Trina Ebeling, said, "We are meeting with community groups to identify transport needs and develop innovative and sustainable transport trials." "If a trial service attracts sufficient patronage it can become a regular fixture in Victoria's public transport service," Ms Ebeling said.
A Service Proposal to the Department of Transport can be initiated by any community members if supported with evidence.

OTWAY RANGES CUMATE ACTION (ORCA)
Grid-connected solar systems
Grid-connected solar systems turn your house into a mini-power station by feeding power back into the electricity grid. With such a system, you can either reduce your power bills or do away with them altogether. Grid connected systems don't require much maintenance because they don't have batteries like stand alone systems. They use the existing electricity grid like a battery.
Entry-level 1 KW systems are eligible for the Federal Government's $8,000.00 rebate and normally cost around $13 - $14,000.00 installed (conditions apply). That means you will be about $5 - $6,000.00 out of pocket. These systems are simple to install and consist of an array of 6 -10 solar panels (usually on a clear north facing roof) and an inverter, a box that turns DC solar power into AC power. In Victoria, you are credited 60c per KW hour for the power you generate but don't use (a net feed-in tariff). In the ACT you are credited 60c for every KW hour you generate regardless of how much you use (a gross feed-in tariff). A 1 KW system should be able to generate about 6 KW hours of electricity per day in summer - even in the

 

Otways. However, you can't expect this much in winter. When you have a grid-connected system you become very aware of your power usage and tend to reduce consumption.

Have a look at your power bill. It will show your average use per day. Our household was able to reduce its average power use from about 20 KW hours per day to 6 KW hours. We did this by fitting compact fluorescent light bulbs and turning off all our appliances (except the fridge) at the power points - especially the video recorder, TV and computers.

POLICE REPORT
Police are currently investigating a report of crimina damage to a vehicle parked in the car park behind the bakery. The incident took place on Tuesday 16th September between the hours of 6.00 am and 4.00 pm. Damage to this vehicle is approx $2,000.00. An empty tin of Maxi-Strip paint stripper has been located in a nearby bin, which is believed to have been used in this incident. Police are seeking any information or if any residences have had a tin of this paint stripper stolen from their sheds or garages in recent times. [Brief history of spinning 3] In 1733, John Kay of Lancashire, England invented the flying shuttle, an improvement to looms that enabled weavers to weave faster. The increased speed of weaving created a new problem because it now took three spinners to keep up with one weaver.
This problem was resolved in 1764, when James Hargreaves invented a new machine that was capable of spinning eight threads of cotton yarn, instead of the spinning wheel's one. The new machine was called the "spinning jenny".

All this time the processes of spinning and weaving -were still being carried out at home as a cottage industry. This was possible because both the flying shuttle and the spinning jenny were small enough to be used in the cottage.
In 1753 John Kay's home was attacked by textile workers who were angry that his inventions might take work away from them. He fled England for France where he died in poverty.
Kay's invention paved the way for mechanical power looms; however, the technology would have to wait another thirty years before a power loom was invented by Edmund Cartwright in 1787.
This is the last "potted Industrial Revolution" story - there is a lot more to tell about spinning.

FReeZA is holding an underage dance party, 'Just
Dance' at COPACC on Saturday October 11 from 6.30
to 10.00pm.
FReeZA co-ordinator, Jodie Fincham, said the event
was being held in response to feedback from young
people in Colac Otway Shire.
"We conducted some surveys at the 2007 Battle of the
Bands, and the feedback was that young people in the
region wanted more from FReeZA than just live music
- so this year's final event will be a professionally run disco," Ms Fincham said.
The disco will kick off at 6.30pm with a local DJ , who will be playing Top 40 chart hits until 8.00pm. "At 8.00pm performers from Kate's Dance House will put on a hip hop demonstration, and then the spotlight will be turned on the kids for a dance-off competition.""There'll be prizes for the best dancers, so we want everyone to bring their best moves!" From 8.30 to 10.00pm local DJ Roland Kettle will be presenting requests and playing techno, hip hop and a variety of other music styles." 'Just Dance' is a fully supervised, drug, alcohol and smoke free event. The event is funded by FReeZA program, which is a Victorian Government initative. "FReeZA is proud to run fully supervised, safe events
- it's not a late night party, just a fun night for kids to come and enjoy themselves with their mates," Ms Fincham said.

