A reminder that on Monday 18th August at 3pm a forum
will be held in Marrar Woorn to discuss transport
issues in and around Apollo Bay, Lavers Hill and
beyond. Trina Ebeiing, from the Colac Otway Shii-e,
is coming down to hear the community's thoughts
on current transport, and work with Otway Health
and the community to find solutions. Contact Kat

SPINNING
Would you like to learn to spin? It's a knack; like
learning to ride a bike, and once you get it you'll
be right. After that practice makes perfect! We
will help you. If you like this activity come back
- we meet on the 1st and 3rd Thursday of each month.
Join us for a pleasant and productive afternoon
of spinning (or knitting). This upright spinning
wheel, called 'Wendy' is ideal for travelling. Marrar

put their bins out the night before their scheduled
bin day, due to changing pick up times throughout
the Shire in the coming weeks. Please 'be a good
sort' and sort your rubbish correctly.

1st Stage of Skenes Creek
Tributary Project Complete
Thank you to all the brave souls who
lent a hand last Sunday in the freezing
and wet conditions. With your help
we have now finished the first stage
of restoration of the Skenes Creek
tributary. The next stage will begin
next summer (pending funding, of course)
with the removal of sweet pittosporum
along the east side of Skenes Ck Rd,
the continued management of environmental
weeds at the old dumping site and
the subsequent revegetation of these
areas.
The invasion of Sweet Pittosporum
along this site has suppressed the
growth of other indigenous plants
and is creating a monoculture of this
species. The natural range for sweet
pittosporum is the coastal strip from
the south-east comer of Queensland
to the eastern side of Melbourne,
but its use in gardens has enabled
it to escape and spread into western
Victoria. It grows between 4-14m in
height making it one of the Southern
Otway's tallest weeds.
We do have a local pittosporum tree
species - Pittosporum bicolour ("Banyalla")
- which is indigenous to the Southern
Otways. We ask that local residents
please plant the local pittosporum
instead of the foreign Pittosporum
undulatum (Sweet Pittosporum). Banyalla
is also a very attractive small tree
(3-10)m) with small aromatic yellow
flowers.

FESTIVAL
Festival Director ...
The committee are happy to have on board
Caroline Moore as the Festival Director.
Her huge effort and commitment to the 2008
festival was little short of amazing. We
feel lucky to have someone of her professional
ability, and intimate knowledge of the music
industry, working side by side with us to
help deliver another exciting event in 2009
Festival Administrative Assistant An exciting
position exists for a passionate, committed
and organised person with sound administrative
skills to work on the 2009 Apollo Bay Music
Festival. Areas of responsibility include,
but are not limited to, database entry and
management, office management and working
with the Committee and Festival Director
on key organisational facets of the event.
The position will be part time and requires
good computer skills and a firm understanding
of, and commitment to, the philosophy of
the festival.

Local Artist Applications
Artist applications have been on line since
1 June, and the festival is currently receiving
many high quality applications. We urge
local artists to start working on their
applications now, as the closing date is
12th of September. With all artists we are
encouraging them to take time with their
applications; we have a commitment to the
presentation of excellence in the program
with a particular focus on original and
exciting material. An indication of what
you have been up to (musically) in the past
12 months with a current recording.

Mini Olympics at Apollo
Bay P-12 College
While you may have noticed some sporting
events on the TV lately, I hope you haven't
missed the Apollo Bay Olympics at school last
week. Students from Prep to Year 12 were assigned
to various teams (like Botswana, Leichtenstein,
Mozambique, Kazakhstan etc).
On Wednesday, we had team meetings to make
our flags, badges and banners and to compose
our team song. On Friday, the day of another
ceremony in Beijing, each team made a presentation
to an assembly. Then they competed in five
Olympic Sports, including Word Games, Drama,
Numeracy, Ball Games and running.
Medals were presented by outstanding local
athletes: Don Wagstaff, a 3-time Olympian
and multiple Australian diving champion; Phil
Anderson, AO, who wore the famous Yellow Jersey
in the Tour de France 12 times, as well as
winning Commonwealth Gold twice and numerous
professional cycling races; and Gail Couper
from Lome, a multiple winner of the Australian
surfing title of the Bells Beach Classic.
Thanks to all staff for making it work and
congratulations to all the participants.
Of course, this was all part of our Literacy
and Numeracy week celebrations. Don't forget
the,Writing Competition closes on August 15th.
Winners will be published in the Apollo Bay
News Sheet. The spelling bee will be in the
week August 18-22.

