Council Adopts Blueprint For Apollo Bay
Colac Otway Shire has adopted its strategic blueprint
for the
future of Apollo Bay, Marengo and Skenes Creek.
The Apollo Bay Structure Plan provides strategic
direction for
the future growth and development of the Apollo
Bay district
for the next twenty to thirty years. Work on the
Plan started in 2005 and has included extensive
consultation with a project steering committee and
the wider community. Colac Otway Shire Mayor Cr
Warren Riches said the Structure Plan was a tool
to guide responsible development in Apollo Bay and
surrounding settlements. "The Plan ensures
that any development will have to adhere to strict
criteria including that it is appropriate to the
special character of the area," Cr Riches said.
"It aims to protect the magnificent hills of
Apollo Bay from urban development and indicates
that the approval of developments will depend on
the availability of a sustainable water supply.
"It also provides for improved public space
including street scaping, better pathways and linkages
between townships, and a strong focus on environmental
principles such as increased water and energy efficiency
in building design."
Cr Riches thanked the community for their input
into the
Structure Plan. "The consultation process has
added substantial local flavour to the Plan, giving
stronger emphasis to localised issues which is fantastic
from a policy perspective," Cr Riches said.
Cr Riches said the Apollo Bay Structure Plan would
inform
Council's Planning Scheme Review, during which time
there
would be further opportunity for public submissions.
"It's important to note that while the strategy
has been set,
further consultation will occur on specific elements
including
development proposals as is normal in a planning
process,"
Cr Riches said. "I hope this provides comfort
to those people who may have concerns about aspects
of the plan."

My family and I live at Pisces Holiday Park. I just
wanted to know why you only send one truck to collect
all the rubbish at our park. I saw at the Music
festival they had different bins for recycling.
Would you be able to give us some of those bins

LAUGHTER DAY
SUNDAY MAY 6th 2007
When was the last time you had a good belly-laugh?
These days, we only have to listen to the
news to be reminded of all the wars and
tragedies that surround us. All of this
can affect us in many ways. Laughter has
a unique ability to transform us into a
space where we feel happy, and this can
produce profound results. Here is a list
of some of the things that laughter can
do for us: Stimulates the mind and gets
the creative juices flowing Relieves stress
and helps us cope with daily pressures Produces
endorphins which reduce pain and induce
pleasure
Reduces blood pressure Strengthens the immune
system and heals the body Oxygenates the
blood and gives our respiratory system a
tremendous work-out All of this reminds
me of the true story of a man who was diagnosed
with cancer and instead of thinking doom
and gloom, he hired a whole lot of his favourite
comedy videos and laughed his way into remission!
So, to treat everyone to the 'laugh' on
Sunday, come to the Weilness Weekend on
Saturday 5th May at the Apollo Bay Surf
Club for the Laughter Workshop from 11.45
am to 12.30 pm. WARNING: this workshop can
cause such symptoms as silliness, uncontrollable
laughter, redness in the face and aches
in the belly!

to deliver this presentation. If anyone

Water Watch Training
The Wongarra Landcare Group conducted
a training session on water quality
at Smythes creek last Friday. The
group have adopted waterways in there
region with a band of volunteers to
take water samples once a month. These
results will be given to the Water
Watch program at Barwon Water where
a report will be given to the group
yearly detailing the condition of
the waterways tested. The group had
a fun day getting wet but learning
a lot from the training session given
by the Southern Otway Landcare Network.
We are running similar training sessions
with Apollo Bay LCG, Hordernvale/Glenaire
LCG and the Otway Barham LCG. For

Fox Control Using 1080 Baits: Great Otway
National Park
Parks Victoria is committed to protecting
and enhancing the natural values of parks
and reserves
across the State. Examples of this conservation
management are the control of introduced
plant and
animal species which can impact on these
values.
As part of an ongoing strategy notice is
hereby given that
Parks Victoria will be laying buried baits
containing
Sodium Monofluoroacetate (1080 poison) on
public land for the control of the red fox.
Baits containing 1080 poison will be laid
from Monday 30.4.07 to Friday 6.7.07.
Baits will be laid at strategic sites and
other known areas
of fox habitat within the following parishes:
Aire, Otway, Krambruk; and Olangolah
1080 poison signs will be posted throughout
the baited
area and members of the public who are living,
visiting or
working in the above named parishes are
advised to take
particular care not to disturb or interfere
with bait stations.
Domestic dogs and cats are particularly
susceptible to
1080 poison and should be under effective
control,
muzzled or kept away from the poisoned areas.

