SEALING AND WIDENING OF THE BARHAM RIVER ROAD
COLAC OTWAY SHIRE SEEKS INPUT FROM ROAD USERS

Residents and Tourist Service Providers along the Barham River Road, who signed the petition to get the remaining, unsealed 3.2km of this road sealed and widened, will be interested to learn about the response from the Colac Otway Shire. Quoting from the letter from the Manager, Asset Development: "On the 30 January 2008 Council resolved to advise you that no funding is currently available for these works in the2007/08 Budget. However, Council recognizes the importance of the Barham River Road on a local and regional basis and will continue to seek funding in order to construct the gravel section of this road. Council further resolved that a project be scoped for the construction and sealing of the unsealed section of the Barham River Road (approximately 3.2km) and that this project be referred to the capital works program for consideration.
Council will be contacting you in due course to gain your input into the scoping of the capital works project." On the 14th April 2008, the Manager, Asset Development has contacted me by phone to start the process of consulting users of the Barham River Road. Ifeel that we should welcome and make good use of the invitation-by-the Shire to have an input into the scope of the project. Many of us who signed the petition would have a fair idea of particularly dangerous sections of the road, be it width, camber, visual obstruction or others. May I suggest that ail those with specific suggestions contact me on 5237 6888 or 984 66 333 so that our input can be provided in a timely manner. There may be even merit in meeting one Sunday at the Marriners Falls car park and walking the unsealed section of the road, while recording our observations and suggestions on a large scale map, which I shall prepare. APOLLO BAY MUSIC FESTIFVAL WEEKEND
Prepare to be busy!! The Street Stage will be a key focus
Everything is hotting up for the festival with less than 2 weeks to go. We are expecting a festive, active and dynamic atmosphere for the duration of the event, and the street stage will be a hive of activity from 1.15 pm on Anzac Day, through to stumps on Sunday. The motivation for the street stage is to have a continued festive atmosphere beyond the stages for the duration of the event, and to facilitate for people to really enjoy our town and what we have to offer on all levels of hospitality. It is anticipated that the Street Stage and the closure will further enhance business on an already busy weekend. We have some great entertainment programmed on the stage and it is also the venue for the much anticipated Young Performers and Young Songwriters' competition on the Friday afternoon. We are delighted that Dallas Frasca will be one of the MC's for the competition, and will be joined by MIX FM DJs, and judges include our international guest Martin Stephenson, Nick Barker, Sare Lang (Skipping Girl Vinegar) and Maris Brown (Duckdive). The Street Stage will also be the venue for great jazz outfits Sophisticated Swing and The Hoodangers, Brazillian inspired band Carino Son, other great artists such as Bonjah, Ziggi Trio, Marshall and the Fro, Tony Johannsen, Wild Dog Blues, Matt Dwyer and The Magnatones, Josh Rigg Band, Apollo Bay P-12 Choir,
The Rainstanders, Princess 1.5, Spyndrifty Slipstream, Fats Wah Wah and Skipping Girl Vinegar. The street stage is also the venue for the opening ceremony which will feature MLA Gayle Tierney, The Apollo Bay Community Choir and Brett Clarke and friends. We hope that this year more than ever before the festival showcases our town, our hospitality and
reinforces that Apollo Bay is a great place to visit.

Southern Otway Landcare Network 'Landtalk'
Whalebone Ck & Ford River Walks
Well done to all the energetic river walkers who braved the steep and ruggered terrains along Whalebone Ck (Wongarra) and the Ford River (Glenaire) last weekend. These walks always prove more challenging then expect, however very rewarding. The beauty of our river catchments in the Southern Otways cannot be match and all participants felt privileged to pass through the more secluded locations full of natural marvels - especially where the Ford River goes underground! SOLN will consider running more River Walks next summer so keep an eye out for details in the News Sheet
Direct-Seed Demonstration
interested in learning more about the benefits and techniques of revegetation using direct-seeding? Come along to an Autumn direct seeding demonstration using a mouldboard plough at Nick Anderson's property in Horden Vale. You will also learn about revegetating sites using the local Ecoogical Vegetation Classes (EVCs), the advantages of direct seeding, what's required for site preparation, weed control methods, species selection, and participate in hand-seeding the site. Following the demonstration, you will have the opportunity to visit direct seeding sites at Cape Otway Centre ^for Conservation Ecology to compare spring and autumn direct-seeding projects. A BBQ lunch will be provided.

