LIVING WITH SWOOPING BIRDS THIS SPRING
With spring just around the corner, wildlife authorities are urging residents to take care as birds start swooping from trees in our parks and streets. Only a small proportion of magpies will swoop, and this is usually just for a few months. Native birds are protected under the Wildlife Act 1975 and it is an offence to harass or destroy native birds or their eggs. Penalties apply for killing protected wild life, including fines up to $5000 and six months imprisonment. Swooping Tips
Avoid swooping zones by taking an alternative route. Travel in groups- birds usually only swoop individuals, /wear a hat or helmet for increased protection. Wear glasses or sunglasses to protect eyes. Don't panic or run if swooped. Wave a hat, stick or umbrella at a swooping bird without striking it to encourage it to retreat.

Southern Otway Landcare Network 'Landtalk'
National Ride to Work Day
On 17 October, regular and first-time riders from all states and territories will join the inaugural National Ride to Work Day. Government and corporate organisations from around Australia have made the commitment to join this huge event, with an estimated 60,000 active participants and 2600 registered workplaces, many hosting their own breakfasts. As well as providing long-term health benefits, cycling just 10km each way to work instead of driving saves 1.3 tonnes of greenhouse gas emissions each year; that's equal to 26,000 black balloons. National Ride to Work Day will stimulate over 10,600 tonnes of Greenhouse Gas savings in the first three years - that's more than 2650 hot air balloons or 212,000,000 "black balloons" full of CO2!

Fire Ecology Workshop
Fire has shaped much of the region's vegetation communities, which now rely on fire for regeneration. This workshop is for anyone who wants to learn about the influence of fire on vegetation communities, and its use as a land management tool. The event is being run by-Greening Australia and will provide opportunities to learn about the role of fire in the landscape, plant responses to fire, processes for fire use in vegetation management, planning, permits and support, and using fire for regeneration goals for native vegetation. Local Law 2007 Released For Public Comment
Colac Otway Shire Council has released a revised
version of its Local Law Number 11 for public
comment.
Local Law 2007 is designed to support the
environmental viability and sustainability of the
municipality by regulating the movement, droving and
grazing of livestock.
Colac Otway Shire General Manager Sustainable
Planning and Development, Jack Green said only
minor changes had been made to Law which was
previously adopted by Council in 1999.
"We appreciated the input of local farmers, the
Victorian Farmers Federation and the United Dairy
Farmers of Victoria in preparing the draft," Mr Green
said.
"They helped identify ways to improve definitions and
update the document to reflect currently livestock
management practices.
"The other main change has been the inclusion of a
need for two wired electric fences for grazing livestock
to ensure the containment of animals and the safety of
road users."
Mr Green said the community could provide comment
on the Local Law until September 27.
Copies of the draft Local Law will be available for
inspection at Council's Colac and Apollo Bay
Customer Services Centres, Colac Library or at
www.colacotway.vic.gov.au from Monday, August 27.
Written submissions should be received by Council by
September 27, 2007. Persons making a submission
should state whether they wish to be heard in support
of their submission. Any verbal submissions will be
held on October 9.

Colac Otway Shire is seeking to appoint a Tourism Assistant at the Colac Visitor Information Centre to work Saturdays and Sundays.
This position involves customer service, answering counter and telephone enquiries and supervision of volunteers. The successful applicant will also be involved with various administrative duties for the centre and will work closely with regional tourist operators.
An understanding of tourism in the region, the ability to liaise with the public and tourist operators and an understanding of regional tourist attractions will be an advantage.

Central Public Car Park For Apollo Bay
Colac Otway Shire has granted access rights across
14 Pascoe Street, Apollo Bay to enable the creation of
a central public car park.
The decision provides an opportunity for additional
public parking behind the adjoining commercial
developments within this precinct.
Colac Otway Shire General Manager Sustainable
Planning and Development, Jack Green said the
request came to Council because the existing car park
had long been identified as part of an overall off-street
car park concept plan.
"Essentially what this decision provides is the
opportunity to create one larger car park rather than a
number of smaller car parks each with their own street
access points," Mr Green said.
"This means there will be net gain of at least 50
additional public car park spaces as a result of the
decision, subject to entering into binding legal
agreements between various owners of the land.
"In effect, this decision will result in developers making
provision for additional public car parking in one
coordinated precinct."
Mr Green said the decision would also retain car parks
on the street frontage which would have been lost had
the individual property owners required access rights
for additional driveways into the back of their
properties.
"The new agreements will mean these individual
driveways will not be developed," Mr Green said.
"There will be less pedestrian conflict, increased on
street parking and greater availability of extra car
parking spaces for use by the general public and not
just customers of the adjoining businesses.
"There will also be improvements to traffic flow as cars
will be accessing via one driveway rather than four."
Mayor Cr Warren Riches said the decision was a good
result for the community and for Apollo Bay.
"Council is committed to addressing the need for
adequate car parking in Apollo Bay and this car park is
in a good central location for residents and visitors to
access the CBD," Cr Riches said.
"It's great to see businesses working with Council to
come up with a viable solution for car parking provision
in Apollo Bay."
Mr Green said Council officers would now seek formal
agreements with developers so the project could move
ahead.