Apollo Bay Arts Inc. presents:
Residents of the Corangamite region are
invited to propose new additions to the
Noxious Weeds List for the catchment. The
Corangamite catchment region is bordered
by Geelong, Peterborough and Ballarat and
includes the Bellarine Peninsula. Anyone
concerned about a weed that may pose a significant
economic, environmental or social hsk, that
is not already declared noxious, is encouraged
to complete a noxious weeds assessment nomination
form. A regional reference group will provide
final recommendations to the Department
of Sustamability and Environment for those
weeds that should be assessed for declaration
under the Catchment and Land Protection
Act. All weed nominations close 5pm, Friday
1st of June 2007. To request an information
pack, with nomination forms, a list of undeclared
plants that are being assessed and a list
of existing declared noxious weeds, contact
the Corangamite Catchment Management Authority.

Uproar in Gallery at Council
Meeting
A further revised Apollo Bay Structure
Plan was presented at a tense and interesting
Colac Otway Shire Council Meeting held
on April 26 in Apollo Bay. The gallery
was about 50-60 strong with at least
80% against the C29 (Great Ocean Green)
development. The ABSP was recently changed
to now incorporate the proposed Great
Ocean Green project, even though a Panel
hearing an application for a planning
amendment to allow for GOG has not made
a decision. Specifically, Council's
position on no development south of
the Barham River Valley Road has been
changed to meet the GOG requirement.
A counter motion was put by Cr Hart
and a strong debate followed with both
Crs Crook and Higgins supporting Cr
Hart's motion. The resulting tied vote
was lost on the casting vote of the
Mayor. The original motion was then
put and carried in a similar way. There
was uproar when the motion was carried.
And also. . .
Desalination Considered!
I am outraged to think that Barwon Water
seriously considered desalination as
an option for providing water to developments
in Apollo Bay. (Colac Herald. 25/4/07.)
Barwon Water have already stated that
to build a 250ML storage Basin in Apollo
Bay will cost twice as much as usual
due to unstable ground conditions. Why
not build one of 125ML capacity and
recognize real limits on growth? In
a further example of throwing taxpayers
money away to support developers, the
CCMA have stated that flood modeling
used to support the 'Great Ocean Green'
project in Apollo Bay is dependent on
the continued existence of the Great
Ocean Road on the primary sand dune
between Apollo Bay and Marengo. The
CCMA submission to the Panel Hearing
states: "Itis assumed that the
Great Ocean Road will remain in its
current location and will be strengthened
if threatened by rising sea levels.
This road embankment acts as a barrier
to protect the floodplain from an encroaching
sea." I would remind you that the
Western Coastal Board has been a staunch
opponent of the proposal at every step
along the way and has cited the uncertainty
of the long term future of the Great
Ocean Road along Mounts Bay.
Is there no limit to the extent that
the public purse will be used to prop
up a questionable development in the
face of climate change? Our council
is committing future generations to
untold expense in its support of the
'Great Ocean Green' Project. John Spencer,

A Question for our Council -
In about 8 weeks Colac Otway Shire Council
will receive the Panel's recommendation
on the C29 rezoning amendment, which
it has the authority to accept or reject.
Having sat through both the hearings,
along with many other Bay residents,
it has amazed all of us that with the
volume of local evidence presented on
the flooding of the Barham over 60 years,
supported by photographs and 1st hand
reports from people having lived their
whole life on the flood plain, that
the Panel was able to say that the flood
modelling was accepted by them as being
adequate, and that they were only prepared
to give token regard to the effects
of climate change/rising sea levels.
On the question of flood modelling,
the CSIRO (surely the pre-eminent scientific
authority in this country) stated in
a 2001 publication that results from
computer models involve simplifications
of real physical processes that are
not fully understood and that no responsibility
can be inferred for conclusions reliant
on such results. So Mr Mayor and Councillors
I ask the question .... 'Before any
decision is made, will Council please
consider the costs to ratepayers of
all the rectification and repair works
that will be a regular expense if this