Romeo and Juliet
This semester we are introducing our Level
2 English students to the drama and poetry
of Shakespeare's famous
, Romeo and Juliet. In Act 1, Romeo describes
what it's like to be unhappily in love. He
uses the famous oxymorons: "0 brawling
love, 0 loving hate", "heavy lightness
" and so on. "Our students wrote
a poem in this style.
We go through this torturous bliss Of imprisoning
freedom, sincere lies \
And soothing burns
For nothing and everything
And forgotten memories.

Otway Forum 201st Meeting Sunday
August 10th, 2008
Apologies were received from Janine Coles,
Rob Kanngieser and Phil Lawson. Cr Carol Wilmink
was in attendance.
Harbour Development: The meeting noted the
latest move by Council on the proposed Harbour
Development with the recently released Community
Newsletter. Particular note was taken of the
5 day Program of community consultation starting
with a Public Meeting on Thurs Sept 18 and
ending on Mon Sept 22. The future of the Harbour
Reference Group was uncertain but Council
had rejected a request that the Forum have
two representatives. It was also noted that
there was no representative from the Amateur
Fishing Group.
Council Elections 2008: There was general
discussion about the November Council Elections
with the view that it was important for the
Apollo Bay Community to have a number of people
standing. The Forum will seek to encourage
people to come forward. The Municipal Association
of Victoria have a website www.standforcouncil.com.au
The Otway Forum will publish more information
in the next few months. It was agreed that
the Forum would sponsor a "meet the candidates'
public meeting prior to the elections and
potential candidates would be invited to a
Forum meeting. Nominations open on 23 Oct.
and close at 4.00pm on 28 Oct.
Council Budget: Contrary to press reports,
Stephen Hart reported that significant changes
were made to the wording of several differential
rate categories in the budget, after Council
was alerted to problems with the initial document.
Council's Position on Policy Statements: The
meeting referred to the dilemma Cr Wilmink
faced over legal advice that she should not
vote on planning amendment C29 last April.
In the light of this does Council have advice
for candidates with regard to Policy Statements?
Adapting to Climate Change^. The extent to
which climate change was expressed in the
C55 (MSS) planning amendment was questioned.
Perhaps Council could consider something like
what the City of Melbourne has done in a City
of Melbourne Climate Change Adaptation Strategy.
Coastal Recession: It was reported that the
sand dune opposite the Cable Station Museum
had eroded leaving a two metre drop to the
beach.
Barham Valley Road: The difficulties associated
with the very poor condition of the road were
raised yet again. While Council may be interested
to promote tourism and the associated traffic
to the Valley, the road remains dangerous.
Action not words is required. Next Meeting

Board Members
As reported a few weeks ago, the new Otway Health
Board has been elected; as such we will be telling
you a little about two board members each issue.
This week we have Sisca and Terry.
Sisca Verwoert- Board Member Sisca was born in Holland
and migrated to Australia in 1954, and has lived
extensively throughout South East Asia. As a student
at Monash and Melbourne University she had a strong
passion for Art which has forever stayed with her.
Sisca has had extensive experience as a volunteer
and has worked as a volunteer Language teacher to
refugees in Manila and the Philippines, volunteer
Narrator of books for the blind and a volunteer
orphanage worker in the Philippines. Sisca was editor
of'College Women's Association Newsletter' in the
Philippines, has had paintings exhibited on numerous
occasions and worked for 3 years as a Social Worker
in the Children's Hospital, Melbourne (RCH).
Sisca would like to represent the client group by
advocating on their behalf and by ensuring that
policy and practice of the best and most enlightened
kind.
Sisca has been a member of the Board since 2007
and is a member of the Audit Committee for the 2008
/ 2009 year.
Terry Redmond - Board Member
Terry trained as an architectural draftsman and
later as an airline pilot. Terry moved to Australia
in 1988 and worke~d for Australian Airlines as a
pilot. In 1993 Terry started his own business which
he ran until late 2005 when he retired to Apollo
Bay. Terry's experience in Australia has been gained
through the building and construction industry.
His company Grosvenor Quality Homes spent several
years working closely with Delfin Lend Lease on
their major developments at Chirnside Village and
Lakeside Pakenham. Terry was a member of the advisory
committee to Croydon District Council on the Wiklow
Ridge
protection amendment. Terry came on to the Board
at Otway Health because he felt he now has the time
and experience to offer the Multi Purpose Service
in which he has a strong interest. Terry has been
a member of the Board since
November 2006. Terry is a member of the Capital
Works Committee.

