THANKS FOR CELEBRATING NAIDOC WEEK 2008!
To all those who helped organise and participated in NAIDOC week, a celebration of Indigenous culture, thanks very much for making it such a special occasion. The day began with an informal talk by PARKS rangers on the Indigenous history, artefacts and bush tucker of the Otway region. We all found this really interesting.
After a morning of showers and wintery weather the clouds parted in time for the ceremony at the front of the school. It was a privilege to have Ron Arnold, elder of the Gulidjan people, give an Acknowledgement of Country and to the Clarke family and Richard for making the flag raising ceremony so memorable. I would like to thank the students Brodie, Shaye, Phoebe and Katie for helping to ceremonially smoke the Aboriginal and Australian flags which they raised in unison in a symbol of cultural sharing and respect. Also thanks Nick and Kira Jayne for the flowers and for presenting some to Aunty Edna. The choir performed songs underneath the flags and you all helped make the day great! Cheers to the school for making us all feel so welcome. We had a beautiful afternoon tea at Marrar Woorn and to all the staff at Otway Health who supported and worked on all aspects of this event you all deserve big well done.
We'd all had a pretty big day but it wasn't over yet with some great live Indigenous music and meals at the Krambruk Room. To all the performers you were fantastic and everyone loved the music. A big thanks to the bottom pub for the venue and food. Lastly thanks to all the sponsors Otway Health, Colac Otway Shire, Corangamite Catchment Authority, Landcare and Parks for all the support and funding contributions as this would not have been possible without you all.

Southern Otway Landcare Network 'Landtalk'
A big thankyou to those that braved the rain and cold last Sunday and put in a fantastic effort to make our National Tree Day at Skenes Creek such a success. In partnership with the Apollo Bay Kennett River Foreshore Committee we put in a total of 1886 trees over the two sites and celebrated our hard work with a lovely BBQ with music provided by Jim Butt- thanks Jim. We still have 800 plants to get in to finish the first stage of restoration of the Skenes Creek tributary so we will be having another planting day on Sunday 10tb of August 10am - lpm, meet Skenes Creek Picnic Ground for transport to the planting site. Waterwatch QA/QC Session 2nd August Apollo Bay
Each year, Waterwatch Victoria hosts a "QA/QC Week" across the state. Waterwatch coordinators and monitors are invited to test a range of 'mystery samples' prepared by NATA accredited laboratories. Electrical conductivity, pH, turbidity, reactive phosphorus and macro-invertebrate samples are available. It is a great opportunity to compare our results in the Corangamite region to other parts of the state. This event is an opportunity for participants to self-assess their monitoring competencies, and take steps towards improving the accuracy of their monitoring data. QA/QC is performed by Waterwatch staff and volunteers alike. Corangamite Waterwatch is now contacting all monitors to join in the QA/QC activities and inviting them to participate in one of these QA/QC events. Each child develops at his/her own rate, and although your child's age may make him/her eligible to begin Preschool or school, other factors may impact on his/her readiness for such experiences. You need to begin thinking about when your child is likely to begin school, and therefore when is the best
time to begin Preschool. Do you know in Victoria, your child does not have to start school until they are six years of age? Positive Ageing Strategy
Research Paper and Action Plan 2008-2012
Colac Otway Shire has developed this plan to support the needs of the region's ageing population.
A key aspect in its development has been community consultation, with eight community forums held in January and February of this year, as well as phone interview conducted with a range of community agencies, local business representatives and research agencies across the Shire.
At the Council Meeting held on 22 July 2008 Council received the draft Colac Otway Shire Positive Ageing Strategy Research Paper and Action Plan 2008-2012. Council is now seeking public submissions and comments on the documents. Copies of the documents are available for inspection at the Rae Street Office Colac and the Apollo Bay Customer Service Centre. They are also available on Council's website at www.colacotwav.vic.qovau. Any person proposing to make a submission and/or comments on the documents can do so until Friday 29 August 2008.
Submissions should be forwarded to the Chief Executive Officer, Colac Otway Shire PO Box 283 Colac 3250. Any person who has made a written submission and wishes to be heard will be given the opportunity to address Council on Tuesday, September 9 2008 at COPACC. Colac Otway receives a grant to take our Heritage online: Colac Otway Shire has received an 'early bird' grant of $3,000 from the State Government's Victoria's Heritage Grants program, for the digitisation of the Colac Otway heritage study. The Mayor, Cr Chris Smith, congratulated Council officers for being on the front-foot in making Colac Otway's heritage listings available digitally via the State Government's online database.

