C55 Panel Hearing opens in Apollo Bay
The Planning Panel hearing the C55 Municipal Strategic Statement (MSS) amendment moved to Apollo Bay on Monday 23rd June, 2008.
The Panel, which has already held sessions in Colac is chaired by Mr Lester Townsend, assisted by M David Merrett and Mr Geoff Rundell. (Leste Townsend was also the chairman of the C29 (GOG) Panel that had hearings in Apollo Bay in 2006 and 2007.) In the C55 Amendment the Colac Otway Shire is the proponent and in essence the amendment, when adopted, will meet the statutory requirements for the implementation of the Apollo Bay Structure Plan as well as a number of other things.
After two days of the hearing it is apparent that the Panel will find it necessary to make some ruling on some apparent anomalies between the Apollo Bay Structure Plan, as exhibited in the C55 amendment, and the expressed intent of Council in the passing of the C29 Planning Amendment (GOG) last April. The difficulty is compounded by the fact that the motion passed by council in accepting C29 also seeks to amend the Municipal Strategic Statement.
A number of submitters to the Panel have already made this point and it has been acknowledged by Mr Townsend. A further difficulty that is not resolved pertains to the water storage needs of Apollo Bay. A tabled document to the Panel was advice to Council on the project status of the proposed 250ML water storage required for Apollo Bay.
A draft report indicated that the storage could potentially be constructed on site 3 (Day's Farm) However no site has been ruled in or out.
Further evaluation and costing is required. Barwo Water expects to consider this matter in October 2008 and until that time a final option cannot be confirmed.
The community is reminded that the planning approvals process for the selected storage site would also have to be gone through, resulting in another planning amendment, exhibition of the proposal, publi submissions and another Panel Hearing before the matter is finalised.
Some indication as to when the C55 Panel Report w be available is expected to be given when the Chairman closes the Panel. Editor

Wild Dog Creek Work Party
Apollo Bay Landcare Group would like to thank everyone who came to the work part}" last Sunday and made it such a success. A record number turned up and planted over 2,000 trees, shrubs and grasses, extending the area that has already been replanted with indigenous flora. It was great to see how well plants from previous working bees are doing. Thank you to Ken for organising the planting and to Carole and David for hosting the barbecue which followed, making a great ending to a very rewarding day. If you were unfortunate enough to miss all the fun or feel like doing it again, make a note of he next planting work parry will be at Skenes Creek on Sunday, 27th July (National Tree Day) -details of event will be in next week's Landtalk.
Land and biodiversity at a time of climate change -Green Paper submissions due 30th June!
Submissions to the Victorian Government's Land and Biodiversity at a time of Climate Change - Green Paper are due next Monday 30th June. Comments submitted by the public will contribute to the Land and Biodiversity at a Time of Climate Change - White Paper, set to be released by the Department of Sustainability and Environment (DSE) in 2009. The White Paper will set the direction for Victorian Government policy and investment priorities in natural resource management, land health and biodiversity for the next 20-50 years.
SOLN urges all local Landcare and community members to read the Green Paper, think about what it proposes and tell government what they think. This is a once-in-a-generation opportunity to improve the policies that guide the way we manage land and biodiversity. Submissions can be made online or written and should be returned to DSE by 30 June 2008. Foreshore News New Employees
The committee is pleased to announce the appointment of two new employees who started work with the committee recently. Rosemary Kidd has been appointed to the position of Administration Assistant and will have responsibility for the business hours running of both the committee's business admin and the bookings for the Recreation Reserve. Martin Lee has been appointed to the position of Recreation Reserve Caretaker and will be responsible for the reserve after hours, on weekends and public holidays.
These appointments are part of an overall restructuring of how the committee administers the Recreation Reserve and the way it manages its responsibilities for the foreshore between Marengo & Kennett River.
Apollo Bay P-12 College & Foreshore Classes The school and committee have been fortunate to have had a teacher from the Queenscliff Marine Discovery Centre (MDC) attend all last week. Amy Stephenson from the MDC took classes from the school every day, informing them of our coastal dune system and its importance to the local ecosystems. The students have also assisted with some dune rehabilitation works along the bay between Cawood St and out to Pisces Caravan Park. They installed brush matting and plants to assist with stabilising and revegetating eroded sections of dune. Most of the erosion is caused by increasing numbers of pedestrians walking all over our dunes and storm events.
The committee is very grateful for the assistance of Amy from the MDC and importantly the participation of our school children. Hopefully they will achieve a greater understanding of the need to help protect our fragile dune systems.

SEALING AND WIDENING OF THE BARHAM RIVER ROAD
Report on the Site Visit
The following are excerpts of our report to the Manager, Asset Development, Shire of Colac/Otway, dated 21st June 2008
"On behalf of all the petitioners I wish to thank you and Councilor Carol Wilmink for having donated your Sunday afternoon in order to join our walk, meet with some of the road users, listen to their concerns and get a first hand impression of the road itself. I also wish to thank those residents and tourist service providers, who came along to give us the benefit of their personal experience as road users." "In order to keep fellow road users informed about progress in the matter, I intend to reprint parts of the report in the Apollo Bay News. Likewise, the Apollo Bay community will surely be interested to hear about any progress that you might be able to report on from time to time."

