to thank Lance Matthews for his time as chairman
of the steering committee of the Apollo Bay &
Districts Community Bank campaign. Lance was a great
chairman, driving the campaign to the feasibility
stage. I wish him all the best for his knee surgery
and recovery. I know Lance you'll .still be with
us, in all the capacity that's you can. I welcome
Alan and Michael into the role of Chair and Vice-Chair
of the Community Bank steering committee, and remind
everyone to fill out the feasibility surveys for
the community bank that they'll receive in the next
week. It is vital for these to be filled in straight
way, so the community bank becomes a reality. Yours

Councillor Corner
An advertisement, under section 94 of
the Local Government Act, by the Colac
Otway Shire's Mayor states that "a
resolution to re-appoint the Chief Executive
Officer (CEO) will be considered at
the Ordinary Meeting of Council at 3pm,
Wednesday, May 23 at COPPAC." if
adopted, this will mean that the current
occupant will be re-appointed without
the CEO position being advertised.
As this can only occur within six months
before the current contract expires,
the result of the Mayor's advertisement
is to disclose the current occupant's
contract expires within six months.
We will attempt to move an alternative
resolution so that the Council commences
a process of recruitment in preparation
for the expiry of the current occupant's
contract.
A well run Council is engaged with the
broad community and it's Councillors
should be properly informed of pertinent
matters. In the ideal situation the
CEO is a partner rather than an obstacle.
Currently, there are occasions when
Council reports are misleading or factually
incorrect.
One of many examples relates to the
proposed Helipad in the Otways. The
council report for the November 2006
planning meeting failed to inform Councillors
that the subject site was due to be
re-zoned to "Farm" the day
after the Council meeting. Council Officers
recommended the approval of the helipad.
It was left to members of the community
to discover the re-zoning was imminent.
As a "helipad" is a prohibited
use in a "Farm" zone this
crucial fact changed the decision and
a subsequent VCAT appeal was refused.
Currently Council is run with select
interests having priority access. Other
significant business and community interests
are excluded or even ostracized for
raising concerns. This might be the
way it is done at the State Government
level but it isn't appropriate for Local
Government.
By advertising the CEO position in preparation
for the expiry of the current occupant's
contract this would be an opportunity
to look for a candidate with a depth
of local government experience including
an understanding of working with the
broad community. No doubt the current
occupant could serve out the current
contract term.

APOLLO BAY PATCHWORKERS
have again had the great pleasure of
a weekend
of patchworking under the expert tuition
and guidance of professional teacher,
Susan lacuone, Muckleford. We met at
Marrar Woorn on Saturday morning and
then spent
the 2 days cutting, sewing, turning,
more cutting, more sewing, until we
had made another pieced quilt. In addition
to lots of chat, eating, tea, coffee,
and friendship.
Once again we have made a Mystery Quilt.
This involves purchasing fabrics as
per detailed instructions, and then
following the same instructions for
the construction
techniques. There are 12 very different
results, due to fabric differences in
each choice. We look forward to May
2008, when we will repeat the activity,
in Marrar Woorn, which is
an excellent venue for this type of

is reminding community groups to get
their applications in for Council's
2007-2008 Community Grants Program.

Last year the program provided $102,000
across 62 organisations for projects such
as community arts workshops, a model boat
challenge at Apollo Bay, theatre restaurant
and visual arts nights at COPACC and scorer's
boxes and start gates for a motorcycle race
course.
Cr Riches said the program provided a 'leg
up' for many community organisations ineligible
to access funding from State and Federal
Government sources. "Councils community
funding program is of significant benefit
to both Council and the community given
the volume of projects undertaken and completed,"
Cr Riches said
"We had a great crop of projects through
last year and are hoping for an even more
diverse range of applications under this
year's program. "I'm really looking
forward to seeing some of the applications
that are put forward." Applications
postmarked Friday, May 11 will be accepted.
Funding announcements under the program
are expected to be made in Mid-July.
GOLF CLUB to CELEBRATE
The Apollo Bay Golf Club, is proud to announce
that the
Club will be conducting its 50th June Tournament
on
Wednesday 6th through Monday 11th June,2007.
It is expected that approximately 450 golfers,
made up of
local members and a high proportion of golfers
from other
clubs throughout Victoria will compete in
the eight events to
be held over the 6 days.
Entry forms are available at the Clubhouse.

A few interesting facts about the Golf Club:
-The land on which the golf course sits
at Point Bunbury is
zoned "Public Park and Recreation Zone"
(PPRZ), for which
we can thank our earlier settlers and administrators
for their
foresight and wisdom.
-The course comprises 9 fairways, 10 greens
and
13 tees. Its "2-by-9 holes" card-length
is 4223 metres, at 64
par.
-The golf-club and course was established
in 1926, some 81
years ago.
-It pre-dates the creation of the first
all-weather road into
Apollo Bay, "over the hills",
in 1927. (Up until that time,
access to and from Apollo Bay for most of
the winter and
spring seasons was by coastal-vessel.)
-The golf course pre-dates the completion
of the Great
Ocean Road, "around the coast",
in 1932, and, it
pre-dates the construction and completion
of the Breakwater
and Harbour by a quarter of a century.
-Approximately some 35,000 rounds of golf
are played
annually, by the general public, club-members,
visitors and
tourists.
-Golf provides a recreational pursuit, as
well as a sport. It
caters for a very high participation rate
for people of varying
degrees of fitness and skills. It caters
for those in the 8 to
88+ age range. Many a present-day golfer
was introduced to
golf on this course by Mum and Dad whilst
on holidays..
-The maintenance of the course is carried
out entirely by the
golf-club. This adds significantly to the
'beautification' of the
town: all at no cost to the ratepayer. In
fact, lease-fees
imposed on the golf-club are expended elsewhere
on the
foreshore by the foreshore committee of
management.