The Strategic Resources Plan is a plan
of resources required over a four-year
period to achieve the strategic objectives
detailed in the Council Plan. Council
has recently reviewed the Plan to reflect
material changes and finance drivers
for the past two years.
Copies are available for inspection
at the Shire's Customer Service Centres
in Rae Street, Colac and Nelson Street,
Apollo Bay or via the website. For a

Any person may make a written submission
in accordance with the provisions of
section 223 of the Local Government
Act 1989. Submissions should be lodged
no later than Friday June 8, 2007 and

whether they wish to be heard in support
of their submission. Any person who
has made a written submission and has
requested to be heard will be given

Editor:
At the Colac Otway Shire meeting on Thursday
April 26, Council voted to pass the Apollo
Bay Structure Plan which defines new town
boundaries for Apollo Bay and includes a
large area of the Barham Valley. The decision
effectively opens the Barham Valley floodplain
to residential development.
Over 50 concerned residents attended the
meeting. The vote tied 3 all, until Beeac
dairy farmer, Warren Riches, used his casting
vote as Mayor to approve the plan. Apollo
Bay councillor Joe Di Cecco was unable to
vote due to conflict of interest. Councillors
Riches, Mercer and Smith voted for the Structure
Plan on the basis that issues involving
the Great Ocean Green development could
be dealt with later. They said the fact
that the Structure Plan was being passed
before completion of the D,S & E Independent
Panel report wasn't relevant. They claimed
the Panel had given 'in principle' support.
Three councillors spoke against the Structure
Plan in the form presented, i.e. with inclusion
of the Barham Valley area. Councillor Stuart
hart spoke at length against the folly of
building a housing development on a floodplain.
He raised issues regarding insurance, legal
liability and the potential cost to ratepayers.
Councillor Brain Crooke then spoke against
the motion, citing that his change of vote
from the previous year had arisen because
of the increasing scientific information
relating to climate change, especially in
regard to floodplains and coastal areas.
Cr. Crooke also expressed great concern
upon seeing the advertisement which Cr.
Hart produced, of G.O.G. land in the valley
being advertised for future sale, at the
present time.
The last speaker against the motion was
Councillor Higgins who stated that after
attending hearings of the DSE Panel he was
completely convinced that the whole plan
was a nonsense. He was amazed that the developer
was still changing the most important figures
regarding water in the last days of the
hearing. Cr. Higgins also noted that the
new town boundaries follow the exact outline
of the GOG development. This seemed to be
at odds with the insistence by Mayor Warren
Riches, in voting for the motion (twice),
that the opportunity to develop the Barham
Valley floodplain was not related to Great
Ocean Green. One also has to ask why Councillor
Di Cecco, who has a major interest in the
GOG development, had to leave the room due
to "conflict of interest" if the
Apollo Bay Structure Plan was not related
to the GOG development? Overall the meeting
was highly charged with quite a bit of verbal
stoushing. If residents would like to hear

Strategic Resources Plan Review Released
For Public Comment
A review of Colac Otway Shire Council's
Strategic Resources Allocation Plan has
highlighted an improved financial position
and a commitment to reducing the Shire's
Infrastructure Renewal Gap through greater
roads expenditure.
Colac Otway Shire CEO Tracey Slatter said
the reviewed plan reflected a more rigorous
approach to reducing the infrastructure
renewal gap by increasing expenditure on
capital renewal.
"Tackling the infrastructure renewal
gap by improving our
road and building assets is crucial to addressing
the
operating deficit," Ms Siatter said.
"By eliminating our operating deficit
we will be in a strong
position to fund new projects that provide
significant benefits
to the community."
Ms Slatter said the Shire was facing some
further challenges
this year due to changing Government requirements.
"Local Government and other agencies
are being impacted
by requirements to meet increasingly higher
environmental
standards and obligations," Ms Slatter
said.
"Council faces a cost of $4M to bring
Marengo Transfer
Station and old landfill sites up to Government
environmental
standards. "The plan is proposing the
introduction of an Environmental Infrastructure
Levy of $40 per property assessment to fund
the relocation of the Marengo Transfer Station
and landfill rehabilitation at Beeac, Birregurra,
Cressy, Forrest, Gellibrand and Marengo.
"The levy is necessary to keep rate
increases modest."
Shire Mayor, Cr Warren Riches said he was
pleased with the progress made to improve
Council's infrastructure renewal gap and
financial position.
"Our Infrastructure Renewal Gap is
forecast to reduce from $3.2M to $1.2M in
this financial year.
"You can see the difference, roads
are being improved,
landslips and buildings repaired.
"However, there is more to be done
to make up for the under
expenditure over the last decade."

