Otwavs Tourism applauds the Great Ocean
Road Marathon.
Otways Tourism has applauded the organizers of the
Great Ocean Road marathon at the weekend. With the
event attracting a record number of entries Otways
Tourism Executive Officer, Mr Darren Chirgwin said
"the event across the entire weekend was very
successful for everyone".
"When events like the marathon come to the
region, the benefits to the community are significant.
Accommodation, Cafes, restaurants and other retailers
all get the opportunity to make the most of the
increased levels of visitation to the town. Walking
through Apollo Bay on Sunday the town was buzzing
even with the threat of rain" Mr Chirgwin said.
The Great Ocean Road Marathon was the vision of
the Apollo Bay Chamber of Commerce & Tourism,
in particular Les Noseda. Their objective was to
have an event that made the most of the spectacular
scenery along the road but to also assist Apollo
Bay in attracting visitors to the small coastal
town at a time of year that was not that busy.
The Apollo Bay Chamber of Commerce & Tourism
also relies on a lot of help from the community
to run the event. Requiring volunteers to give their
time to assist in setting up, helping out on drinks
stations and the clean up of the event.
Mr Les Noseda from the Apollo Bay Chamber of Commerce
& Tourism paid tribute to all those volunteers
saying "Without the assistance from the volunteers,
the event is very difficult to bring together. The
input from the community is vital and we hope that
they can all get something out of the weekend".
This was the first year the Marathon was fully sponsored
with the major sponsor Green U already looking to
hold discussions on their relationship continuing
beyond this year following on from the success of
this year.
Otways Tourism is excited with the growth of the
marathon and is looking forward to future events
in the region providing tourism operators and communities
a great opportunity to make the most of the economic
benefits that these events bring to our region

Lavers Hill P12 Cold Pools
Project Lavers Hill P12 College
has had a long association
with the Cold Pools, an artificial
concrete lined pool formed from a
minor stream running from North of
the main ridge and eventually out
to sea via the Gellibrand River. Students
began water quality testing at Cold
Pools in July 2006, in 2007 Duke of
Edinborugh students took up the challenge
and continued testing and in 2008
two dedicated students Aiden and Rachel
have been passed the baton. As well
as water quality testing a number
of on ground works to improve water
quality and biodiversity have been
undertaken by the students. In 2006
the recently harvested pine plantation
surrounding the pools was planted
with EVC 31 Wet Forest, a top up plant
was done in 2007 and it is expected
that improved vegetation surrounding
and overhanging the Cold Pools will
begin to have a beneficially effect
on water quality at the pools. However
it is only through continued water
testing that we will be able to back
up such claims. Thankyou to Aiden
and Rachel for taking on this important
site.

C55 planning amendment

Amendment C55 is the formal process to include
the Apollo Bay Structure Plan, Colac Structure
Plan and Rural Land Strategy into the Colac
Otway Council planning scheme.
This planning amendment has been referred
to an independent Panel so that people who
made a submission can have it considered and
can speak about their submission at hearings
to be held in June 2008.
Many people wrote submissions to the Apollo
Bay Structure Plan, Colac Structure Plan and/or
Rural Land Strategy thinking that their submission
would be taken into account as part of the
planning amendment process (since labeled
"C55"). There were over 700 submissions
to these various proposals. Council has only
recognised about 251 submissions as being
explicitly in response to C55. Only submissions
lodged with Council during December 2007 and
January 2008 were referred to the Panel by
the Council. At the recent directions hearing
the independent Panel decided that each person
who made a submission to the Apollo Bay Structure
Plan, Colac Structure Plan and /or Rural Land
Strategy will be sent a letter and invited
to forward their submission to the Panel.
Submitters will now have the opportunity to
have their submission considered by the Panel.
People who wrote one of the over 700 submissions
and are sent this letter will have 14 days
to respond. It is important to follow the
instructions set out in the letter if you
want your submission taken into account as
part of the C55 planning amendment process.

