BAY AUSKICK
The 2007 Season of Auskick came to a close last
weekend with a fun session followed by a presentation/refreshments.
This year was a huge success with 56 local children
(boys and girls) enrolled. Twenty Five lucky kids
played in AFL Auskick games at Telstra Dome, Kangas
v Geelong. Skilled Stadium, Geelong v Port Adelaide.
Thanks to all parents for helping out at the training
sessions. It was great to see so many parents
participating with their children on the oval each
week.
Thank you also to the following local
Businesses/Persons for supporting Auskick and
supplying various awards, transport food & drinks
for
the Auskick participants. The way in which you
support our local kids is fantastic.

Places for Victoria's threatened species
This National Threatened Species Day the
Threatened Species Network and Trust for
Nature will celebrate an Apollo Bay landholder's
dedication to protecting habitat for the
endangered spotted-tailed quoll. National
Threatened Species Day takes place on September
7th each year, to highlight the pressures
on Australia's native plants and animals.
This year the focus is on the importance
of protected areas for the conservation
of Australia's threatened species. If you
would like to join us at 2pm on Friday September
7th for the celebration, and to learn more
about how you can help to prevent our threatened
species going the way of the Tasmanian Tiger,

Weedbuster
Week
Weedbuster Week will run from 6th
- 13th Oct 2007. The aim of this week
is to raise awareness and increase
public understanding about the problems
weeds cause. Individuals, schools,
community groups and local and state
governments will conduct events across
Australia, New Zealand and South Africa
throughout this week. Activities include
weed clean-up efforts, field days
and demonstrations, seminars and displays
to assist with weed identification
and competitions. Each year, Weedbuster
Week takes on a new theme. This year's
theme is '"Grow Me Instead".
In the lead up to Weedbuster Week,
SOLN will be encouraging landholders
to take greater responsibility in
managing weeds on their property,
and to help with this process we will
identify a different weed every week.
For this week... It's Ragwort!
Ragwort - Senecio iacobea
Adult Ragwort Plant
Ragwort is a major problem
in the Corangamite region. It reduces
biodiversity and threatens native
flora and fauna communities. It has
been identified as a Regionally Controlled
Weed - which are declared noxious
weeds (proclaimed under the Catchment
and Land Protection Act 1994) that
are widespread and established in
a region.
Landholders have the responsibility
to take all reasonable steps to control
and prevent the spread of ragwort
on their land and roadsides that adjoin
their land. Once discovered, ragwort
should be dealt with quickly - before
it seeds - as "1 year seeding
will result in 7 years of weeding".
Seeds are mainly dispersed by water,
on animals, in stock feed or in mud
attached to vehicles. The plant begins
as a green flat weed with ruffled
leaves and then shoots up brilliant
yellow daisy-like flowers generally
from October to March, but damaged
plants may flower anytime. Landholders
should look at controlling ragwort
from March to November each year.
The best control techniques for ragwort
is to kill or remove the whole plant
through hand weeding, digging them
out or spraying plants with herbicide,
and to shade infested areas through
reafforestation. Sheep will eat ragwort
and prevent it from spreadmg, but
they will not get rid of the problem.

SOCIETY NEWS MUSEUM OPEN DAY SUNDAY 23™
SEPTEMBER.
The society's annual open day at the Apollo
Bay Museum will be held on Sunday 23rd September.
The society has prepared a special exhibition
on the building of the Great Ocean Road.
The special exhibition will remain on display
for some months. You are invited to visit
the museum on Open Day when entry is free.
We have a good collection of information
about the section of the GOR between Anglesea
and Apollo Bay but very little on building
the section of the GOR between Apollo Bay
and Warrnambool. If you have any information
on this we would like to see it. GREAT OCEAN
ROAD DIGGERS The society is interested in
collecting the names of the returned serviceman
who worked on the Great Ocean Road between
1918 and 1932. The information is not available
in their war records as they were discharged
before taking up the job. If you know the
names of any of the men who worked on the
Great Ocean Road Trust section of the road
during this period please let us know. You
can drop a line to the AB&DHS, PO Box

Preschool News
Enrolments for 2008 for both the Preschool
and Rostered Playgroup are now open. Children
must turn three (Rostered Playgroup) and
four (Preschool Group) by the 30th of April
in the year that they attend. Did you know
that in Victoria your child does not need
to start school until they are six years
of age? Enrolment forms must be accompanied
by your child's Birth Certificate and Immunisation
details. Closing date for enrolments is
Friday the 14th of September. Forms can
be picked up from the Preschool Mon, Tues,
and Wed from 9-2.30pm. Any queries or questions

SEACHANGE is a group of
ladies who meet once a fortnight for lunch,
a chat and a few laughs. The next lunch
will be held at Nautigals Cafe, on the 12th
September at 12.30 pm. BYO if required.

