Students invade Otway FM
The tiny Colac radio studios of Otway FM played
host to a bus load of year 6 and 7 students from
Apollo Bay last week as groups of 2 and three enjoyed
their "15 minutes of fame" as part of
this years media studies. Teacher and community
radio veteran, Bryan Dwyer said the children acquitted
themselves with a great level of professionalism
and creative flair. The move is a pre-cursor to
more Apollo Bay student involvement in community
radio as Otway FM works persistently to establish
the infrastructure required to broadcast into and
out of Apollo Bay, Lome and Camperdown. Anyone with
an interest in of the current state of our local
Community broadcaster should contact Bob Knowles
on 5237 7223 or e-mail to bob@creativemuscle.com.au

Upcoming Project!
The Department of Sustainability and
Environment approved SOLN's concept
proposal for the New Generation Landcare
Grant last week. The focus of this
proposal is on the protection and
enhancement of priority waterways
in the Southern Otway region. Priority
waterways were identified by each
of the four local Landcare groups,
these included the Barham River (west
branch). Ford River, Sbenes Creeb
and the mouth of Smythes Creeb. The
funding proposal includes $40,000
of on-ground works for each local
Landcare group to protect and enhance
their nominated waterway. SOLN will
be working closely with these groups
over the next couple of weebs to develop
the full funding proposal by mid-July.
Chemical Certificate
SOLN is looking for expressions of
interest to tabe a chemical handling
course. SOLN coordinators Greg John
and Anna O'Brien are eager to tabe
theirs and hope to organise an instructor
to come down to Apollo Bay if we gather
enough people. If you need to get
your chemicals certificate or you
just need a refreshers course, give
SOLN a call on 5237 69O4.

Taste of the Bay Dinner

successful second annual Taste of the Bay
Dinner. Guests, who included locals and part
time residents, were treated to an amazing
evening of entertainment and fine food with
the five course meal prepared by our own chef,
Lee Ryan.
The dinner was a huge success, raising more
than $3,600 towards Otway Health's annual
fundraising target of $76,000. Funds raised
from events like the dinner allow us to continue
to provide high quality services to the community.

75TH ANNIVERSARY
OF THE OPENING OF THE GREAT OCEAN ROAD 23-26 NOVEMBER
2007
Preparations are underway to acknowledge and celebrate
this event. You may know that the Great Ocean Road,
from Lome to Apollo Bay, was built by returned service
personnel after WW1. Their endeavours opened up
this beautiful coastline for the world to see and
wonder, and led others to a place they call home,
now that's worth celebrating. With the backing of
the Chamber of Commerce and the Colac Otway Shire,
an absolutely huge celebration is being planned,
so watch this space as we will keep you posted.

Dear Editor,
If you were not at St Aidan's last Sunday you missed
a wonderful treat - a feast of Celtic music presented
by Cath Connelly playing the Celtic harp and Colin
Macleod on the fiddle. Both artists were intelligent,
informative and humorous and performed with great
empathy and love of their instruments. Most of the
music was composed by Judi Forrester's great great
great grandfather in Cork, Ireland with some very
interesting comparisons with Scottish and Welsh
music of the same period. At the end Colin jigged
up and down the aisle as he fiddle away and Cath
took her harp for a quick turn of the floor behind
him — a perfect finish.
During the interval the audience enjoyed a delicious
afternoon tea and the opportunity to talk to Colin
and Cath.
A big thank you to Judi and family for sharing their
family treasure, to Jane Gross and AB Arts for arranging
a marvellous afternoon, and to the locals for being
out in force to support and encourage the artists.
Let's share more lovely music soon.
Marjorie Morkham
Dear Editor DOING THE MUSIC FESTIVAL WRIGGLE
It seems the current paid Music Festival executive
looks set to arrogantly wriggle around the local
community desire for a voluntary committee as set
out in the Shire funded Paxinos business plan 2003.
At a special general meeting on 10th June 2007,
called by the (paid) committee, a clear majority
of legitimate members -34 to 32, voted in favour
of a special resolution for a voluntary unpaid committee
of management. The chairperson duly declared the
motion successfully carried. A second contentious
item concerning life membership was adjourned and
the meeting concluded.
Sometime later, the chairperson discovered that
for a special resolution to be passed the vote should
be 75% in favour. This not being the case a hasty
email was dispatched to most members advising that
with hindsight the voluntary committee amendment
had actually been defeated. However, the Incorporated
Association's rules state, "at any meeting
at which a special resolution is submitted, a declaration
by the chairperson that the resolution has been
carried is conclusive proof of the fact". At
the 10th June meeting the chairperson had indeed
made such a declaration. The resolution had been
carried! According to the Association rules (rules?-phooey!)
there can be no change after the chairperson's declaration,
regardless of voting percentage.
How ethical is it to ignore a popular, but inconvenient
vote, as well as the Association rules?
So, where to from here? Will there be a return to
a voluntary committee? Does this require a special
resolution anyway? Is the current committee resigning
as often stated in print? At the coming A.G.M. will
those hundreds of out of town committee compliant
proxies recruited last year control the outcome?
Or, will the Music Festival be returned to the Apollo
Bay 'community?

Dear Editor
I know that much of the community has had enough
of the divisive and polarized debate over the music
festival, but recent events and letters compel me
to add yet another one.
Community is the crux of the debate. All around
Australia commercialism and the unsustainable development
that ensues are swallowing up and decimating community
based townships. Despite the valiant efforts of
people such as John Spencer, Stuart Hart and others,
unsustainable and undesirable development is continuing.
We are not only at risk of losing our picturesque
environment, but the glue that holds its people
together- that is the community. The Apollo Bay
Music Festival is no longer. A successful music
festival that just happens to be on the Apollo Bay
Foreshore has replaced it. I do not appreciate "Kit
Wilson" or the other 100 or so out of town
proxy ring-ins being part of the decision making
process around matters that involve and affect our
community.
The issue of a voluntary committee seems to have
upset the current committee and I am wondering why?
Why can't we run a festival with maximum community
involvement and focus whilst offering paid positions
to avoid volunteer burnout? This model is good enough
for Wangaratta, Port Fairy and Queenscliff. Why
not us? Why have an autocracy and profit taken precedence?
I work with hundreds of people in this town and
it saddens me to hear post festival feelings of
disenfranchisement and alienation instead of the
elation of old.
I have also performed in the last 8 festivals and
experienced the highs of great gigs at nearly every
venue, only to find myself with the other local
musicians this year given on half hour slot at the
venue with the poorest stage sound reputation. The
local musicians who were once at the forefront of
this festival, regardless of professionalism and
prowess have been tokenized and treated as a burden.
I'm left wondering as to whether future plans may
be to set up a generator in front of the public
toilets and give each artist two songs each and
then be told to get out of the
way!
Anyway, there is far too much to be said on many
issues such as local music, local art and artists,
fund raising stalls, workshops, school involvement
etc for this letter.
I will finish then with an imploration to our community
-please get involved! Past, current and any potential
future festival members please renew, apply and
attend. If the current committee is to stand down
then lets take the added marketing success and use
it to create an even more exciting community project.
If they are not, keep giving them input so that
we, the people are not lost amongst the crowd and
the drive for profit.
I am prepared for the cursory supercilious presidential
rebuttal, and even vilification ala Bill Gross and
other brave community members who have endeavoured
to bring transparency and accountability back to
the festival. I don't believe that this is a "minority"
sentiment. Sincerely, David Capon.
