COUNCIL ADOPTS REVISED FLOODING
MAPS
AND PREPARES AMENDMENT C12
Changes to flood mapping will take effect from June
1, after Colac Otway Shire adopted revised mapping
of 'Land Liable to Flooding' under the Building
Regulations 2006.
The Council has also prepared an amendment to the
Planning Scheme to align with updated flood mapping
provided by the Corangamite Catchment Management
Authority.
The Mayor, Cr Chris Smith, said it was important
that the most up to date information was used in
relation to flood mapping.
"The current planning scheme maps related to
flooding are out of date, and pose a risk to Council
that development may be occurring in flood prone
areas that are not yet identified as being so under
the Scheme," Cr Smith said.
While it will take some time for the Planning Scheme
Amendment C12 to take effect, the change to Building
Regulations 2006 will occur after June 1. It is
proposed that the amendment will undergo public
exhibition in the next few months after authorisation
to proceed is received from the Planning Minister.
This will allow an opportunity for feedback on the
mapping from the community prior to its finalisation.
"These changes will bring about consistency
with planning and building maps and ensure that
the most accurate known information is being used
for decision making and advice," Cr Smith said.

Ball Fashion Parade
On Friday the 23 May the Netball club run
a Fashion Parade showcasing the 10 years
of the Spring Ball. We raised $950.
Thank you to the girls who lent their beautiful
ball gowns, the netball girls who supplied
the supper. Kim, Vicki, Gail, -Backstage,
Deb Tovey - Co ordinating the outfits, Mich
Cox - MC, Jackie - Kitchen, Rachael Darling

wearing bow ties! Heather Frost did a magnificent
job of turning the Footy Club rooms into
a wonderland with fairy lights in trees.

D, Courtney, Grace, Phoebe, & Kristy,
proved they look great in Lycra but even
better in formal wear. Sam Frost and Shane
Lindsay did a wonderful job escorting our
models onto the cat walk. Thank you to everyone
who attended I'm sure you all enjoyed yourselves
as much as we did.

Assessors now in the Otways.
Landcare CarbonSMART has been developed
in response to a growing demand from
landholders and corporates to work
together to offset carbon emissions.
If you have a revegetation area that
has been put in post 31st December
1989 and is greater than 0.2 ha you
may be eligible to trade the carbon
from this planting. We now have a
number of accredited CarbonSMART assessors
in the Otways who will assist you
with further CarbonSMART information.
Interested? Your first step is to
put in a landholder application form,
available from
www.carbonSMART.com.au then go to
the "Expressions of Interest"
section and download the landholder
application form. Alternatively visit

COUNCIL IMPROVES PLANNING
PROCESSES WITH AMENDMENT C54 - EROSION MANAGEMENT
OVERLAY
Colac Otway Shire is currently preparing an
Amendment to the Planning Scheme that will
see a
more effectively managed process for planning
permits. The Mayor, Cr Chris Smith, said the
amendment was
prepared as a result of a review of Erosion
Management Overlay (EMO) in select locations,
and
the revised EMO mapping more accurately reflects
the
extent of land at risk of land slip within
those parts of
the Shire. Whilst Council has not had the
capacity to
review all areas affected by the Overlay,
it has
focussed its efforts on those areas around
townships
and areas of higher urban growth, to maximise
the
benefits achieved.
"The proposed amendment will assist Colac
Otway
Shire in carrying out more effective planning
and
management of land affected by land slip,"
Cr Smith
said.
"The amendment will provide clearer guidance
for
proposals in areas at risk of land slip, streamline
decision making and provide greater certainty
for
landowners."
The revised mapping will result in some areas
of low
risk to land slip being removed from the EMO.
Areas
which will benefit from the changes through
reduced
planning control include parts of Colac and
Apollo Bay,
Birregurra and Forrest.
The implications of being included in the
EMO are that
a planning permit is required for subdivision
and
building and works, unless exempted in the
schedule
to the EMO.
A part of the EMO review, the current schedule
exemptions have been revised, and those minor
buildings and works that are not at risk from
land slip
will be exempted from the need to obtain a
planning
permit.
A further, more wide ranging review of the
EMO
mapping is expected to occur in conjunction
with the
Corangamite Catchment Management Authority
over
the next 1-2 years which will encompass all
of the
Shire and provide further refinement of overlay
boundaries.
"The changes should reduce the financial
costs to
those proposing new development by avoiding
unnecessary geo-technical assessments to be
undertaken," Cr Smith said.

