|
Boneseed has escaped
from gardens to be an aggressive invader
of native bushland. where it forms
dense thickets, replaces native plants
and steals habitat from our native
fauna. A native of South Africa, boneseed
is an evergreen shrub which can grow
up to 3 m in height and diameter,
with bright yellow daisy-shaped flowers.
It has been spotted at Wye River and
unfortunately has been identified
at Sugarloaf Creek this Spring and
appears to be heading towards Apollo
Bay. Boneseed is becoming widespread
due to its highly adaptable nature.
It spreads only by seed through ants,
birds, animals feeding on the seeds
and through rolling or washing dowTi
slopes. As seeds can lie dormant in
the soil for 10-15 years, the removal
of boneseed is a long-term process,
requiring management over a number
of years to ensure all seed stored
in the ground has germinated. Control
methods include mechanical (hand pulling
of smaller plants), herbicides (by
foliar spray or cutting and painting
stumps with herbicide), fire (controlled
burn followed by spra\ing of consequent
seedling germination), and biological
(the black boneseed beetle and the
soft shoot tip moth, both native to
South Africa).Boneseed is a weed of
National Significance and is one of
the worst weeds in Australia because
of its environmental impacts, invasive
ability and serious potential to spread.

Preschool News Fathers
Night
It was great to see ALL of our Fathers come
along for a relaxing, fun-filled night.
All children and Dad's painted, created,
built, cut, drew, read, chatted, laughed
and hopefully enjoyed their special time
together. They all enjoyed devouring the
Fish and Chips too, although, next time,
may need to order
more! Thank you to Apollo Bay Seafood Cafe
for the beautiful food! Helene and I were
very impressed with the estimations of the
Guess the Number Of Jelly Beans in the Jar.

POLICE REPORT
Information in sought regarding the
theft of a motor vehicle from Glenaire.
Between 11.00pm on Sunday the 31st of August
and 7.30am on Monday the 1st of September
unknown offenders have stolen a 1988 Magna
Station Wagon from 3355 Great Ocean Road Glenaire.
It appears the vehicle has been pushed from
the address and then south along the Great
Ocean Road. The vehicle has then been set
alit and completely destroyed.
If anyone witnessed this incident or has information
or suspicions regarding this offence please

APOLLO BAY TARGET RIFLE CLUB LNC
In this year's pennant results, we were 4th
out of seven teams in Section F. Our aggregate
team scores of 6631 points were second to
the "Red Cliffs". The Howell brothers
Robert & Michael were first and second
in the individual scores of 14 rounds. Robert
on 1392 and Michael on 1383. If only the rest
of our team could shoot like that If there
is anyone who would be interested in Bench
Rest Shooting, please contact either John
Howell or Harold Cockereli, as if it needed,
the club has the opportunity to purchase a
bench at the cost of $100. A Short History
of Small Bore Shooting -The first meeting
was held on 17th July 1957 in the Show Pavilion
at the recreation reserve. The only problem
with this was that the venue was short in
range length, with the result that no pennant
or competition events could be entered and
by 1968 interest ceased. The next meeting
was held on 17th October, 1980 at Chris and
Sue Foote's home and they continued to raise
interest, however we were unable to get anything
definite from the Inspector of Rifle Ranges
and when he finally turned up in late 1982,
the Foote's had already left town. Keith McTaggart
rose to the challenge and a meeting was organised
at his house, 32 Seymour Crescent on the 24*
November 1982. Keith and others then set about
getting the Mechanics Hail ready for shooting
and we continued using this venue into the
early 90's. Then we started to have problems
with the hall being double booked and an unfriendly
committee and in 1992 we lost in a shoot off
with Hazel wood, after tying with them in
the pennant, mainly due to the fact that we
could only have the Hall one out of every
6 weeks for practise. The Steel Safety Sheets
which were nailed to the wall had been removed,
by the Hall committee, without consultation
with our rifle club. Our rifle club was pretty
angry and frustrated and I suggested that
we use the hall at Hordern Vale, which had
been built in the 1960's as a multi purpose
venue and included a 25yard range down one
side. The initiative for building this Hall
was due mainly to the foresight of George
Stewart and Bill Sinclair and was primarily
built by volunteer labour, for the community.
In 1994, 95 and 96 we won pennants. The Hall
has had major renovations as the floor bearers
and joists needed replacing and the hall now
looks very good and we are still there. Secretary

