Saturday 20 January will see the 53rd Apollo Bay
and Otway Show. Your show. Our show.
This year's show features the full-flight birds
of prey displays. A range of Australian raptors
will be on display, and many different birds will
be flown on show-day. Come and see our fantastic
birds, and have your photo taken with a great
Wedgetail eagle. Working dog displays - not to
be confused with the dogs and pets competitions
- will be another feature, as will the animal
nursery provided by the Apollo Bay Family Farm.
And it's a great opportunity to find out more
about Australia's unique venomous snakes and other
reptiles.
Fancy a cappuccino? This year you'll be able to
get a cup of Otways best coffee at the show -
along with a range of gourmet foods never before
seen at the Apollo Bay and Otways Show. There
are competitions for you to enter too, of course.
Floristry, craft, home produce, creative arts,
knitting, cookery - and more - will be there for
you to try your hand and demonstrate your skills.
For the brave there's the Tug-o-war. Make sure
you have your team ready to go (there's a rumour
that some teams are coming from far afield in
an attempt to show up the Otways teams). The AbodaS
Action digital photography competition sponsored
by the Apollo Bay Pharmacy is a new competition
for the keen photographer. Great prizes for the
best digital photograps taken at the show on showday
2007

The Evisons are leaving us to live in Portland
whilst Leanne takes up a teaching position
at Heyfield. They have lived in the Bay
and both taught at Lavers Hill for 20 years.
Neil has been heavily involved in both the
football and bowls clubs during this time.
An informal farewell will take place next
Tuesday evening, January 16th at 7.30pm
(after social bowls) at the Bowls Club.

back and Happy 2007!
Hope you all had a fantastic Christmas
break and have recovered from all
the festivities! This year will bring
Landcare new challenges but with the
help of everyone concerned we bob
forward to a successful 2OO7.
Landcare Projects
If you are interested in a Landcare
Project for 2007 or becoming a Landcare
member please contact the office or
drop in and discuss your ideas. We
would like to talk to any landholders
that are thinking about projects for
this coming spring, plant numbers
and species are limited. Now is the
time to think about projects.
We are also looking for past projects
that we can add greater diversity
too. if you have a past project that
needs a top up of upper or lower storey
species come and put in an expression
of interest.
Weeds Controlling weeds is an important
step of every restoration project.
A project is completed over many years;
from planning and sourcing in the
early days, to site preparation, fencing,
weed control and planting. The weed
issue is one that Landcare projects
and there owners face each year. Often
fencing and removing cattle and sheep
will initially mean an increase in
visible weeds. However, over the coming
yean as trees grow and a canopy is
established the majority
of weeds will be out competed, in
the meantime, it is very important
that weed maintenance is carried out.
Another important step in managing
your project is assessing the amount
of diversity that has been introduced.
What has succeeded and what has failed?
Once plants have had time to establish
it is good to look out for gaps, does
the area need more understorey or
overstorey to succeed? We can top
up' a project over a number of years
to add this diversity - which also
assists with weed maintenance. Townies

Atoll Editions is an Apollo Bay-based publishing
business specialising in the production
and distribution of marine related books
for the international diving and tourist
market. We are currently seeking a Marketing
Professional to develop our international
marketing base and to oversee development
of additional products and language translations.
The position will also include administrative
duties in establishing our local offshoot,
Marengo Marine Life Centre. Experience in
graphic design, website development or marine
biology would be advantageous. This position
will be for at least four months, possibly

It is accepted that the original line of
Anderson Creek has been lost. The emphasis
should be on the reinstatement of a natural
function for Anderson Creek, this may require
alteration to the ' bed and banks or the
introduction of pools or riffles. We would
expect the proponents to seek ecological
advice on what it possible or appropriate.
3D.7 The Comprehensive Development Plan
is to provide a
road and lot layout that ensures lots front
onto areas of
public open space.
Fronting lots on to open space is desirable
for management, ecological and urban design
reasons. It is important to avoid back fences
onto public open space, but this depends
to a degree on the nature of the space.
This requirement is most important in relation
to waterways and open spaces containing
the trail network. Alternative treatments
such as shared driveway access can be considered.
In relation to the more communal open spaces
within pods this requirement is less critical.
There is no requirement for lots to front
onto the Golf Course.

