is a 5 day process called 'Enquiry by Design'.
This is highly integrative and transparent method
of enabling participating stakeholders to be engaged
in a collaborative design process. We want all
members of the Apollo Bay community to be involved."

Introductory Public Meeting Thursday 18 September

This is the event that explains the process. Anyone
wanting to participate in the EBD should please
attend this crucial meeting. It will clarify the
inter-related priorities, which will affect your
future harbour precinct. It will also explain
how the EBD will work across its five intense

OTWAY RANGES CLIMATE
ACTION (ORCA)
Ripper Rebates for Rural Residents
The greatest single source of greenhouse gas
emissions from the average Australian home
generally comes from the hot water system,
responsible for around 28 per cent of home
energy use (family car excluded). Installing
a climate friendly hot water system will reduce
these emissions and can also save up to 75%
of your water heating costs, in fact, it can
save a family $300 to $700 off energy bills
each year.
Very generous rebates (up to $4000!) are currently
being offered by the Australian Government
and the Victorian Government, through Sustainability
Victoria, in order to offset a large percentage
of the purchase and installation cost of a
water heat pump or solar hot water service.
They are especially targeting rural households
- you may have heard a number of Apollo Bay
residents talking about their new hot water
system! Businesses can also apply for similar
rebates.
If you are interested in applying, have a
look at the following websites or call 1300
366 195 for a list of suppliers (or ask one
of the local plumbers or wholesalers).

There are a number of other rebates worth
considering - such as the installation of
ceiling insulation, which can stop 40% of
heat escaping during winter and can reduce
heat gained by 30% in summer. Details of this

Smart website or through the hotline.
Community Forum
ORCA encourages everyone to be involved in
planning this direction and will hold a community
forum at 7pm on Friday October 17 to focus
on finding community supported action to combat
climate change. We hope to see you there.

Screen savers on your computer don't actually
save any energy (they can sometimes use even
more electricity!), they are just used to
stop a static image being 'burnt' onto the
screen. Use the screen sleep modes instead.

The Apollo Bay P-12 College Parents and
Friends Group aims to assist the college become
an even better place for our kids to be; through
social and fundraising activities that aim
to deepen our sense of community. We also
endeavour to act as a voice for the parent
body.
To keep this important group running we need
a motivated committee. The AGM is fast approaching
and nominations are being called for the following
positions:
President Secretary
Vice President Treasurer
We also need volunteers for class reps and
parent helpers. Parent helpers are available
to go into the classrooms to assist the teachers
while the parent rep acts as a touchstone
for parents and teachers to communicate important
messages and to help coordinate parent helpers.
The Parent's Group appreciates how busy family
life can be and so we aim to work as a team
to minimise work and maximize results for
each of these positions. We also welcome ordinary
committee members to attend monthly meetings.
Of course there are many small but valuable
ways we can all contribute to the running
of the parent's group and our school. All
you need to do is register your support and
contact details with the parent's group at
the school office. This way you can be informed
of opportunities to heip out. If meetings
aren't your thing, there are plenty of other
ways to be involved- to keep informed of upcoming
activities and ideas for helping out, keep
a look out for these notices in the school
and community newssheets and don't forget
to register at the school office.
We are currently seeking people interested
in forming a working party to help establish
a nutrition policy at the school.
If you are interested in coming along
to monthly meetings, our next one is at the
Top Pub on Oct 6th at 7pm. |

Report on Harbour Issues from Otway Forum
Meeting
From the Otway Forum September Meeting the
foliowing ideas are put forward as a consensus
view of that meeting:
1. The primary purpose of the Apollo Bay harbour
is to function as a boating facility for both
recreational and commercial boat users, and
its role as such should not be compromised
by inappropriate and non-coastal dependent
development.
2. The slipway and works area should remain
where they are with upgrading as required.
To relocate these facilities to the other
seawall at the end of the beach as shown on
the last plan would be a total disaster.
3. The Fisherman's Co-operative could be upgraded
as required but remain in its present location.
4. The Apollo Bay Harbour is characterised
by its charming simplicity and the natural
features it currently has. This should be
maintained.
5. No new commercial development or provision
of community facilities not dependent on foreshore
location should be permitted. These would
be contrary to landscape values and coastal
design and siting guidelines.
6. Point 5 above not withstanding there should
be permanent sailing club facilities including
clubroom, meeting room etc also available
for other community groups.
7. Improved car and trailer parking and boat
launching facilities.
8. There should be no accommodation development
in the precinct
9. There is scope for modest development and
improvements but this is NOT the Sunshine
or Gold Coast
Community members might like to use these
points in an expression of their views at
the 'Enquiry by Design' sessions over the
next weekend.

Councillor
conduct reforms supported
The Municipal Association of
Victoria (MAV) has welcomed
the introduction of the Local
Government Amendment (Councillor
Conduct and Other Matters) BUI
2008 into the Victorian Parliament
this week. Cr Dick Gross, MAV
President said strengthening
the provisions relating to councillor
conduct would engender community
confidence that locally elected
representatives are fulfilling
their roles in a more accountable
and transparent manner. "The
reforms include the introduction
of Principles of Councillor
Conduct, to be included in council
Codes of Conduct, and the creation
of conduct panels with powers
to sanction councillors for
breaches. Among other changes
is more certainty for identifying
and managing conflicts of interest.
A councillor who has declared
a conflict of interest cannot
participate in the debate or
vote on that issue. Council
staff will also be
required to comply with conflict
of interest disclosures^.....
The MAV is pleased that the
reforms propose clearer guidance
to ensure councillors can better
apply the conflict of interest
rules in an unambiguous way.
. . The vast majority of councillors
behave in an appropriate manner
and the proposed reforms will
hopefully increase confidence
in the decisions and responsibilities
that are entrusted to councils,"

