CEO at Otway Health
On behalf of Otway Health, Board President Andrew
Jephcott is pleased to announce the appointment
of Ms Linda West to the position of Chief Executive
Officer. Ms West will take up the position on Monday
1 October 2007.
Ms West has extensive experience in the community
health sector and comes to Otway Health from Ranges
Community Health Service in Lilydale and Belgrave
where she has been the CEO for the last nine years.
Prior to this she has held positions in Local Government
as well as Child, Youth and Family Service sectors.
Ms West has been Service and Development Manager
at Windermere Child and Family Services and Director
at the Mission of St James and St John. In addition
to an impressive work history, Mr Jephcott explained
that Ms West has also held positions on a number
of Boards and committees and is currently the President
of the Victorian Community Health Association (VCHA).
She has two undergraduate degrees as well as a Master
of Counselling from Monash University. Interim CEO,
Ms Jacinta Bourke, will remain in the position until
the end of September after which time she has decided
to pursue other opportunities. A member of the Otway
Health team almost since its beginning Ms Bourke
has held a number of vital roles within the organisation.
Speaking on behalf of the Board, Mr Jephcott said
that Ms Bourke's services over the years were very
much appreciated and that she would be greatly missed.
The Board of Otway Health takes this opportunity
to wish Ms Bourke all the best for the future and
welcomes Ms West to position of CEO. Additional

Rewarding Environmental Volunteers
Sue Hickey Memorial Grant
The Corangamite Catchment Management
Authority (CCMA) wants to reward people
who volunteer their time to protect
and improve our environment. Sue Hickey
was a founding member of the CCMA
and made an outstanding contribution
to community involvement in natural
resource management in the Corangamite
region. The grant offers up to $10,000
for training, study and other forms
of learning related to people's voluntary
work in natural resource management.

Hickey Memorial Grant? You have until

RUBBISH DUMPING IN
PARKS AND
FORESTS A GROWING CONCERN
The dumping of rubbish in the Great Otway
National
Park and Otway Forest Park is a growing
concern
said the Department of Sustainability and
Environment (DSE).
DSE District Coordinator for the Otways
Jon Rofe
said a quantity of household rubbish was
found on a
roadside in Barongarook, south of Colac,
last week.
"Rubbish dumping in our parks and forests
is an
ongoing problem" Mr Rofe said.
"The rubbish ranges from domestic and
household
goods, food and perishables, garden waste,
through
to oil and other chemicals and even animal
carcasses."
"Sheep carcasses have recently been
found in the
forest near Jancourt. The sheep had been
slaughtered and butchered elsewhere and
the
remains dumped in the bush."
Mr Rofe said it was outrageous that some
people
used parks and forests as a dumping ground
for their
rubbish. Especially when there are convenient
facilities located in Colac and elsewhere
to dispose of
rubbish easily and thoughtfully.
People caught littering or dumping rubbish
may
receive an infringement notice for a small
amount of
litter with a penalty of $215 or be taken
to court for a
more serious offence," he said.
"The maximum penalties under the Environmental
Protection Act are $4000 for general littering
and
$6000 for aggravated littering.
"The penalty for dumping animal carcasses
is a
maximum of $5000 and or imprisonment under
the
Forest Act."

The Apollo Bay Community Bank® Steering
Committee held an extremely successful
Products and Information evening at
the Apollo Bay Bowls Club last Monday
night. Over 40 potential clients attended
the evening to hear representatives
from Bendigo Bank talk about how to
transfer banking to the proposed Apollo
Bay & District Community Bank®
Branch. Locals were encouraged to transfer
their banking now and reminded that
the sooner they transfer their banking
the sooner the Community Bank® branch
can begin returning profits to the community.
There were many questions from locals
interested in hearing examples of how
other Community Bank® branches have
returned money to local community projects.
One of the most exciting recent examples
comes from the Maldon & District
Community Bank® Branch, a town of
similar size to Apollo Bay, who recently
held a community gifting day and handed
out $166,000 to local community groups
and clubs. The Committee will soon head
behind closed doors for the next stages
of the campaign, to sign the franchise
agreement with Bendigo Bank and form
a public company. A legal prospectus
will be prepared and the public invited
to become shareholders in the local
company that will run the Apollo Bay
& District Community Bank® Branch,

Dear Editor,
The Howard government's decision to sell uranium
to
India can only be described as monumentally
irresponsible, and it demonstrates our PM has contempt
for the opinions of Australians.
This extremely controversial decision was taken
without any scrutiny by the parliament and has
virtually no public support. Do you think undermining
the nuclear weapons non-proliferation treaty and
selling uranium to a country that is currently in
a
nuclear arms race with China and Pakistan is a
sensible thing to do?
Howard argues that the deal will involve strict
safeguards to make sure the uranium is only used
for
energy generation, but he fails to mention India
broke
a very similar deal with Canada in the 1970s resulting
in a nuclear weapons program.
Selling uranium for "peaceful purposes"
will also free
up India's uranium for non-peaceful purposes, and
Howard also fails to mention that India's nuclear
weapons plants still won't be scrutinised by
international nuclear agencies.
And what exactly is Howard going to do if India
decides to ignore these "safeguards"?
What are the
contingency plans if the Indian government goes
feral?
Demands for India to return "our" uranium
will simply
be laughed at.
When it comes to voting, citizens should compare
the
Greens' policies of nuclear disarmament against
the
Howard government's extremist pro-nuclear policies.