Special Council Meeting to adopt 2008/09 Budget
Colac Otway Shire will hold a Special Council Meeting on Wednesday July 30 at 9.30am to adopt its 2008/09 Budget.
The Mayor, Cr Chris Smith, said as a result of questions asked at the Council Meeting on July 22, the 2008/09 Budget was withdrawn. "The questions asked provided an opportunity to resolve some perceived internal discrepancies within the Budget document," Cr Smith said. "The form of the Budget document has been altered, so that it is now clearer and easier to understand. The alterations are not of a material nature, and the intent of the Budget document remains intact."

Council agrees to enter into a new Corangamite Regional Library Agreement
At its meeting held yesterday, Colac Otway Shire agreed to join with Warrnambool City, Corangamite and Moyne Shires in a new regional library agreement, until June 2013.
Council's contribution to the Corangamite Regional Library Corporation in the 2008/09 financial year is $406,271.

 

Council received almost S2m in grants last financial year
Colac Otway Shire received $1,992,559 in external grants in the last financial year, outside of regular grants Drograms. Council's Chief Executive Officer, Tracey Slatter has congratulated Council staff for their great efforts in proactively applying for funding opportunities and achieving this amount.
The Mayor, Cr Chris Smith, said, "This is a great result for the people of Colac Otway Shire. Funds from State and Federal Governments enable Council to complete a range of projects that otherwise would be funded from rates. It's not just about the money -it's providing the skate park for young people in Birregurra; expanding educational opportunities through the Beechy Precinct; planting trees and restoring the environment; access for disabled children to recreational opportunities; and getting people out and about on the Lake Foreshore exercising and enjoying the natural environment. These dollars translate into a better community for all."
Council protects the community with a new approach to Planning Enforcement
Colac Otway Shire is seeking applicants for a new position to more proactively enforce planning conditions and protect the community's amenity.
Chief Executive Officer, Tracey Slatter, said the newly created position recognised that many members of the community contributed to ensuring strong planning conditions were in place, and that these should be enforced.
"The current approach of our officers enforcing planning conditions is limited in its effectiveness, due to their priority on processing planning applications," she said. "We have restructured within our existing resources and created a position that is dedicated to enforce non-compliance with the Colac Otway Planning Scheme. The Planning Enforcement Officer will develop and implement new procedures relating to enforcement to ensure there is a more efficient process for proactive anc responsive enforcement, and that planning and building permit conditions are adhered to responsibly. Planning permit conditions are in place to protect the community and need to be properly enforced. By increasing our efforts at enforcement, this should have a positive effect of reducing the incidence of non-compliance through greater awareness that there are consequences for doing the wrong thing".
For example, many permits require landscaping to be provided, sometimes in an effort to screen overlooking between properties, or it may be requirements to submit management plans for weed control on sensitive sites.
"A common area of non-compliance relates to removal of native vegetation with planning permits and the new position will give Council far greater capacity to investigate and respond to these incidents."

the Region that would add to your existing knowledge
about towns, trails, events and tourism attractions.
You would be needed for one 4 hour shift per week.

would like to share your knowledge of the region while

Council's New Environment-Friendly Fleet
Colac Otway Shire has shown its commitment to
sustainability and the environment with a review of its
current light fleet vehicle policy.
Chief Executive Officer, Tracey Slatter, said a review
of the policy is undertaken annually to ensure the best
value for the Council, and this year a new set of
guidelines were implemented.
"We have undertaken a detailed examination and
developed a set of purchasing guidelines that aim to
deliver a more environmentally friendly fleet," Ms
Slatter said.
"Vehicles purchased under the new guidelines will
result in savings to Council, and therefore ratepayers,
and a reduced average fuel consumption of 1.7 litres
per 100 km travelled."
"Fuel consumption has a direct correlation on carbon
footprint, and we're committed to reducing the impact
our organisation has on the environment."
Priority will also be given to the ability of a new vehicle
for the fleet to be purchased and serviced locally.