Diabetes Information at the Pharmacy
Apollo Bay Pharmacy is now a NDSS sub agent which
is fantastic news because it means people with
diabetes can easily access all the equipment they
need to manage their diabetes at a greatly reduced
rate.
Apollo Bay's diabetes educator, Michelle Cox,
will be in store on August 26th from 10am-12pm.
Michelle will be available to offer confidential
risk assessments, blood pressure and waist circumference
and weight measurement. Michelle will also offer
glucose meter checks and upgrades where needed.
This is a great opportunity for those living with
diabetes, or those simply concerned about their
health and well being, to meet with Michelle to
learn more about diabetes and what measures can
be taken to reduce the risk of developing. Appointment
is not necessary, just turn up.
Mend your ways
A series of 4 workshops that will show you how
to put in a zip, hem or patch your jeans, create
a buttonhole or most other things you might like
to know. Its time to recycle! Byo sewing machines
in good sewing condition. Monday afternoons 1
to 3pm at Marrar Woorn
Car Pooling
There is now a diary in the entry of Marrar Woorn
where you can place your details if you're looking
for a lift or offering a ride. There is also a
provision for events to be placed in the diary
to assist the community in planning, so please
feel free to add yours.
Vic Market Bus Trip.
It's on again! Due to popular demand the bus will
be market bound departing 8am Thursday 21 August
from Marrar Woorn. Cost $20.

Re Apollo Bay Harbour Precinct Community Newsletter
We are told via this Newsletter that the redevelopment
of the harbour has been 'a priority of Colac Otway
Shire Council over many years...' At least eighteen
in fact! Isn't 'priority over many years' an oxymoron?
The Newsletter then goes on with a series of
motherhood statements that begin, There is a need
....' However I find two of these statements to
be in conflict. 'There is a need to protect the
'unique character of Apollo Bay and the Harbour
. Precinct' (With no definition of unique character.)
Followed by 'There is a need to redevelop the Harbour
Precinct and in doing so optimise community benefit.'
I would suggest that most people would say the unique
character is the
largely undeveloped charm the harbour exudes. Under
the heading of 'Studies, Reports & Strategies',
there are fourteen listed for the period of 1990
to 2008. At what cost to the
community for a seemingly nil return to date? Under
the heading of the 'Story so Far', more consultants
are listed: Sept 2006, Meinhardt Infrastructure
and Environment; Feb 2007 PricewaterhouseCoopers;
Feb 2007 Council's own community engagement. Then
we are told of yet another consultant getting into
the honey pot: Ecological Sustainable Design (ESD)
who are going to do an EBD. Council did a CLOT but
found the result to be MUD and not at all WET so
now they are going to do another CON. (See translation
below) On a more serious note, the Community is
reminded that, in response to the Feb 2007 release
of the Harbour Precinct Master Plan, Otway Forum
held a Public Meeting on Sunday April 8th, 2007
in the Youth Club Hall in Apollo Bay. 167 people
attended this meeting which showed that many ratepayers
were unhappy with many of the proposals advanced
in the Master Plan. There was also a general sense
of dissatisfaction with the way in which it had
been presented to the community. The report of that
meeting, (which was presented to Council), can be
viewed on the Otway Forum website at www.forum.apollobay.org.au

I always feel trepidation when I
collect my daily mail Why do back to front letter
boxes still exit today? When a strong wind blows
I could be swept off my feet. After rain I could
slip and break my neck. Just a strip of concrete
(not gravel) fronting the letter box could wipe
away my fears. Esme
I don't know how many people read the Colac Herald,
but last Monday 11 August page 5, there was the
heading "Apollo Bay in top 5". No! not
in football or netball, no! in the top 20 of Australia's
recommended holiday destinations. What an achievement
considering we have no top class hotel overlooking
our harbour. No road going around what is now the
golf course. No shops in the "harbour precinct".
What is it then, it is because we have beautiful
open spaces, we can look over green areas to the
sea without any hindrance to our view, we can look
back to the lovely hills, we have no sky- scrappers.
We have a lovely river we can drive along. We can
sit on the foreshore and have our lunch, we can
stroll around without a crush, we can sit and eat
ice cream. It is simple and lovely. Let's keep it