DEATH NOTICE FISHER - MAX
Passed away at home in Drysdale on 3/5/07.
Max was a well liked and friendly man, lots
of people would remember him from owning
the Service station, then later working
at Trans Otway, Newsagency and playing badminton.
He had a great veggie garden and liked to
help Doug unload the truck. He loved to
have a chat to all he knew and those he
didn't. When he and Jean moved to Drysdale
his veggie patch was the first thing to
be done. He would collect off-cuts of wood
and made lots of toys for Geelong Hospital
kids ward and other charities. Even though
he made new friends he never forgot those
in Apollo Bay. Max was a loving husband,
father and grandfather, brother, uncle and
friend we will miss him!

APOLLO BAY PRE-SCHOOL'S 15 MINUTES
OF FAME.
Apollo Bay Preschool will appear on a national
breakfast television program after receiving
a nomination to take part in a community
spirit program. The Today program will visit
the preschool on Tuesday 15th of May as
part of the show's On the Road initiative
recognising community groups. Apollo Bay's
Commonwealth Bank nominated the kindergarten,
giving it a chance to win the money for
itself. Meloney Howell will represent the
preschool to enter an inflatable booth and
collect tokens swirling around which will
be redeemed for money. The Today show is
visiting more than 100 destinations this
year as part of the On the Road initiative.

Dear Editor,
the Apollo Bay R&SL sub-branch would like to
say a big thank you to Apollo Bay residents, and
visitors, for their overwhelming support for our
2007 ANZAC Day march and service. We were very moved
to see so many people as spectators. Over 150 were
at the Commemoration Ceremony in the Mechanic's
Hall and many more watched the parade and the last
part of the ceremony at the Cenotaph. Between 60-70
people attended the BBQ lunch at the club rooms
and enjoyed a wonderful lunch catered for by the
RSL Women's Auxiliary.
As a result of A.B.'s generosity, volunteer R&SL
members selling ANZAC tokens this year have raised
a record amount of money, $3,366.40. 75% of this
goes to R&SL Vic. HQ; for Welfare. Thank you
to Rod Swayn, R&SL Secretary, for his efforts
in achieving this milestone. With students from
Apollo Bay P12 taking part in the parade and service
as flag bearers, we have introduced the youth of
the town to be involved, which the Charter of the
R&SL encourages. A big thank you to the students
who participated and a special thank you to Lee
Kelly and the P12, for helping us to instigate their
contribution. The students did a wonderful job and
several are looking forward to taking part next
year. There are a lot of people who work hard to
make this day a success and we hope none were left
out during the thank yous at the service. We have
had a lot of requests to have a Dawn Service and
hope next year to be able to do one. The sunrise
on ANZAC Day was spectacular and would have been
perfect for such an occassion.
Our guest speaker, Major Janine Franks, from Fort
Queenscliff and Warrant Officer Jason Marshall from
HMAS Cerberus, (leader of the Catafalque Guard),
were so impressed with Apollo Bay, and the support
from the public, they will be requesting they be
allowed to return next year. So, once again, THANK

Survey forms arrive this week
A confidential survey form calling on your support
for
a Community Bank® branch in Apollo Bay will
begin
hitting mailboxes this week. Having more than $600,000
in pledges of support, the Apollo Bay & District
Community Bank® Steering Committee is embarking
on the next stage of its campaign, a feasibility
study. Steering committee Chairman Mr Allen Hokin
said survey forms would be delivered to local residents,
traders and business people seeking their banking
support for the Community Bank® branch proposed
for Apollo Bay. "It is clear that almost 300
people are willing to become shareholders in this
public venture," Mr Hokin
said. "We now need to determine the level of
banking business local people would be prepared
to bring across to a Community Bank® branch
in Apollo Bay. "This survey will provide us
with the answers that we require to make a decision
to proceed to a public share offer - it is a very
important aspect of our campaign." An independent
consultant has been appointed to undertake the review
and will present its findings to the committee and
Bendigo Bank once the review is complete so it is
important to stress that the feasibility survey
results are confidential, neither Bendigo Bank nor
members of the committee will have access to individual
survey forms. .The survey forms will begin to arrive
in mailboxes next Saturday and the survey will be
open for three to four weeks. "As a member
of this great community it is important that you
complete the form and mail it off as soon as possible
after you receive it" Mr Hokin said. "We
are all guilty of receiving such documents in the
mail and putting them aside to complete at a later
date, more often than not forgetting about them
and missing the deadline, so we urge you to allocate
5 minutes to complete the form on arrival."
Face-to-face interviews will also be conducted by
the consultant and Bendigo Bank staff with a representative
mix of local residents, traders and business people
as another input to the survey. In the meantime,
the committee is still accepting pledges of support,
forms can be collected from the NewsSheet stand
at the Newsagents.