A few weeks back Otway Health launched a petition
to attract funding for a dental service in our catchment.
The support from the community has been overwhelming;
you may have seen the petitions in various locations
around town. If not contact us on 03 52378500 and
request a petition or drop by to our customer services
desk and sign it there. Completed petitions should
likewise be returned to the Customer Service Desk
and we will be happy to run off some more sheets
for you once they are full of names. Together as
a community we can make this happen. It's not about

| New Local
Parliamentarian
Congratulations to Peter Dalton, one of our long
standing volunteers, who has been chosen to participate
in the Australian Citizens Parliament.
The Organisers - new Democracy Foundation, University
of Sydney, Australian National University and
Curtin University randomly selected 150 Australians
(one from each federal electorate) to attend the
event. The Citizens' Parliament aims to create
opportunities for people to express their concerns
and to give people a voice in politics. Organisers
hope this Parliament will help Government develop
more appropriate solutions for Australians.
Peter Dalton was selected from the Corangamite
Federal electorate to work with others to create
recommendations about how the Australian political
system might be strengthened. He will be attending
a regional meeting in Melbourne in October and
then he will go to Canberra to attend the Citizens
Parliament in the Old Parliament House building
in February 2009.

The No Falls 15 week program weekly session has
changed times from Thursday lpm-2pm to 11:15am-12:15pm

Police News Apollo Bay Liquor Accord
The successful launch of the Apollo Bay Liquor
Accord took place at the Apollo Bay Hotel on Tuesday.
Sgt David Hand from the Apollo Bay police together
with Sarah Reaper from Liquor Licensing Division
of Consumer Affairs proudly presented Certificates
of Participation to many licensed businesses and
clubs in town.
The main aim of the accord has been established
to encourage and promote best practices in all
liquor licensed premises in the Apollo Bay area.
Sgt David Hand commented "that the public
have a heighten level of concern with recent reported
events at Licensed venues, the objectives of the
accord is to promote Apollo Bay as a safe and
enjoyable location for the local community and
visitors" he said.
With the active support of the local venues, together
with the police and local government we will all
work together to discourage anti-social behaviour
and maintain a level of respect for the local
area.

Re: Apollo Bay
P12 college rebound wall fundraiser.
Fundraising towards school improvements is always
a worthy cause, but not all means of raising funds
is appropriate. This is one way of raising funds
that is totally inappropriate in more ways than
one. Firstly it creates a situation (when individual
names are placed on bricks) where wealthier families
are able to pronounce their contribution and those
who cannot afford it are pronounced too through
their absence. I beg of the school and those who
contribute to this wall be mindful of this and encourage
art or a favourite aphorism as a much fairer, more
visually appealing option. Individual names are
unnecessary. Please be an "unsung hero".
NO NAMES ON OUR SCHOOL WALL! Secondly, the school
competition for the class that sells the most bricks
with names publicly displayed on the blackboard
is wrong on so many levels I fail to see how it
can possibly be allowed and considered morally right!.
Thirdly, at a time when there is serious debate
in the media regarding corporate advertising in
schools this school should seriously consider where
we stand on this. Should advertising be allowed
in the school grounds? The school should have consulted
with the wider school community on this a lot further
before advertising for this fundraiser went ahead!
Advertising invades our life in everyway shape and
form these days and when I can I make a real effort
to avoid this visual and aural pollution in mine
and my families life. I do not now wish to see it
in our school. No offence to local businesses, but
schools are not the place to spruke wares! Local
or otherwise. Has the school ever stopped to think
where they would draw the line. If we had a local
'McDonalds' and they offered a lot of money would
the school take
that too!. Extreme thinking maybe but.......
I have written to the school council regarding this
issue and there is no interest in addressing this.
Cannot fundraising for this rebound wall CONTINUE
WITHOUT individual names and business names? This
wall will be on our grounds for ever. Think about
it!!!. If you value what appears in your school
ground please let the school know now!!. Regards

Artificial Opening of the River Mouth:
In response to a letter sent to the Foreshore Committee
by Phil Lawson, Gary McPike reported on procedures
for an artificial opening of the Barham River Mouth.
The current trigger point is the floor level of
the house across the river from the Recreation Reserve.
When inundation levels make this untenable for the
occupants then steps are taken. The final authority
must come from the CCMA in consultation with the
DSE. The question was that, should the house be
removed with developments on the flood plain, would
other pressures to open the mouth arise. Gary explained
that oxygen levels in the river are critical and
need to be monitored before and after any action
is taken. A protocol (Estuary Management Support
System) based on scientific data is being set up
to avoid problems that can occur under certain circumstances.
The matter of protection of the Hooded Plover nesting
sites was also mentioned along with any impact camping
on Point Bunbury might have on the birds.
Harbour Development: The meeting
widely discussed the proposed Harbour Development
and the forthcoming 'Enquiry by Design' sessions
September 18 - September 22 next. The community
is urged to attend. The general feeling of the meeting
was that Council has continued to ignore community
opinion, particularly in terms of the scale of the
development and the expressed view that there should
be no accommodation/commercial development in the

Council Elections 2008: Candidates
Stuart Hart, Terry Pitman and Lyn Russell were each
invited to address the meeting. All expressed a
particular interest in, and links to, Apollo Bay
and all were opposed to developments on the Flood
Plain of the Barham River. The Otway Forum will
sponsor a 'meet the candidates' public meeting on
Sunday November 2ND at 2.00pm. (Venue TBA)
Rubbish Contamination: It was suggested that the
Council consider adopting bins and colour coding
consistent with that of Melbourne Councils to assist
holiday makers identify correct use.
Coastal Erosion^ Concern was expressed at the lack
of action over the erosion at Heathfield Estate
car park at Mount's Beach. |