EXCERPTS FROM THE REPORT As advertised in the Apollo Bay News, residents and tourist service providers met at the Marriner Falls car park on Sunday, 15th June at 2pm to walk the unsealed section of the road and to record their experiences and observations as regular road users.
Going through the recorded information, there is a clear message that the last kilometer of the road has numerous locations which suffer from obscured visibility and a degree of narrowness that makes it treacherous for passenger vehicles to pass each other. If wider vehicles like trucks, motor homes, caravans, trailers or buses meet other vehicles, reversing to a wider road section or a Passing Point is unavoidable. Such maneuvers are creating a great deal of anxiety, particularly after dark and in locations where the road side drops straight down to the river. A typical driver reaction was described as "racing" through the narrow sections in order to minimize the time, during which other vehicles could be encountered. (Not the safest thing to do, if you have to break on a gravel road.)
Participants in the walk discussed the history of road accidents. There has not been a fatality or major injury, despite the fact that a number of vehicles ended up in the river. During every tourist season several vehicles have to be pulled out of the road side drains. A number of collisions and near misses were also reported.
All participants in the walk realize that sealing the remaining 3.2km of the road would be costly. Just the same, the original petition by 123 road users links the sealing and widening of the road to its promotion as a tourist destination.
During dry weather and heavy tourist traffic a lot of dust is generated, which settles as a thick, grey layer on nearby vegetation. Water soluble components of
the dust end up in the river and contribute to th
chemical hardness of its water.
Vehicles traveling on the unsealed road suffer
mechanically from dust and mud and need to be
washed more frequently.
A sealed road surface contributes to safety throug
improved braking performance, however, this might be
offset by higher travel speeds.

 

A number of suggestions by the participants are detaile
in the unabbreviated report. They include:
> table drains to increase usable road width.
> more frequent Passing Points (Pull-Outs).
> extensive marking of the usable road limit o the low side.
> cutting vegetation and installing road mirrors t improve visibility.
IN SUMMARY, the last kilometer of the road requires urgent attention to overcome problems resulting from insufficient road width, ill-defined soft edges and obscured visibility. If successful we will be inviting people interested in being involved with the 2009 festival to let us know either at the AGM (27th July) or afterwards. Areas such as; Friends coordinator, Food Village coordinator, Merchandise coordinator and Accommodation coordinator will be very important once again. Thanks to a few dedicated and motivated people these areas were a very successful part of the 08 festival.
We will also be asking for interest from people to be involved in the following: street parade, street decorations, Trader's representatives and of course our trusty, hardworking and much loved "Friends of the Festival".

The Apollo Bay Pony Club is in need of a large shed in which to store our horse float in. This would preferably be close to town with easy access, it doesn't need to be lockable but just to provide protection from the weather. Apollo Bay has a New Jetty
A new $80,000 floating jetty and fish cleaning station next to the boat ramp is now ready for use. The new jetty will provide greater access to both sailing and fishing enthusiasts with easier access for disabled and wheelchair-bound people. The jetty will also help relieve congestion during summer when the Harbour becomes extremely busy with visitors to the area.

Singing in Style The Apollo Bay choir meets
every Tuesday night at the Senior Citizens Centre at 7:30
pm, all welcome. Past highlights for the choir have been to sing with the choir of hard knocks and more recently performing for the World Harmony Day runners. And if you live in Forrest why not attend Otway Voice &. Nosh. It's a relaxed and friendly community singing group based on Fay White's workshops. It runs 1st Sunday of the month at the Forrest Public Hall between 3pm-6pm. Cost is $13 (full-time workers) $11 (part-time) $10 (concession) Includes soup and bread.

Swimming Group
Tuesday Swimming Group leaves the Otway Health car park in Ramsden Ave at 9:15am for Lavers Hill heated indoor pool. For those suffering from sore joints, chronic pain or you'd just like to increase your fitness level with gentle exercise. After swimming the group meets at the Lavers Hill Road House for lunch and returns to Apollo Bay by 1:40pm. Cost is $5
for bus and $3 for entry to pool. Cost of lunch is additional.

Bone Boosters meets every Wednesday at the Senior Citizens
11:00am - 12:00pm. This gentle exercise class helps to improve
flexibility and increase your heartbeat! Cost $3 per session at the Senior Citizens Centre.

Strength for Life meets Tuesday 9:30am -10:30am, Wednesday 12:00pm - 1:00pm, and Thursday 9:30am - 10:00am at the Senior Citizens Centre. To help improve strength and balance for everyday living. Participants work to their individual ability. Cost $3 at the Senior Citizens Centre.

 

Otway Creative Arts
Forrest Theatre Skills Workshops, Bel Taylor is the co-ordinator and there will be guest performance artists specialising in a range of theatre skills. This will lead to the development of an Otway Performance Troupe. Happens Third Saturday every month at the Forrest Public Hall between 10am -4pm. NAIDOC

NAIDOC celebrations are held around Australia in July to celebrate the history, culture and achievements of Indigenous people. The Otway Indigenous community in conjunction with supporting organisations would like to invite you to attend NAIDOC week celebrations in Apollo Bay.
On July the 18th at 2pm Otway Health will be hosting a flag raising ceremony and 'Acknowledgement of Country'. (Bring a raincoat) Afterwards an afternoon tea will be held at Marrar Woorn - Apollo Bay's Community House, all are welcome.