Dear Editor,
I am extremely disappointed in the rate
rise I have
received this year.
Our family has lived in Apollo Bay for a
total of 150
years and as a pensioner and ex Citizen
of the Year
myself, I see rate rises causing myself
and many
other pensioners being squeezed out of the
town.
Each year we have had a substantial rate
rise and this
year is a much bigger one. I wish to object
strongly to this large rate rise on behalf
of myself and other pensioners in Apollo
Bay to whom I have spoken to on this matter.
Why is it that Apollo Bay's rates are so
much higher than those in
Colac? Many people here are extremely worried
about paying
these increases and feel they are simply
being "run
out of town". We do have a councillor
who resides in Apollo Bay, but unfortunately
he does not represent the local
ratepayers at all.

In celebration of Asthma Week Otway Health is offering
free community education sessions in asthma management
throughout September and October. These sessions
will discuss ways to minimize symptoms, identify
triggers, and manage an asthma emergency.
If you are interested in arranging a free asthma
information session for yourself, your organisation

The Better Health Self Management program is a six
week workshop for people living with an ongoing
illness such as arthritis, diabetes, depression,
asthma or back pain. The workshop conveys strategies
to overcome limitations and live well. Topics include:

The Editor CHAMBER
SUCCESS
Congratulations to the leaders of the Apollo Bay
Chamber of Commerce and Tourism who have
worked tirelessly over many years to ensure their
own
members who run B&B's are now charged a "Holiday
Rent" levy.
For our small B&B which is out of town, this
year our
rates have increased by $695 or by 35% (from $1973
-2006107 to $2668 -2007/08).
Last year, prior to this levy, we experienced a
$716 or
57% increase in rates.
It appears the Chamber's Executive and the Shire
Councillors and Officers have no idea of the impact
of
the decisions they make. If this trend continues
it is
probable that many B&B's will go out of business
or
risk operating without licence!
B&B"s are not big time Motels in the hub
of the
commercial area. They are small life style businesses
providing the personal touch that many tourists
appreciate.
Maybe the time has come for all B&B's operators
to
withdraw from being members of the Chamber? And
to ask the Shire to accept our promotional brochures
in the Council owned Visitor Information Centres
at no
further cost thereby eliminating the necessity to
pay
the $330 Annual Membership fee to Geelong Otway
Tourism.
Then again there are other options. I would be
pleased to discuss these with anybody who may be

The Editor
RE Council Holiday Home Rates.
The Colac Otway Shire has introduced a new higher
rate for holiday home and B&B owners at Apollo
Bay. The "Holiday Rate Differential" targets
holiday homes that are let by estate agents or by
advertisements on the Internet or in publications
such as the RACV magazine. Owners will find that
their annual rates have risen by about $500 from
last year. The council's rate letter advises that
rate is applied on the basis that the property is;
• not the principal place of residence of
the owner; and is
• made generally available for provision of
tourist/holiday accommodation for the purpose of
generating income.
As there is no legal distinction between a house
that is rented on an annual or monthly basis and
one rented for the holiday accommodation the new
rate is discriminatory. Does the rate apply to non-owner
occupied house in Colac? If the new rate applies
to holiday homes then it must also be applied to
every rented house in the shire. Imagine what that
will do the average rents in the town. The "Holiday
Rate Differential" rate is discriminatory and
unjust and should be subject to a legal challenge.
The rate will reduce development in the shire as
people seek shires that do not penalise holiday
home owners. Don't be surprised if house prices
fall. Developers will also find problems in selling
houses that cannot be rented out without incurring
a high penalty rate.
The council claims that they need the money for
tourism. The council, having sacked the volunteers
at the Apollo Bay Visitor Information Centre (ABVIC)
in 2000, is now seeking to recover the $350,000
plus annual costs that it incurrs to employ staff
at the ABVIC. Ray Stuckey