SEALING AND WIDENING
OF THE BARHAM RIVER ROAD
Feed-Back from Road Users
You may recall the recent invitation by Julie
Jagot, the Manager, Asset Development, Colac
Otway Shire, for road users to have an input
into the scope of the above project.
After giving some thought to this invitation,
I decided to produce a line map of the road
and to include landmarks such as bridges,
bends, rails and property entrances. This
would make it easy for everyone of us to identify
to the Shire sections and features of the
road, which we consider hazardous for road
users. The road users, whose opinion we are
seeking, are not only local residents but
also school bus drivers, maintenance crews
for essential services and the growing number
of tourist services providers. Recreational
bike riders, who at this stage do rarely venture
beyond the sealed stretch of the road, represent
a more vulnerable group of road users, and
their advice will be just as valuable. The
Apollo Bay Landcare Office (Kristen and Anna)
has been kind enough to lend us their GPS
to record the location of some 30 landmarks
along the unsealed section of the road. Using
their mapping software they charted these
30 points, and I have annotated a description
of each landmark. A copy of this map is given
in this News Sheet. With this map in hand
anybody should be in a position to identify
to the Shire any stretch of the unsealed road
which they consider particularly dangerous
or below standard. Typical kind of advice
would be observations such as: A obscured
visibility > B road too narrow for
two-way traffic (requiring reversing on a
mountain road) > C treacherous drop
into river gorge, requiring guard rail
> D notorious road wash-out point >
E notorious land slide and rock fall location
> F concealed entrance
To give you an example of my response: Location
6 : C > Locations 10, 27, and 30: A
> Location 11 to 12: Band C > Location
12: E
As suggested previously, I think that we should
conduct a walk along the unsealed section
of the road, starting from the car park, and
I shall nominate a Sunday afternoon in one
of the next News Sheets. If you can't make
it, please use the enclosed map to identify
road sections, which are of concern to you
and drop a note into my letter box at 810
Barham River Road. If you are serious about
having this notorious section of the Barham
River Road fixed, the Shire (Asset Development)
needs our "show of hands". We have
made our mark with the large number of signatures
on the petition - so let's make sure that
we follow up with constructive advice, based
on our personal experience as users of the

PRIORITIES SET AT MINISTERIAL
LOCAL GOVERNMENT FORUM
The financial relationship between
Federal and Loca Governments was high on the
agenda at the Local Government Ministerial
Forum. Colac Otway Shire Mayor, Cr Chris Smith,
who attended the forum, said the discussions
between State Ministers and Local Government
representativ were very positive in furthering
the plight of under-resourced rural municipalities.
"The number one priority set as an outcome
to the forum was a review of Federal Financial
Assistance Grants," he said. "Rural
municipalities rely heavily on federal resource
and it's imperative that better access to
funds is provided for local government,"
he said. "Another issue listed as a high
priority for local government is the impact
of climate change and carbon trading, particularly
how carbon trading works on a local level."
"We discussed the relationship between
State and Local Governments and a better structure
for working together, and flexible funding
for infrastructure." "It was very
positive thatthe Minister for Local Government,
Richard Wynne, played an active role in the
forum and was present throughout," Cr
Smith said. "It was great for the sector
to have direct access to Ministers."

Despite 86% of the people having voted against
the Flood Plain Development the Colac Otway
Shire Councillors voted in favour of it. Are
they representing the community who voted
them in or the developers and the State Government?
The mayor asks for councillors to be given
respect but a majority of councillors show
little respect for the will of the community.
For those who watch sea inundation and flooding,
the fish landing planks on the north bank
of the Barham River when just covered with
water has a water level of 1.12A.H.D. The
1m. Staff gauge under the Barham Bridge is
more than covered by large floods. To work
out A.H.D. add .463 to its marked level. People
who live near the flood plain have noticed
water coming out of the sewerage treatment
plant after a flood. It is also smelly. C55
Whole of Shire Planning If you have received
or receive a letter this week about C55 you
will have the right to address the C55
Panel Hearing on what is happening to Apollo
Bay and district. Let them know! You will
need to let them know within 2 weeks of receiving
the letter. The Panel Hearing starts on 16th
June 2008. The next Council Meeting is on
the 27th May in Colac. Thanks to the Youth