PANEL GIVES STRONG ENDORSEMENT TO COUNCIL FOR AMENDMENT C55
Colac Otway Shire has released an independent Panel report, which strongly supports Planning Scheme Amendment C55.
The amendment proposes significant changes to the Colac Otway Planning Scheme, implementing the Apollo Bay Structure Plan, Colac Structure Plan, Great Ocean Road Region Landscape Assessment Study, Rural Land Strategy and the 3 year Planning Scheme Review which recommended that Council pursue a more streamlined and effective planning policy framework.
The Mayor, Cr Chris Smith, said the Panel met to hear submissions from the community over two weeks in June of this year and has made recommendations to Council about how it should respond to these submissions.
"The Panel has given broad support for the majority of the proposed changes, congratulating Council for bringing together a range of diverse issues into a streamlined and updated MSS and statutory framework," Cr Smith said. "This is a major achievement for Council and is a strong endorsement of the significant strategic planning program undertaken by Council over recent years."
"The report recommends that much of the Amendment be adopted, suggesting some minor changes and identifying areas where further work should occur in the future as a response to submissions received. This generally supports submissions made by the community through the process, with the Panel recommending an immediate follow-up amendment which implements some changes for specific sites that did not fall within the scope of Amendment C55." Significantly, the Panel has supported the general principles of the Apollo Bay Structure Plan, including mandatory height controls for commercial and residential precincts, and minimum lot sizes for residential development in the outer parts of the town. The Mayor, Cr Chris Smith, said "these findings are a significant step forward in implementing the recommendations of the Neighbourhood Character Study prepared for Council in 2003". The Panel also supported the key elements of the Colac Structure Plan, including back zoning land from Industrial 1 Zone to Farming Zone at both the eastern and western entrances to Colac, rezoning of new industrial land east of Forest Street and recognition of the defacto rural residential area to the south-east and south-west of Colac.
"The Panel strongly supported the proposed policy arising from the Rural Land Strategy, acknowledging the thorough nature of the work undertaken". The Panel report is publicly available and all submitters to the Panel will be provided a copy. >>>

"The next step is for Council to consider the Panel's findings and to decide whether to adopt the amendment with or without changes," Cr Smith said. "This process has been very productive, resulting in improvements to the amendment proposal and responding to community concerns."

gives local photographers a chance to showcase their
talents, and give their community group a financial
boost, with a $2,500 prize up for grabs statewide.
The Mayor, Cr Chris Smith, said the awards were a
great opportunity to showcase our community to the
rest of the world.
"I'd like to see every community group in town get
'snapping' and show Australia all the great work they
do and the variety of people that make up our
community," Cr Smith said.
Photographs will be stored and displayed on the Ou
Community Photo Bank website and made available
for others to use.
"Local community groups can download photos from
the online Photo Bank to use in their brochures,
reports or other materials - so it will be a great
resource," Cr Smith said.
Prizes will be awarded for the most popular photo,
and the photo that most exemplifies the work of the
Australian community, with the photographer in each
category winning $1,000, as well as $1,500 for their
nominated community group.
The competition closes on October 22, but the Photo
Bank will remain as a permanent resource for
community groups around the country, and a
showcase for the communities that contribute their
images.

The Glastonburv Van is Coming to Apollo Bay
The Glastonbury Van was purchased specifically by
Glastonbury Child and Family Services to provide
fun recreational activities for preschool children
and their parents in rural locations.
The Van, decked out with equipment that is
designed to stimulate the childs mind and
strengthen their bodies, is for groups of children
and parents to have fun together with craft, music
& physical activities.
The program is designed to enhance your Childs
level of development and promotes;
• Cognitive Development
• Physical Development
• Emotional Development
• Social Development
• Creative Development
• Fine Motor Skills
• Language Development
The activities will be facilitated by Glastonbury staff in conjunction with parents and the cost is $1.00 per family.
The bus will be at the Senior Citizens Centre from 11am to 1245 pm on the following days; 6th Oct, 20th Oct, 3rd Nov, 17th Nov, 1st Dec, 15th Dec.
Infant Massage is back

Breast-Screen Bus
When was the last time you had a mammogram?
Breast cancer can affect anyone, but can be detected early with regular screening and monitoring.
Otway Health will be running the Breast-screen Bus service to Geelong on Thursday 30th October. Appointments start from 10am in the morning, so there'll be plenty of time for lunch and a bit of shopping in Geelong before coming home. Only 12 places are available and must be booked by the 16th of October. Phone Christine at Otway Health on 52378500 to make a booking.