Free Events Workshop for a New Otways
Tourism Future
A free Events Workshop, designed to give
event organisers skills in succession planning
will be held on Tuesday February 13, as
part of the Department of Sustainability
and Environment's "A New Future For
The Otway's Tourism Initiative". This
initiative has committed funding over three
years to maximize the region's tourism potential
and develop new job opportunities in the
Otway Hinterland. The workshop will help
participants develop plans to ensure that
their event can continue over a number of
years. The workshop will be held at COPACC
in Rae St, Colac between 10.00am and 3.00pm
with a light lunch provided.

Planning Scheme Amendment C29
At the Directions hearing on 18 December 2006 the
Pane! made the following Directions. Conduct of
hearing
The timing of the hearing will be as follows: 26
February 2007 The proponent will finalise the
redrafted documentation and forward it to Council
(2 copies) and Planning Panels Victoria (3 copies).
Planning Panels will advise parties (people who
have attended hearings) that the material is available
and that they can receive a copy by contacting the
proponent. Council will advise submitters that the
material is available for review. Planning Panels
will provide Council with a draft letter.
2 April 2007 Persons who wish to be heard must
lodge a submission and request to be heard with
Planning Panels Victoria. Any new evidence to be
called by submitters must be circulated.
10 April 2007 Hearing Commence. At this stage the
hearing are expected to run for 4 to 5 days. Dates
to 20 April 2007 should be reserved, noting that
the Panel will not sit 18 April 2007. Issues for
reconvened hearing
The reconvened hearing is not an opportunity to
revisit recommendations already made by the Panel.
In particular, we have formed a view on the strategic
justification of the Amendment and submissions on
this issue can serve no useful purpose. Submissions
should address how the revised material responds
to the Panel's directions of September 2006. We
reserve the right to limit the allocation of time
to submitters. Alternative location for resort
The September 2006 directions are clear that this
is an observation not a formal direction. Clearly
if the relevant land managers or the proponent do
not wish to pursue alternative locations for the
resort then it is a dead issue. Water
Barwon Water requested a further directions hearing
in 2 months time to allow for completion of the
investigation and report on further water supply
issues. We have clear obligations under the Planning
and Environment Act and are obliged to progress
Amendment C29 in a timely manner. We have made it
clear that if water cannot be stored to serve this
development then the development will not be able
to proceed. We propose to conclude the hearing on
Amendment C29 as soon as practicable and provide
our recommendations to Council. Consideration of
long term water storage options for Apollo Bay involves
consideration of issues that fall outside of our
powers under the Planning and Environment Act. Climate
change
Concern has been raised again about the sites alleged
'inherent vulnerability1, particularly in the context
of climate change. The site is currently degraded
ecologically. The proposal will deliver a range
of ecological benefits: we do not see these benefits
being transformed into disbenefits by the effects
of climate change. In terms of exposing new residents
to danger of property destruction we believe the
current proposal has taken prudent steps within
current planning policy to guard against moderate
effects of climate change. Applying the precautionary
principle to stop this development in response to
the extreme global forecasts of some commentators
and the untested suppositions as to what this will
mean for the coast in this location, cannot be supported
as a fair and reasonable decision under current
planning policy. Clarification of proponents issues
The proponent raised a number of issues. Many of
these were dealt with verbally. These reasons record
our clarifications in response 1.8 Before revising
the concept further investigations be undertaken
on whether the site could be a potential run out
area for flowing landslide material from the highlands
of the Otways.
The Panel will review the existing Geotechnical
reports and advise the proponent if it requires
the authors of any report to appear as a witness. |

2.5 The Amendment documentation
include a provision that development not commence
until potable water can be made available to the
development.