 

TRANSFER OF LAND ACT
By application No. 125251A under section 60 of the Transfer of land act 1958 Philemon John Whipple and Jeanine Joy McKenzie Whipple both of 45 McLachlan St. Apollo Bay 3233 who claim by adverse possession, have applied for an order vesting in them, land forming part of the property known as 45 McLachlan street Apollo Bay as shown marked Lot 1 on the plan posted on the land at present standing in the name of Frederick Richard McKenzie (Certificate of Title Vol 7322 Fol 336).

Draft Municipal Health Plan
The Draft Municipal Health Plan, now available for public comment, recognises the context and priorities that impact on health and wellbeing at a local and regional level. It attempts to provide a planning and implementation process for actions at a local level.
Copies are available for inspection at the Shire's Customer Service Centres in Rae Street, Colac and Nelson Street, Apollo Bay, via the website or Colac Library.
Any person may make a written submission in accordance with Council's Community Consultation and Engagement Policy. Written submissions should be lodged no later than September 24, 2007 and forwarded to the Chief Executive Officer, Colac Otway Shire, PO Box 283, Colac 3250.
Persons making a submission should state whether they wish to be heard in support of their submission. Any person who has made a written submission and has requested to be heard will be given the opportunity to address Council at 12.30pm on Tuesday, October 9, 2007.


DESIGN COMPETITION

The Apollo Bay News Sheet Inc. has decided to
continue the competition to find a new Masthead
for our front page. We will be using some of the
entries already received as our masthead over the
next few weeks. This weeks masthead was submitted
by Becky Johnston from Kennett River; thanks Becky.
Designs must be in Black & White, 2.5 x 11cms, and
depict the character of Apollo Bay.
The Graphics can include the words "Apollo Bay News
Sheet Inc." but this is not essential.
The competition is open to all residents within the
shire. First Prize to the value of $100 will be awarded
to the best design received.
Entries can be posted to P.O. Box 195, Apollo Bay.

DAFFODIL DAY 2007

The Cancer council of Victoria would like to thank the people of Apollo Bay for their generous support of our annual Daffodil Day appeal. Total purchases and donations amounted to $1547.65, which was a tremendous result. Thanks also to Akiko and the Bakery staff for their help, and to all volunteers who kindly gave of their time. Daffodil day is a Lions Club Project.

It's on for young and old in the men's shed on Thursday nights.
Busy model boat builders of all ages are beginning to congregate at the new Men's shed (way back behind Marrar Woorn on Pengilly Avenue) to get a few tips from master model maker Dion Birchmeier for their entries in this year's Model Boat Challenge. The Challenge is open to teams of one adult and a child aged 8-19 to build a model boat that will free sail across the Apollo Bay boat harbour on Sunday October 14th. There are lots of great prizes and participation awards for all entrants. This year there's a new open section for "Veteran" entrants with a cash prize of $200 from Coopers Copiers in Geelong. This "Challenge" will be the last to be conducted on the day and is sure to be the stuff of legend.

FESTIVAL NEWS
Local musicians - Could all musicians who have and are going to apply for the coming festival please contact David Capon on 52377745 or dayfedsea@hotmail.com I would like to discuss with each of you your thoughts on venues, stage sound, number of performances etc. in the hope that we can maximize local input and best highlight the talent that we have on the coast. And possibly organise a musicians meeting to bring the best that we can to the next festival.
Art work - Stay tuned to hear about a professional artist coming soon to the school to work with our budding young artists to get involved in designing the next festivals art work- logo, web art, stage backdrops, banners etc.
Life members - the committee would like to welcome back valued life members - Betty Carr, Jane Gross, Jayne Martin, Gary McPike, Gail O'Leary, Rob and Chris Wilmot and Sue Stinchcombe and let you know that at the next meeting their status will be formalized so that no matter who is running the festival in the future theirs and future life members positions will remain 'for life'.

Community Breakfast For Breast Cancer Awareness
Colac Area Health and Colac Otway Shire are hosting a community breakfast to raise money for the National Breast Cancer Foundation and Breast Cancer Network of Australia at COPACC on Wednesday, October 24 from 7.30am to 9am.
Pink Ribbon Merchandise and Pink Lady Silhouettes will be available and the Pink Lady Silhouettes will be planted on the COPACC lawn in a Mini Field of Women. If you would to come along and support this special event, tickets are available from Council's Colac Customer Service Centre at a cost of $12 a head or $120 per table of 10.