DESIGN FOR APOLLO BAY HARBOUR PRECINCT
Colac Otway Shire is encouraging all Apollo
Bay
residents and ratepayers to participate in
the Enquiry
by Design to help shape the future of the
Apollo Bay
Harbour Precinct.
The Mayor, Cr Chris Smith, said the schedule
for the
Enquiry by Design process had been set, with
a series
of workshops planned from September 18 to
September 22 at the Apollo Bay Youth Club
in Moore
Street, Apollo Bay.
"The redevelopment of Apollo Bay Harbour
is a key
community priority in the Council Plan, linked
to the
economic sustainability of the township,"
Cr Smith
said.
The Enquiry by Design process will incorporate
the
following workshop sessions:
• Thursday 18 September, 7.00pm to 10.00pm
- Introductory Public Meeting. This is the
event that explains the process and will be
run first as a public meeting, and then a
facilitated session where groups of 8-10 people
will discuss their future vision for the Apollo
Bay Harbour Precinct
• Friday 19 September, 9.00am to 7.00pm
-Topical Meetings held with various State
Government representatives, the Colac Otway
Shire Harbour Team Leader, and local business
operators
• Saturday 20 September, 9.15am to 4.30pm
- Collaborative Design Meetings for Citizens.
The public will be welcome to attend an open
discussion with a range of people involved
in the Harbour Master Plan. People will be
able to gather around aerial photographs,
maps and draft Master Plan designs to discuss
what they see as the best design to achieve
the objectives of the Master Plan
• Sunday 21 September, 1.30pm to 3.30pm
-Sunday will be mostly in-house designing,
but with another important open design studio
session for the public, where they'll be able
to see changes emerging in the Master Plan
design and provide further input

Open public presentation on the result of
the Enquiry by Design.

Program to reduce predators
of Otway quolls
3 September 2008
National Endangered Species
Day, held annually on 7 September,
draws attention to native plants
and animals that are threatened
with possible extinction. In
Victoria, there are now more
than 300 endangered species
of animals, and around 1,600
plant species listed as rare
or threatened. Most of these
are found on land managed by
Parks Victoria.
A recent survey shows that Parks
Victoria staff are involved
in monitoring threatened plants
in 54 parks, and threatened
animals in 84 parks across the
state. These endangered plants
and animals are usually few
in number and subject to both
natural and introduced threats.
National Parks often provide
the only refuge for these animals
and plants, and Parks Victoria
staff are helping to ensure
their survival through a range
of partnerships and projects.
One new project underway in
the Great Otway National Park
is helping protect the endangered
Spot-tailed Quoll. These shy
marsupial carnivores were once
common across South-Eastern
Australia, but are now increasingly
rare in areas like the Otway
forests. A recent survey by
the Arthur Rylah Institute,
part of the Department of Sustainability
and Environment, recorded the
lowest ever sightings of quolls
in the region.
The greatest threats to the
quoll populations are land clearing
and introduced predators such
as Red Foxes and Feral Cats,
both of which are in large numbers
in the Otway region. Baiting
programs will be conducted across
two sites of about 20,000ha
in the Great Otway National
Park. The western site will
be in the Cape Otway area and
the eastern site will focus
on the Anglesea Heath. Parks
Victoria is aiming to extend
and improve the effectiveness
of the project through partnerships
with local Friends and Landcare
groups, and adjoining landholders.
One interesting new aspect to
this project is the use of an
innovative monitoring technique
using motion sensor cameras
to gauge the success of the
project. The cameras are set
up near food bait stations and
photograph any animals that
come into range. It's particularly
useful for monitoring shy animals
like quolls, and also provides
information on predator numbers
as well.
Parks Victoria Ranger at Apollo
Bay, Jesse Nation, is managing
the Cape Otway section of the
project. "This is one positive
way we can help protect our
most precious native animals.
It also gives us more information
about the impacts of foxes and
cats in the Otways. We would
really like to hear of any recent
sightings of quolls in the Otways,
so we can add that information
to our current knowledge of
their numbers."

to Parks Victoria on 13 1963

whose energy and efforts enhance
the lives of others everyday,"
Cr Smit said. "At a local
level, we acknowledge our wonderful
volunteers each month with our
Mayoral Awards - The IGA Community
Chest awards will give us the
opportunity to thank our unsung
heroes and showcase them to
all of Victoria." "Think

who do so much to make the community
a better place, and ask for
nothing in return - the local
footy coach, a caregiver, a
club member, even the person
who turns the sausages at the
school barbeque!" "This
is our chance to say thank you
to a person who is always volunteering
to help others."
Seven regional winners will
be awarded with $250 worth of
IGA vouchers and a $250 cash
donation to the charity or organisation
of their choice. These winners
go into the running to take
out the state prize which is
decided by an online public
vote. The state winner's chosen
charity or organisation will
be rewarded a further $5,000.

Emergency Services
You may be uncertain of how the Emergency Care Unit
operates at Otway Health. Otway Health provides
Accident and Emergency services 24 hours 7 days.
A Doctor is on-call to attend the Emergency Care
Unit.
The process for accessing this service is as follows:
• When you come to the Emergency Care Unit,
you will be assessed by a nurse and provided with
nursing care. If the nurse assesses you as requiring
urgent medical attention, a doctor will be called
and will attend as soon as possible.
• If you come in and the nurse assesses you
as requiring non-urgent care, you will be provided
with nursing care then you will be provided with
a red card. The red card can then be presented at
the Apollo Bay General Practice, and you will be
assigned an appointment with the doctor.

from point A to point B actively - walking, running,
riding. It's a way of building activity into your
daily routine rather than having it as an optional
extra.
Look for opportunities to build your exercise into
a practical activity - walk to work, ride to the
shops, and trundle down for a coffee instead of
driving. For those who live further a field, drive
to one of the beach car-parks and walk or ride in
from there. Not only will you save petrol and money,
but it's a great way to shake off the winter blues
and make the most of these beautiful spring mornings.