 

200m OTWAY FORUM Sunday 13th

Tony Webber welcomed all to this special Forum meeting. Discussion and reminiscences followed. Acknowledgement was made of contribution of Tony and Bob Telford over the years. Achievements of the Otway Forum include representation on government panels, attendance at council meetings, presentation of issues in public forums etc. The Forum is a venue for the dissemination of information about community issues. Forum is grateful for the attendance over the years of councillors and would like to see this as a regular part of its meetings. Councillors and bureaucrats have traditionally attended Chamber of Commerce meetings and we would like to see them at the Forum's more generally representative meetings. Refuse Bins

What skills do you have?
Adult Education is an integral part of any communities' development. Skills die out with their owners, how much of what our community knew how to do 50 years ago is now lost forever? We all have skills, in fact we have lots of them, but in order to pass them on to others we have to figure out what those skills are and find a way to articulate them.
Maybe you are an excellent gardener and have had a vegetable patch for 30 years now, you may not think so but people are crying out to learn how and when to plant and take care of their vegetables. On the other hand you may be a great cake baker, card makers, sewers, bike fixer, woodworker, astronomer, fisherman, the list is endless and there are always people who want to learn.

Transport Forum

On Monday 18th August at 3pm a forum will be held in Marrar Woorn to discuss transport issues in and around Apollo Bay, Lavers Hill and further beyond. Trina Ebeling, from the Colac Otway Shire, is coming down to hear the community's thoughts on current transport, and work with Otway Health and the community to find solutions. Marrar Woorn Meetings

Gardening Club meets the third Monday of the month at 2:00pm. This group swaps cuttings, techniques and ideas, and also organises garden trips. Everyone welcome.
Climate Change Action Group meets every 2nd Monday from 6:30 to 8:30pm. We have only met once and don't have a name yet - thaf s next meeting - any ideas?
Marrar Woorn Yoga Group meets each Monday from 10:00am - 11:30am. This is a gentle session for people of all skill levels. Its aim is to calm the mind and relieve stress bringing a feeling of peace and harmony. Newcomers welcome.
Painting Group meets every Wednesday from 1:00pm - 4:00pm. All skill levels welcome to share knowledge and ideas with the group. BYO materials, paint and brushes. Come and join!
Patchwork Quilting Group meets first Tuesday of every month from 1:00pm - 5:00pm. Come along and join others in finishing those uncompleted pieces of work, share ideas and maybe even learn new ones.
Book Club meets first Thursday of the month. Steiner Playgroup meet every Friday form 9:00am -12:00pm.
Spinners Group meets at Marrar Woorn on the first and third Thursday of each month at 2:00pm (until about 5:00pm). When there is a fifth Thursday, 3 or 4 times a year, we enjoy lunch together at a local eatery.
Playgroup meets each Wednesday 10:00am -12:00pm at. Each child to bring along a piece of fresh fruit to share for morning tea. Tea and coffee facilities are also available. Newcomers always welcome! $5 per session for casual attendees and $80 for annual registration. Please note, this is held at the Uniting Church.

 

Apollo Bay Music Festival
Apollo Bay Music Festival Committee reappointed & artist applications open now.
On Sunday 27 July at 2 pm the 2008 AGM for the Apollo Bay Music Festival Inc was held. Chaired by Cr Carol Wilmink and attended by over 40 people, the meeting was a concise report of the successful festival held this year. The overwhelming constants in the report by Festival President, Peter Fillmore was that this year the festival was a true celebration of a sense of community. The Festival Committee farewelled Andrew Nicholas as an Ordinary (committee) Member and thanked him for the enormous effort he put into the 2008 Festival designing ads and the promotional brochure, as well as being the driving force behind the Apollo Bay P 12 Secondary College involvement in the design of the image. The 2008/09 Committee is: Peter Fillmore, President. David Capon, Vice-President. Anton Tibbits, Secretary. Chris Mariner, Treasurer. Robyn Gray, Ordinary (Committee) Member and they welcome on board the vastly talented and experienced Jayne Martin as an Ordinary (Committee) Member. Thankyou to all the people who attended the AGM and showed their ongoing support and commitment. With the Community's and Member's involvement the Committee look forward to another wonderful adventure. So come with us as we head off toward the 2009 Festival on the 27th, 28th and 29th of March. With the AGM now completed plans for the 2009 Festival are full steam ahead. Artist applications have been on line since 1 June, and the festival is currently receiving many high quality applications. We urge local artists to start working on their applications now, as the closing date is 28 August. For local artists we are extending the closing date to 12 September. With all artists we are encouraging them to take time with their applications, we have a commitment to the presentation of excellence in the program with a particular focus on original and exciting material.