C55 PANEL WILL HEAR ALL SUBMISSIONS
An independent Panel has determined that all
submitters to Colac Structure Plan, Apollo
Bay Structure Plan and Rural Land Strategy,
will be heard in relation to Amendment C55
(Planning Scheme Review).
The C55 Directions hearing was held in Colac
to make arrangements for the forthcoming Panel
hearing to consider the changes proposed by
Amendment C55. The Mayor, Cr Chris Smith,
said, "Council is pleased that submitters
to the Rural Land Strategy, Colac Structure
Plan and Apollo Bay Structure Plan will now
have the opportunity to be heard by the C55
Panel." "Council was unable to refer
submissions to the Panel that were not C55
submissions, however, the Panel has broader
powers and it is good that all submitters
will have an opportunity to be heard,"
he said. "Council welcomes the Panel's
direction as it removes confusion and ensures
all interested parties will have an opportunity
to be heard by the independent Panel."
There were 255 submissions lodged to Amendment
C55 and all of these have been referred to
the Panel. In discussions at the Directions
hearing, questions were raised as to the status
of those parties who had previously made submissions
to the Colac Structure Plan, Apollo Bay Structure
Plan and Rural Land Strategy, all of which
were adopted by Council in 2007.
To give an opportunity to all these previous
submitters, the Panel has directed that it
will contact all submitters to the above studies
to provide them with the opportunity for their
submission to these studies to be considered
by the Panel.
P.S.: Residents have identified a number of
problems with the sealed portion of the road
(e.g. make it a two-lane road all the way).
At this stage it might be prudent to limit
our attention to the unsealed portion of the
road, however, with the help of the Landcare
Office we have already produced a marked-up
map of the Barham River Road as far back as
the junction with Killala Rd, and this will
prove useful for targeting future road improvements.

Comedy at the Bowls Club
Otway Health is presenting a short, comedy about
three mates sat in
a bar sharing a beer and a laugh. 'Six degrees of
diabetes' is a short play written by award winning
Australian playwright Alan Hopgood. The men have
all 'been around a bit' and as they tell their stories
we begin to see that their lifestyles are beginning
to catch up with them. The conversation begins to
turn from their hilarious exploits and past adventures
to more mysterious matters. The play goes for around
30mins and will be followed by a brief discussion
panel with health experts on hand to answer any
questions. Supper is provided and the bar is of
course open. 'The Six Degrees of Diabetes' Apollo

Dear Editor
We wish to congratulate the organisers and supporters
of the 4th Green U Great Ocean Road Marathon for
another successful festival of distance running.
But most of all, congratulations to Les Noseda,
who had the original vision of a marathon run between
Lome and Apollo Bay, and then backed that vision
with the drive and determination to turn it into
a successful enterprise. This running festival weekend
has overcome the usual objections and criticisms
to become a fixture on the international running
calendar, promoting Apollo Bay to the world. Commendations
also to Ross Stephens, president of the Great Ocean
Road Marathon Committee, and Frank Buchanan and
members of the Apollo Bay Chamber of Commerce &
Tourism for the quality of the program and the superb
management of such a complex event. In the words
of Ambassador-at-large Lee Troop, "This festival
of running is not just for the elite athletes, it's
for the weekend warriors." The inclusion of
the TAC Wheelchair Athletes' Challenge as a feature
of the program is more proof of how this event has
a place for every kind of enthusiast. Yet again
the people of Apollo Bay should be proud of their
capacity to provide for events of all kinds. For
the locals who ran, rest your weary limbs and come
back refreshed in 2009 with a few more running mates
beside you.

Dear Sir/Madam
About 5 years ago, our current "Citizen of
the Year" Les Noseda came up with the idea
of holding an internationally recognised marathon
on the Great Ocean Road. The intended purpose was
to attract visitors to the area in a quiet period,
to showcase the area to the world, and eventually
provide the Apollo Bay Chamber of Commerce with
the means to fund local projects of benefit to the
community. Eventually, with financial backing from
some members and the running of the event by Caribou
Publications, and a few sponsors secured, the idea
became a reality. The logistics of staging an event
of this size are mind boggling, from transporting
competitors in 18 buses to the starting points,
road traffic management, drink stations, medical
back-up, gear registration, timekeepers, construction
crews, scouts, commentators., the list goes on.
Some local individuals and clubs willingly offered
assistance and accommodation which was gratefully
acknowledged.
This year's event attracted a major naming sponsor
thus creating the Green U Great Ocean Road International
Marathon. Entrants were attracted from 12 overseas
countries, swelling the entries to close to 2 and
a half thousand. Despite the cold weather, wind
and rain, competitors were thrilled to have competed
in a marathon with the opportunity to run along
the most scenic section of the Great Ocean Road
without the hazard of traffic as well as being in
the company of elite athletes like Steve Moneghetti
and Lee Troop, patron and ambassador for the event.
I think that the committee and organisers should
be congratulated on such a successful weekend, and
I hope that all the traders and accommodation places
did well on an otherwise quiet period. Congratulations
also to Les, who is never afraid to aim high, even