RANGES CLIMATE ACTION (ORCA)
Bushfire Risk to increase in South-eastern Australia
Frequent and intense bushfires have caused much
devastation across South-eastern Australia in
recent years. Severe bushfires risk human life
and can dramatically alter ecosystems, through
destroying native wildlife and promoting faster
growing, more fire prone vegetation types.
The intensity and frequency of recent bushfires
were exacerbated by a long period of drought and
higher than average temperatures. This caused
a substantial increase in evaporation rates from
soil, watercourses and vegetation, and ensured
an increase in dry plant litter to fuel fires.
New research by CSIRO and Bureau of Meteorology
shows that with an increase in average temperatures
and a decline in annual rainfall expected with
climate change, recent bushfires were just a taste
of what's to come. The research revealed that
as South-eastern Australia is projected to become
hotter and drier, the frequency of extreme Forest
Fire Danger days will increase by 4-25 % by 2020
and by 15-70% by 2050.
In the Otway Ranges, we surrounded by native forest
with the potential to burn. Fortunately, a high
average rainfall ensures that bushfires have not
been a frequent occurrence. However, as widespread
heating and drying continues, a declining average
rainfall may not provide an adequate buffer against
severe bushfires.
Communities across south-east Australia need to
prepare for a possible increased bushfire risk.
What can you do reduce the risk of bushfire to
your family and home? Contact your local CFA,
get your property fire plan in place and reduce
you carbon footprint by following ORCA's helpful

CFA attended 1300 house fires last year and there
were over 3200 across the whole of Victoria, with
19 fatalities. Most fatal fires occur in the home,
but the real tragedy is that many of these could
be avoided. A moment's distraction in the kitchen
or a faulty electrical appliance could have disastrous
consequences, causing major structural damage
or exposing family members to harm. Fortunately
there are a few simple things you can do to help
protect your family from the dangers of fire.
So come along to the Home Fire Safety CFA presentation
being held on Sunday 28th September to find out
how you too can make your home a safe place to
live.

The Editor,
Who is the Real Bully?
I refer to recent media headlines (Colac Herald
5th Sept) suggesting the Friends of Colac Library
group has intimidated Cr. Riches by requesting him
to return their questionnaire survey that would
reflect his stance on the new JUL facility for Colac
ratepayers. As I intend to stand at the next Council
elections once again I also received the survey
letter of which I am very happy to declare my opinion
and return.
I found there was nothing "intimidating or
bullying" (what a joke), in the survey, if
you received the survey and don't intend to stand
for Council, just throw it away. The questionnaire
survey also included many useful statistics such
as; of 19 JUL's in Victoria 10 have already failed,
and 2 more are about to be closed. The Council never
bothered to reveal all these details about JUL's.
Thank you Friends of Colac Library group for keeping
me informed with up to date Education Dept facts.
My 6 years experience with Shire Councillor's and
senior management has proven to me, the biggest
bullies are also the biggest cowards when the situation
is reversed, take comfort Ms. Christine Holm.
My election materials will soon be available and
I want ratepayers to know my stand on all issues
affecting their decisions before voting for upcoming
council elections in November 2008. I am a person
who is open, honest and transparent and welcome

Dear Editor,
FOCL accused of Bully tactics by Cr Warren Riches
for sending out a questionnaire designed tc
pass information onto potential candidates
I could hardly believe the headlines in the Colac
Herald Friday 5th Sept. Bully tactics by the Friends
Of Colac Library with my photo underneath it alongside
Cr Warren Riches, who is angry over the cover note,
but with no mention of the actual questions, which
are derived from documented information. If we have
upset any potential candidates for the upcoming
November election by the cover notes wording, we
are extremely sorry. Our intention was purely democratic.
We were up front by letting them know we would make
the public aware of their views, purely: For or
Against or No response, and that is all; no retributions,
no condemning their views, in fact we were giving
even the ones against us the opportunity of stating
their views on You Tube with our Publicity Officers
help. Really how more democratic can you get?
To Cr Riches I would remind him that the only reason
FOCL has come to exist is because the Council have
undemocratically ignored the public of Colac by
forcing them into a Joint Use Library that 93% do
not want, also an elected councillor when performing
a public function can be photographed by anyone
without having permission. Whereas potential candidates
are part of the community and cannot be put on You
Tub without their permission.
We could not wait until Oct 28, the deadline for
th candidates to declare their intentions as there
would not have been enough time for them to have
their say on You Tube. However, if you are not a
potential candidate and have received one, merely
send it back in the SAE stating that fact and your
name will be crossed off the list; in hindsight
we could have made that clear. Also as stated by
its heading, this questionnaire has valued information
potential candidates may not be aware of and can