Free Advice for Rural
Landholders
Owning a rural property can bring
with it moments of great joy and moments of
real challenge. Absentee landholders often
lack direct land management experience and
face the additional challenge due to time
constraints limiting their management input
and research of management options. Thankfully
there is an advisory group available to assist.
Set up by local Otway landholders with government
support in 1993 the Otway Agroforestry Network
(OAN) is a not for profit community organisation
striving to encourage the wider adoption of
trees as part of an environmentally sustainable
land management approach. The network is recognised
as a national leader in community development
promoting trees for multipurpose objectives
on farms. The network has been profiled twice
on the national TV program 'Landline'.
Free Site Visit and Report At an annual cost
of $33 new members receive a complimentary
site visit to explore management issues and
options. The network selects two local advisors
with experience related to your area or to
your issue, to conduct the visit. A written
report outlining advice and options specific
to your property is delivered following the
site visit. What Do Landholders Want The Network
aims to assist the return of trees to the
farming and rural landscape in order to meet
landholders' objectives. The most frequent
primary objective of landholders seeking support
is to use trees to improve the aesthetic value
of their property. Typically Otway land holders
also want trees on their farms, to shelter
stock, control erosion, attract native birds,
enhance property values and if at all possible
to generate income. Land Management Options
Options for land holders are limited by various
constraints, such as soil type, rainfall,
slope, budget, etc. However, previous reports
have included advice on the production of:
bushtucker, fodder for stock, foliage, mushrooms,
and speciality timber. Opportunities also
exist for income from offsetting carbon emissions.
By involving landholders in the design and
management of trees for multipurpose outcomes,
landscape change occurs in a way that reflects
the interests and aspirations of the land
holder and the local community.

Government Support
Various government agencies have recognized
the
benefits of trees in the rural landscape including;
improved water quality in our streams, the
conservation of our unique flora and fauna
and the
support of rural communities through improved

offer its program at no cost to the landholder
other
than membership.

DARK, HUMOUROUS AND
MELANCHOLIC -AWARD-WINNING AUSTRALIAN PLAY
'ASYLUM AT COPACC
A thought-provoking play by one of Australia's
fines writers is coming to COPACC later this
month.
Asylum by Kit Lazaroo, is the story of a Chinese
student whose protection visa is soon to expire,
and only has one last chance to claim asylum.
With Immigration threatening to deport her
from Australia, Yu Siying is desperate to
get her asylum status reassessed by psychiatrist
Dr Lally Black. COPACC manager, Karen Patterson,
said the play wickedly satirises the tangle
of red tape when bureaucracy cannot process
political and cultural difference.
"Asylum explores our confusion when we
are called upon to consider the cruelties
of life in a distant and mysterious country,"
Ms Patterson said. "The play asks the
question - what are the consequences for asylum
seekers if prejudice and naivety are allowed
to rule?" The production took shape twelve
years ago when a asylum seeker told Kit Lazaroo
her story, and she was compelled to write
about her experience with an exploration into
complacency and cruelty. "Kit Lazaroo
was interested in the difficulties Australians
appeared to have when a case had too many
shades of grey," Ms Patterson said. Asylum
director, Jane Woollard, and Kit Lazaroo h^ve
fast become recognised as one of Melbourne's
most innovative and exciting collaborative
teams. The duo have joined together to make
the critically acclaimed productions True
Adventures of a Soul Lost at Sea The Vanishing
Box at La Mama, and most recently Letters
from Animals, at The Storeroom. Asylum is
listed on the 2008 VCE Drama Playlist, ahd
offers audiences a chance to experience the
work d»f one of Australia's most prolific
young writers. Asylum comes to COPACC on Wednesday
June 1S at 8pm, bookings are available from
the COPACC box office, 5232 2077.

COMMUNITY EVENTS WORKSHOP
The Colac Otway Shire's Events department
is holdinc a workshop for local events organisers.
The workshop will feature presentations on
Occupational Health and Safety, Worksafe considerations
for events, and meeting regulation requirements,
as well as on how to attract new sponsors,
and writing successful funding submissions
It will also provide an opportunity for local
event organisers to learn more about Council's
event approval process and network with other
event organisers within the municipality.
The workshop will run from 9am to 2pm on Tuesday
June17atCOPACC.

The first infants massage class at Otway Health
has just concluded and has received great feedback,
participants talked of increased bonding, closer

the class was attended only by mothers, fathers

The Global Connector?
Is it is double adapter? Or perhaps a power point?
Oh, I know it's a Powerpoint computer presentation.
No, no, no - it is a library, a joint-use library.
Sorry, I keep missing the message because that funny
new language has come back again.
Don't blame me if I don't know what is happening
as I speak English. I do know about libraries though
- they have been in existence since the ancient
Mesopotamians organized clay tablets 5000 years
ago. I worked in one for 36 years. The library has
been a survivor throughout its long history and
serves as a testament to the thirst for knowledge.
But don't ask me about global connectors as I'm
very confused. Please hand me the extension lead
so that I can plug in and try to get a glimmer of
what it is all about!