Happy 90th Birthday
Johnno
After his creation on the 28th July, 90 years ago,
Eric (Johnno) Johnston celebrated his birthday with
his family and many of his friends. He was made King
for a day and Vera, who has always been at his side,
was his Queen.
Fun, frivolity and surprises happened around him all
day and maybe this was the reason why his speech
was kept to the shortest (by his standards) the family
has ever heard. He enjoyed the Grandchildren singing
their dedications to him. You had to be there to realize
where their singing "talent" comes from. He also
fulfilled a life long dream of breaking through a
Coilingwood banner. As you can see in the picture it
was a very proud moment. All in all, a fantastic day was had by all and Dad was
very proud to have shared it with those whom he
loves and has had life long friendships with over his
90 years of creation. He now says that it was a great
rehearsal for his 100th birthday and expects everyone
else to be there as well!

Thanks Colac Hospital
In Colac's fair city, where girls are so pretty. . . kind too.
Sure I've pinched lyrics from and old Irish song 'tis true.
One night I created a drama in my own stupid way by staging a stroke, and I don't mean in a play. I was carried out, two gorgeous hunks it took, but I was too far gone to appreciate my good luck. Next I was violently sick, nowhere near a sink,
with Ambo's saying "How much did you drink?" After that I was stripped of my gear - more than 40 years since that happened, I fear! Wearing back to front nightie I awoke to find it covering all the front but draughty behind. In hospital next, in a comfy warm bed, hallucinating with articles floating over my head.
Shelves with roses reaching up to the sky. My bedlinen was also rising on high. Closed my eyes to shut out this frightening scene. Surely I am having a horrible dream? But after all that - I began to enjoy the wonderful staff the hospital employ.
A kind lady wheeled me over to play the hostel piano - it really made my day. Another with eyes so blue, knowing I was so sad, made sure I attended a concert, which made me so glad.
With a car to take me right to the door what could this ancient gal wish for more? A serving of chutney to add more flavour
When no wish for food twas really a favour. Once more a kind lady who saw mt time of need Was there with a dish when my time to feed. When solid food was not welcome in my tummy
Sustagen chocolate flavoured (thanks Megan) was oh so
yummy. A cheeky young doctor with a cheeky grin
So many to thank, where do I begin?

Correction of budget error welcomed
Last, Tuesday 22 July 2008, the Colac Otway Shire Council deferred adoption of the Council's budget following questions about an apparent error in the differential rates exhibited in the budget. This error may have put up to a $1 million of rate revenue at risk.
The Council has re-written the relevant section in this year's budget thus avoiding the possible loss of rate revenue. This correction is welcomed. Council will consider the revised wording at its meeting on 30/7/08.

Sculley Baby Appeal 1999
Some community members may recall that in 1999, following a car accident in which baby John Sculley was seriously injured, a public appeal raised $1,459 in the ensuing weeks, with an account established at the CBA. The funds were transferred to a trust account (Term Deposit) with Sewells Finance under our trusteeship. The family recently contacted us to request that the funds be transferred to the control of the Supreme Court Melbourne to be consolidated with funds administered by the Court for John's welfare. The family also had need of a new washing machine and since the fund had grown to $2405, we agreed to the purchase with the balance going to the Court.
The trust account is now closed and our obligations have been discharged. On behalf of the family, thank you for your donation. Les Noseda and John Spencer as Trustees

FORREST RIDE UPDATE

It was wet, cold and muddy in the Bay, but what a dedicated group of riders. About 10 turned out last Sunday passing up the option of the couch and TV. These hard core guys and girls donned their gear, grabbed their bikes and set out to take on the Forrest Trails in all their glory. Turned out to be not so bad after all and the tracks held up great in the wet weather. It was such a success they want more, so if you wanna ride Forrest