197th OTWAY FORUM
MEETING 13/04/08 COUNCIL MEETING

Colac Otway Shire Council meeting to be held 22nd APRIL
@ 3PM at the Apollo Bay Recreation Reserve
Council will be considering Amendment C29. The public can ask questions without notice relating to any agenda item. The Forum encourages members of the public to attend this meeting and to present questions of concern to the council. Amendment C29 Council will be considering Amendment C29 (Great Ocean Green) to the Colac Otway Planning Scheme at April's meeting. The Forum notes that in the recent council elections 86% of constituents voted for candidates with a stated opposition to Amendment C29. The Otway Forum would like to express its appreciation to Mayor Chris Smith for his stated commitment not to use his casting vote if there is a tied vote. Precedence dictates that the mayor should not use his casting vote when there is a tied vote on Council and that the status quo be therefore maintained. Barwon Water and Town Water Storage The alternative site for new water storage (on Neville and Pat Day's land) is geotechnically feasible but has it been costed?
Insurance Issues for Amendment C29 Concerns expressed yet again about shire liability for houses on pods in Great Ocean Green development in the event of a flood event. Flood Modeling for C29 Issue raised about the philosophical and ethical question of Panel's judgment on flood modeling for Amendment C29. CCMA as independent body representing the public acted only in response to modeling prepared by the proponents of C29. Issues discussed this week included problems of building on an alluvial floodplain and a call for construction of a test pod which would be allowed to settle over a period of time (at least three years). Are these pods economically and geotechnically viable? 770,000 cubic meters of fill for pods are to be found and moved on site. There is a presumption that the, soil will be adequate for the pods. How deep are the alluvial deposits on the Barham flood plain? The site could look like" a bomb site for some time and one can but imagine the consequences if part way through the construction the development stagnated and ceased. An engineering model is only as good as its input data. It is felt that these issues were inadequately dealt with at the panel hearing. Road and Traffic Issues Potholes at Cawood Street and GOR intersection Sign bent on comer of McLachlan and Nelson Streets Tree guards need to be removed for tree growth Parking a huge issue in town. Discussion about requirements of developers to provide adequate car spaces. Are there to be major road works on the Upper Barham Valley road. Tony Webber (Convenor)

The Board of the Apollo Bay Community Bank® is pleased to announce it will be opening for business on Thursday next, 24th April in the bright new custom built premises in Pascoe Street. The staff, headed by manager Phil Davey includes Joanne diCecco and Denis Holzer, all having spent the past two weeks in training in Torquay, Geelong and this week in Melbourne are all looking forward to opening the doors to the Apollo Bay community. They will be joined by Becky Johnston in a couple of weeks time. Both Phil and Joanne will be remembered by many Bay people from their respective roles with the Westpac (Previously Bank of Melbourne) before it closed its full branch some years ago. It is the Board's intention to conduct a formal launch of the Bank on Monday 5th May when Bendigo Bank executives will perform the official opening function to which everyone is invited. Share certificates will be issued to shareholders in the near future and we remind all Bay people that the share offer isstill open for applications, so we urge any who have not yet taken up the offer to collect a Prospectus from the Branch or any of the Board members and show your support for this great enterprise which will benefit the town in years to come. Tuesday April 14th Beware the dragon is at large; make sure your children aren't left unattended after dark. Just kidding we are happy to announce, the head has been painted and connected to the body thus a dragon is born with the help of enthusiastic children, parents, grandmothers and friends... The kids (all 23 of them) enjoyed fun and games on the grass. Thanks for the help and participation of all involved. Our dragon still awaits a name so get those thinking caps on, the time is now. (We think it's a girl) For the last workshop all children need be accompanied by a parent or guardian.

This is the 3rd edition (2008) of my list and contains 126 entries (plus 5 unconfirmed names), which •was first produced in August 2006 (and contained 108 entries). It is intended as an introductory guide to the clubs and groups with a phone number to start you off finding out names, meeting times, places and dates. If the contact number has changed you will almost certainly be referred to the correct person.
If you have copies of the 1st or 2nd edition on hand please destroy and replace with this new edition.