for public
comment from Monday, April 30 to Friday,
June 8. Copies

Dr Hassed is a senior lecturer at Monash
University and has a special interest

Mental Health Forum last year will remember
the very professional, informative and
entertaining presentation of Dr Hassed.
This year the workshop will be focussed
on the principles of mindfullness, followed

of children. Dorothy's Food workshop will

healthy food for children and school canteens.

a survivor of cancer. This remarkable woman

When is a Librarian
Not a Librarian?
Apparently when the library has no wheels!!!
I have heard that the gentlemen who drive the cumbersome
vehicle round the narrow mountain roads to supply
Apollo Bay and places twix here and Colac are not
qualified to attend clients in a temporary couple
of rooms in the 'Bay. They have been friendly, helpful
and knowledgeable for years. As a book lover I have
used libraries in many large cities, in many countries,
and our men could top the lot as far as help and
courtesy - so why are they being sacked? - with
a handsome redundancy cheque I hope!!!
On behalf, I am sure, of the users of the mobile
library we would like to thank these gentlemen for
their help and consideration over the years and
wish them better luck in the future. Joan McAllister
A young, Canadian Backpacker has spent 6 weeks here
in Apollo Bay, and has enjoyed every minute of her
time in this beautiful town. Jenna would like to
thank everyone in the community who have made her
experience in Apollo Bay - one to remember.
Dear Editor,
CEO RECRUITMENT - OTWAY HEALTH
Because of the widespread interest in our process
of recruiting a new CEO for Otway Health we thought
we should indicate where we're up to. An initial
briefing was held with our selected recruitment
agency mercury Executive Search a fortnight ago
and an action plan has been put into place to ensure
we are able to attract and select the best candidate
for our Chief Executive Officer. The position was
advertised in Saturday, April 21st Melbourne Age
and the Geelong Advertiser in conjunction with internet
advertising. In addition there is likely to be an
article in The Age this weekend, 'mercury' have
undertaken to have a short list of recommended candidates
to us in mid-May. We will then present the preferred
candidates to the Board in June. We believe this
will be a successful and transparent process.
In the meantime Jacinta Bourke is Interim CEO of
Otway Health. I'm sure you will give her every support.

Request for HELP!
I have been trying to get my dishwasher fixed now
for over 12 months and I can't find anyone who will
come to Apollo Bay for 1 job.
Does anyone know of a white goods repair person
who comes to Apollo Bay regularly? Please let me
know if you know someone or if you are in the same
position. Maybe we could work something out.

No Decision Yet On Great Ocean Green (C29)
Colac Otway Shire Mayor, Cr Warren Riches said the
approval of the Apollo Bay Structure Plan had not
given the
green light to Great Ocean Green (Amendment C29)
development.
"The Apollo Bay Structure Plan does not approve
the C29
Amendment; it acknowledges that this land is suitable
for
residential and recreational development in a strategic
sense
based on the extension of the current town boundary,"
Cr
Riches said.
"Those that think that C29 is a fait accompli
are jumping the
gun, there is much more work to be done yet."
Cr Riches said there was a lot of detail for Council
to
consider before it could say yes or no to any development
proposal outside the current town boundary.
"We're currently waiting on the independent
Panel's report,"
Cr Riches said.
"Once this is received we will be in a position
to consider the
Panel's recommendations and all of the issues in
relation to
the Great Ocean Green proposal.
"Adoption of the Structure Plan does not prejudice
Council's
ability to consider and deliberate on the C29 development
once the Panel report is released."
Cr Riches said Council considered submissions in
relation to
the draft Apollo Bay Structure Plan in May 2006.
"At this time Council signed off on the majority
of the
strategic elements including strategic support for
an
extension of town boundaries," Cr Riches said.
"Following that decision we provided a detailed
report to the
C29 Panel so that Council's strategic intent was
clear.
"The April 2007 Council meeting further ratified
this but in no
way pre-empts the more detailed level of consideration
that
needs to be given to specific elements of the C29
proposal.
"We'll look at that when the Panel's report
comes to us."