Transport Forum Update
A dedicated group met in the Senior Citizen's Hall for the second forum on transport in our region. Trina Ebeling reported back on the progress being made on the Apollo Bay to Colac transport link.
The next step in establishing an Apollo Bay - Colac service is the Transport Connections Survey. This survey will clarify what services you need, when you need them and how often they should run. Have your say by completing this survey. Copies are available now from Kat at Otway Health, and will be made readily available soon.
John Quelch described the M40, or'half-price taxi' card, and how it can be obtained through your doctor. Kat gave a brief outline of other local transport initiatives being worked out, including the Otway Health community bus.

Mostly A's- For you, putting on a tracksuit is the closest you get to exercise! Lack of exercise keeps you low in energy. Build some more incidental activity into your day by walking to the shops instead of driving or avoiding using the remote control for the TV. Have a think about the types of activities you used to do, or activities you'd like to do and find out how you could put them back into your life.
Mostly B's - You're full of good intentions but somehow they never quite happen. Start by setting a realistic goal that you can definitely make happen. Find an exercise buddy to keep you going. Once you start you'll remember how great it feels to exercise and feel in control of your body.
Mostly C's - You're a go-getter! Exercise is part of your life, not an added extra. You know that you feel worse when you're not active, so you have a lifestyle that keeps you moving. Make sure you take time out to nourish yourself and keep a healthy balance.

Letters to the Editor
The Editor,
Congratulations to Colac Otway Shire and Ecologically Sustainable Design Pty Ltd on an excellent spin job on a harbour redevelopment for Apollo Bay. 8 out of 10 (lots of inaccuracies and omissions). Maybe a gullible few will swallow a multistorey resort above the harbour. Let's hope we get an extended period to digest and comment on the plan before it
goes back to Council and the State Government for final approval. Mayor Chris Smith made the bizarre claim that in a
democracy, the local residents and others should not get to have a simple vote on what option they would prefer. Perhaps we shall have to do our own polling. Even more bizarre, state government representatives tried to play a game of 'Deal or No Deal'. You can have basic infrastructure improvements, but only if you accept a multistorey hotel on public land above
the harbour. Don't worry about destroying an aboriginal midden
ground - you can have a fantastic new aboriginal cultural centre and the Blackfellows' well rehabilitated.
Still not convinced! How about a solar heated open air pool? (we have already got one of those.)
What about a new Sailing Club? (already got one of those too).
How about a fundraising exercise for the Foreshore
Committee - a temporary camping ground (with permanent amenity blocks) on Point Bunbury, if the Golf Club is relocated. Why would we want this with so much underdeveloped space available at the Recreation Reserve? At least this latest tax payer funded round of consultation and design left the current golf course in place (if somewhat reduced in size). With the latest predictions on climate change and the world's economy reaching crisis point, the C29 proposal is looking more and more unlikely to proceed. What I, and many others appreciated, was the ability to directly question and learn from senior state
government bureaucrats, as to how we could progress
a redevelopment of the harbour area. I urge the Apollo Bay community to have their say when feedback is called for. Eventually we will get a result we can all live with. We can still get all the benefits tourism may bring, without compromising such a unique harbour and prominent public open
space. There are other places in the immediate vicinity that
could be developed for a 5 star private health spa resort.

Dear Editor
At about 2pm on Thursday the 18th September, a visiting couple with two young girls were at Marrine s Falls taking in the sights. Unfortunately a tree abovi the falls blew over in the wind striking a second tree Both trees then fell striking the male and female adults. Fortunately the two girls were untouched. Tlhe man received life threatening injuries and his femal companion was also seriously hurt. The young girts ran to the DICECCO house where police and ambulance were contacted. What then followed was a massive operation to assist the two injured persons and then transfer them via air ambulance to the Alfred Hospital. I just wanted to say a few thankyous to those that helped to make this a very successful operation. Wayne MALADY, Peter BURNS, Lyndon DARLING and Peter WAGSTAFF from the local ambulance were the first on the scene and worked skilfully under great pressure. Several other ambulance officers also arrived and were a great help. Dr, ONARI and Helen also made the trek to the waterfall to render assistance .Also assisting were our local CFA, Otway & Colac SES, two air ambulance units and local police as well as police from Colac. Professionals & volunteers alike worked well in an
orchestrated and efficient manner. I would also like
t o make a special mention of the help from John & Marie DICECCO. John's quick actions undoubtedly was life saving and Marie comforted the two young
girls who were distressed.
Once again the selfless acts of community members
and organisational volunteers have assisted others in
need and proven once again what a great community
we live in.
Also Bev and John MULLER from Melton would like
to pass on their gratitude to all those involved, on
behalf of their son who was injured in the incident.
I would like to apologies to anyone I may have
missed mentioning.