Hardy Street, Apollo Bay The works will involve intersection improvements at the intersection of Moore Street and Pascoe Street. It is expected that minor preparatory works will
commence prior to the Anzac Day Long weekend
(25 - 27 April 2008). No works will be undertaken over this weekend to minimise disruption during the Apollo Bay Music
Festival. Works will then recommence on 28 April 2008.
It is expected that these works will take approximately
4 weeks to complete; however this timeframe may change due to weather or other unforseen circumstances. Motorists should expect some delays and are advised to take care and are urged to comply with any advisory traffic-signs.....

ABP12C Parents & Friends Group
The parents group met on Monday the 14th April and enjoyed a fun evening of social chatter, and productive ideas. , We looked forward to a year of new ideas and social gatherings while we shared food and drinks. The 12h of May is our next meeting and this will be held at the Top Pub. We thought we would try a new menu and invite other parents along to enjoy our company and evening out. The Parents & Friends group is the social and fundraising arm of the school, a communication link of ideas, concerns and support. During the meeting I usually give a report on the school council meeting, that I attend monthly. This helps the communication link between school council and parents, and what we can do to support those ideas that will ultimately benefit our children. The second stage of funding of our new school buildings needs support so we plan to write a petition with all the valid points to the education,minister. This style of lobbying has a great impact as it shows intelligent support in numbers; As voters, it is the parents/carers of school children who matter to a political party. So if you really would iove to see the second stage of the building eventuate, and want to do something constructive, come on board and let our voice be heard, send and sign the letter/petition. This in conjunction with negotiation procedures from the Principal and school councillor's, we could end up with a positive campaign/outcome. The Music festival weekend is a time that many local committees' have an opportunity to raise extra funds for their groups/clubs. On Saturday we are going to spin the Lion's Club wheel at the market from midday till 2pm; raffling off 4 crayfish donated from the Nolle family. We need at least 8 volunteers, 4 each hour, energetic raffle ticket sellers that will help much needed $'s for a school project. This year we have a Calender of events, the Car boot sale, and the Bush dance that has been hugely successful for 2 years, is changing this year. August is the time and we are coming up with some fun ideas. Why is physical activity important? Being active is important for your child's health. Active children are more likely to:
• Feel good about themselves
• Be happy, relaxed and sleep better
• Have improved physical skills such as coordination, balance, muscle control and strength
• Have strong bones
• Maintain healthy growth and development
• Have improved heart-lung health and reduce the risk of developing heart disease
• Become active adults
• Perform better at school
• Develop good social skills, for example obeying rules, getting along with others and making friends

Foreshore News
New Path & Viewing Platform @ Visitor Info Centre
Last year the committee received $50k from DSE for construction of a viewing platform and upgrade of the loop track around the V.I.C.. The path and platform will be to wheelchair standards and allow access to the picturesque walk behind the V.I?C. and from there to a viewing platform atop the dunes that will provide views to the harbour and across the bay to Cape Patton. Included in the works will be interpretive signage to inform visitors of the indigenous and European history of the area; the 'Coastal Processes' that have formed Apollo Bay both pre & post construction of the harbour; and also plant identification information of dune species in there natural environment.
It is expected the work will be completed in the first half of this year.

Early last year John Quelch, who has an annual site at the Recreation Reserve, approached the committee with a plan to purchase one of the annual's cabins with a view to providing respite holidays for refugees and others in need within our greater community. The committee consider this proposal as one very worthy of its support. To that end the committee facilitated the transfer of the site and is also assisting where possible with the management of the cabin. John has had extensive work experience assisting refugees and others and the committee believes that this endeavour deserves the support of all in our community. Foreshore Users
A friendly reminder, to all people and or groups organising events on the foreshore, you must get the consent of the committee for your event. This applies to everything from a wedding on the beach to a major event like a festival. The main reason is because the committee has an obligation under the Crown Land (reserves) Act 1978 to ensure that all organisers, participants and spectators are covered by Public Liability Insurance. An organised event becomes a Third Party Use' of Crown land and the normal Public Liability cover supplied by the State Government to users of Crown Land does not apply. The organiser/s of such events becomes personally liable if there is no cover and something happens. For small events like weddings and some community events the committee can offer, 'Casual Users' cover for a small fee. For larger events, or when organised by a business entity, the organiser must provide their own insurance cover; or on that point alone the activity will not get the committee's consent.