The proponent will make further submissions on
these issues. We note that development will not
be able to proceed if water is not available.
2.11 The Amendment documentation
include a requirement
to implement:
- regular water quality monitoring.
- annual fish surveys of the Barham Rv. and Anderson
Creek. The fish surveys were a recommendation
of the proponent's consultant. They serve the
purpose of ensuring that aquatic fauna is remaining
unaffected by development. Our expectation is
that they will be specified in relevant management
plans.
3A.1 The Comprehensive Development
Plan is to include plans at an appropriate scale
showing at least:
- details of the provision of physical infrastructure,
including the connection of reticulated sewerage
to all lots.
This should read as details of the provision of
physical infrastructure capable of providing reticulated
sewerage to all lots. This can be in the form
of details of trunk sewers and main assets and
design parameters for details to be provided at
the subdivision plan stage.
3A.4 The Comprehensive Development
Plan is to include
revised Residential Development Guidelines. The
Design Guidelines can be resolved with Council
at a latter stage. A series of design principles
should be articulated as part of the revised material
to be considered by the Panel. It may be useful
to distinguish parameters that deal with the internal
amenity of style of the development and design
parameters that deal with its external impacts.
3C.2 The Comprehensive Development
Plan is to ensure
water quality is protected in flood events. This
direction does not apply to issues that are beyond
the management of the proponent, or might reasonably
be considered to be beyond anyone's management.
It does apply to issues raised in the hearing
including:
• function of any stormwater treatment when
the design event is exceeded,
• storage of plant, equipment and chemical
for the Golf Course,
• fertilizer or spraying regime during periods
of estuarine inundation.
The proponent should try to identify all water
quality risks from high rainfall, flooding, or
inundation events and ensure appropriate management
steps are included in relevant management plans
or in design specifications.
3C.3 The Comprehensive Development
Plan is to ensure
flood protection with a 600 mm freeboard to ...
the
Lindsay property. This refers to the freeboard
to the property not the dwelling. This will be
achieved with property bunding that has a freeboard
of 600 mm
3C.4 The Comprehensive Development
Plan is to ensure continuation of the natural
cycle of estuarine wetting and drying. It is accepted
that the area subject to inundation will be altered
by this proposal. It is expected that an area
of comparable size and location with a significantly
improved habitat will be provided. It is also
expected that the development will be able to
function satisfactorily when inundated.
3C.6 The Comprehensive Development
Plan is to ensure areas of acid sulfate soils
are not disturbed (with the
possible exception of service trenches). Avoidance
in line with Ms Swanepoel's evidence is appropriate.
The Comprehensive Development Plan is to provide:
3D.3 reinstatement of the course and function
of Anderson Creek.
3D.4 a 10 metre vegetated buffer
on either side of Anderson Creek.

for the love and support given to me and my family
with the passing of Alf, my precious husband of
51 years and the childrens' beloved father and grandpa.
Love and grateful thanks to "our" Akiko
and Betty Frape without whom I would not have managed.

the doctors and support staff at St. John of God
Hospital, Geelong, they always had a special welcome
for their "Sean Connery". And to the medical
support staff at Apollo Bay Hospital Medical Centre.
Grateful thanks to John Spencer for your understanding
and guidance and "so fitting" part in
the beautiful service our children and grandchildren

Dear Editor
My sister was visiting me in Apollo Bay last Saturday.
She and a friend went for a swim at the beach and
unfortunately dropped a ring in the sand. It was
our late mother's engagement ring and of very great
sentimental value. My sister was distraught, but
thanks to some wonderful people in the Apollo Bay
community, the ring was found. Thank you to the
people at Mitre 10 for giving her a rake (she had
no money on her and they trusted her to pay the
next day). The rake strategy didn't work, so a call
was made to the local police station. A very helpful
female police officer contacted Parks Victoria who
gave her the details of a local man (George) who
had a gold detector. He came to the beach after
charging up his detector and the ring was found
in no time. My sincere thanks to all those involved,
you are wonderful. We love Apollo Bay!

I've been trying trace my family tree - The Bell
Family lived in the Apollo Bay area and as a child
I remember visiting this family in Apollo Bay...
In later years I was one of the first female surf
lifesavers at Anglesea and when competeing at Apollo
Bay often wondered what had happened to this family.
Now that I have time I'm doing some research into
the family tree and have been able to find that
William Leslie Bell was the Theatre Manager at Apollo
Bay. His wife and my Great Grandmother Agnes were
sisters. I have included what I know about the family
below and hope that you might be able to see if
anyone remembers the family or if any family members
are still in the area. Any information would be

Phillipa Charlotte1 Oliver, also known as Phillis,
b. 3 June, 1888 in Eldorado, (daughter of James
Oliver and Elizabeth Ann Wise) d. 25 October,
1974 in Apollo Bay, age 87, buried 28 October
1974. She married William Leslie Bell, married
1915, b. 1894, (son of William Brien Bell and
Sarah Ann Eames) occupation Theatre Manager, d.
27 January, 1965 in Apollo Bay, buried 29 January
1965.
Children:
2 i. Robert Leslie2 Bell, b. 1916 in Carlton.
He married possibly Ruth Sinclair, married 1936.
3 ii. Phyllis May Bell, b. 1918 in Fitzroy North.
She married possibly Ivor Charles Appleton, married
1942, b. 7 November, 1916 in Brunswick, (son of
Henry Charles Appleton and Laura Lily Wild).