FIELD TRIP TO MELLIODORA
Permaculture Property near Hepburn Springs. Otway and Coast Permaculture Group are planning an excursion to Melliodora, the property of David Holmgren - co-originator of the permaculture concept and his family. Sunday 4th of May will be the last opportunity for quite a while to take a guided tour of the one hectare homestead which "has been developed from a blackberry covered wasteland into a model of small scale intensive permaculture relevant to both large town blocks and small rural allotments". Price per person for the Melliodora tour is $25 with afternoon tea included. Departure from Apollo Bay at around 8am, with an approximate 8pm return. We will also be visiting Daylesford Market prior to the Hepburn tour. Mode of transport/transport cost will depend on the number of bookings taken - there are 20 places available, so please make contact promptly if you'd like to join us for a day of learning, shopping and autumnal beauty!

Community Health Promotion Network
Otway Health will soon be establishing a Community Health Promotion Network. This Network will aim to develop concepts and strategies to improve the health outcomes of the Apollo Bay and surrounding community. Community members will be invited to participate and these people could include representatives from spotting groups, police, young people, youth groups, business and tourist organisations and anyone with a keen interest in contributing to health promotion strategies. This Network will be developed-by our Health Promotion Officer in consultation with members of staff and the Community. Dear Editor,
Re: Music Festival bus for sale.
It's a shame Sandy Gibson did not contact the ABMF committee to find out the facts, before she wrote to the News Sheet.
• The subject of the bus sale-was discussed in detail in the minutes of the Dec 5th committee meeting, and motioned again at the Dec 19th meeting, and noted as sold on the 6th Feb.
• The minutes of these meetings were emailed and made available to all interested members so there was ample opportunity for objection if members did
not agree.
• The bus was a liability not an asset for the ABMF. It did not have the correct insurance or accreditation to carry passengers. Ongoing maintenance and lack of a suitable storage space were also factors in the committee's decision to sell the 20 year old bus.
• The bus was not sold for "under $3,000". In fact it was sold for $4,500 to a West Australian buyer who
also covered its transportation costs. It is currently
touring Australia promoting the festival at no cost
or liability to the ABMF.

Thank you to everyone who came along to give us all the most fantastic night ever. Also thank you to all friends who couldn't attend - who phoned, and wrote letters and cards, etc. Thank you all, Apollo Bay - we are overwhelmed by the huge outpouring of love, well-wishing and good luck.
Thank you to the Brilliant "Van Troppo" band who played the most exciting and vibrant Rock 'n' Roll we have ever heard in Apollo Bay. What a band! What a vibe!
The entire night was beautiful - superb food and wine, Nick Polegeist's amazing tribute speech and the outstanding gift of the spectacular hand made glass - full size scaled flute. It is a fastastic work of art - when last in Munich 1 visited Europe's largest musical instrument museum. There were many glass flutes -none in the calibre of this incredible workmanship. Thank you.
We feel blessed to have lived in this unique Australian environment for over 24 years. It has inspired us to work and create music. We are extremely fortunate to have made so many life-long great friends. Thanks all, Yours sincerely,

Dear Editor,
Last Thursday, Ants Pantz Arts came to do a play for P-12 students at Apollo Bay. We would like to say a big thank-you to them. So thank-you Ants Pants Arts for coming and doing the play called "Round the Bend and Back".
We liked the bit where the pill lady nearly got left behind. The props were fantastic and we liked the idea of having a baby on the bus. We enjoyed the play. We loved the costumes. It was funny when the junk-food guy said "I want junk-food. I want junk-food." And it was funny when the people on the bus said "Who did a fart?"And the junk-food guy smiled, from Sarah McQuinn, Freya West, Ella Summers and Doris Drakopoulos. Apollo Bay P-12 College.
