Community Grants Program 2008-09
Applications are now open for Colac Otway Shire's
2008-2009 Community Grants Program under three funding
categories: Community Projects, Recreation Facilities
and COPACC Assistance.
This annual program provides financial assistance
to local and regional groups and organisations to
enable them to undertake facility works, programs
and events which otherwise may not receive funding
from State or Federal Government sources. This year's
applications may be submitted as an email attachment,
making the process more streamlined for applicants.
Information Sessions Information sessions will be
held in Colac and Apollo Bay to enable groups to
discuss funding criteria, the application process
and any specific ideas with staff.

Sea Serpent Sculpture,
Movement & Dance Free Community Workshops
Come one come all... Young and Old.... We
want you to be apart of this unique workshop
experience. We are creating a Giant Sea
Serpent/dragon Sculpture to head the parade
at this year Music Festival.
Monday 31st March - the dragon/serpent is
coming to life!! Sewing machines were whirring,
kids were crafting and paintbrushes were
splashing amid the buzz of creative energy.
Hoya, Elle & Ross (Facilitators) would
like to thank everyone that contributed
there time on Monday, it was a fantastic
show of community support. Our dragon/serpent
needs a name. Any ideas? Bring your suggestions
to the next workshop!! Have Fun.

areas of puppetry, painting, wicker work,
and creative decoration movement .music,
and dance.

Earth Hour At Eco Beach YHA Apollo Bay
Earth Hour was first held in Sydney on 31
March 2007, when over 2.2 million Sydney
residents and over 2,100 businesses switched
off their lights, leading to a 10.2% energy
reduction across the city. The event is
part of a broader campaign to encourage
businesses, communities and individuals
to take simple steps to reduce their emissions.
On 29 March 2008 from 8pm-9pm, businesses
and individuals from across the globe participated
in Earth Hour. When the lights went out
at Eco Beach YHA last Saturday night guests
were treated to a candlelit evening and
a home-made serving of mulled wine in the
lounge. By taking part in Earth Hour, the
hostel and guests played their part in the
message that we all need to take responsibility
for protecting the environment.
Environmental sustainability is an issue
that is close to the heart of this local
ecohostel and Hostel Managers, Gay and Gilbert
Brooks were quick to sign up as one of over
14,000 businesses delivering a powerful
message on the need for action on global

Road Closure 2008
To the shop owner, resident or community member.
We are writing to inform you of the road closure
arrangements for the 2008 Apollo Bay Music
Festival.
It is proposed that the Great Ocean Road be
closed between Hardy Street and, McLaren Parade
at 9am on Friday 25 April and be reopen at
6pm on Sunday 27 April.
It is also proposed that a 30 metre section
of th Great Ocean Road roughly next to the
surf club be closed between 2am on Friday
25 April and be reopened at 11.30pm on Sunday
27 April. This will allow for various festival
infrastructure to be set up and removed.
This proposal has the in-principle support
of Victoric Police, Vic Roads and the Colac
Otway Shire. If you have any concerns about
this road closure please contact:

MUSIC FESTIVAL and ROTARY
Help ROTARY to help our community Do you
have a few hours to spare during the Music
Festival? The Apollo Bay Otways Rotary Club

Apollo Bay Children's Centre
Recently the Apollo Bay Children's Centre was successfully
accredited by the National Childcare Accreditation
Council (NCAC) and received top marks in 5 out of
7 categories, with all categories rating "good
quality" or above.
The accreditation reflects the centre's renewed
focus on strict quality standards and highest levels
of care and covers categories such as child safety,
learning, nutrition, planning, relationships with
children and importantly, partnerships with parents.
We are all very proud of how hard our team members
in the children's centre work to ensure that we
are providing a high quality facility for the parents
and children in our community and this report highlights
the work being done to maintain those standards.

Second Sails Garage Sale
The Second Sails Garage Sale held on Easter Saturday
in our Laura Pengilley Car Park raised just under
$3000.00. This fantastic effort would not have been
possible without all the hard work and extra effort
put in by Nadia Cook and her team of hard working
volunteers. Well done all!
Strength for Life
Feel energised, full of vitality and have fun doing
it! Strength for life classes are run every Thursday
morning from 09:30 to 10:30 at the Senior Citizens
Centre. All levels of experience welcomed but especially
suitable for those who have not exercised for a
while. The program aims at increasing your strength,
flexibility and balance. Floor mats are provided
for the floor exercises and cost is only $3.00 per

- All Welcome
All are welcome to an Otway Health Golf
Day on the 5th of April. It is a 4 person mixed
Ambrose, which for the uninitiated means you all
get to hit the ball but only the best hit out
of the four of you is counted making it great
for all skill levels. Entrance fees are $5 donation
to Otway Health. Clubs are available for hire
at a reduced rate of $5 for the day. Registration
at golf club at any time or on the day before
12:45 with xhit off' at lpm. Prizes will be awarded
and refreshments will be on sale.
Apollo Bay Music Festival
The 2008 Festival is to be officially opened at
1.15 pm Friday 25 April, Anzac Day Public Holiday,
2008 & Rod Qantock joins the festival
Gayle Tierney MLC, Member for Western Victoria
Region, representing The Hon. Tim Holding MP,
Minister for Tourism and Major Events will officially
open the 2008 Apollo Bay Music Festival at 1.15
pm on Anzac Day, Friday 25 April. The opening
will also feature the Apollo Bay Community Choir
and Brett Clarke and friends.
From 2 pm onwards your musical senses will be
in for a treat with multi award winning Sara Storer
opening the ABC RADIO Stage and The Young Performers
Of The Year Competition opening the Great Ocean
Road Street Stage.
Day one of the festival will see an onslaught
of musical excellence with Skipping Girl Vinegar,
Nick Barker, Dog Trumpet, Khalil, Kate Miller-Heidke,
The Aria Award Winning Choir of Hard Knocks, The
Red Eyes, Neil Murray, The Band Who Knew Too Much,
The Huckleberry Swedes with Bill Chambers and
more than 50 other acts. More than 90 acts will
perform for you over the 3 days across 11 stages.

To acknowledge the significance of Anzac Day the

This piece of storytelling-music-theatre that
brings together, for the first time, the Turkish
and Australian songs, poetry and stories of Gallipoli
- and the legend of how the friendship, our two
nations now share, was born in the blood of 1915.
First performed prior to the Dawn Service at Gallipoli
on Anzac Day, 2003, Lest We Forget - Hie Unutmaya
Cagiz is poignant, humorous and moving, with plenty
of laughs and tears. Written and performed by
Jan 'Yarn' Wositzky, at Apollo Bay he will be
joined by Turkish musician, Ozmel llgin, playing
baglama, and Charles Affleck, on piano.
We are also delighted to announce that legendary
Australian comedian Rod Quantock will be a part
of the festival, offering sharp insights and more
laughs than you can poke a stick at.
With only 3 weeks to go the full program will
be on line soon with final playing times.
The festival would particularly like to thank
Trish & Allen Hokin for all of their work
on the program, and Jeffrey Richardson for the
relentless work he is doing on the website. It
is the team effort of everyone involved that is
responsible for the festival and a heartfelt thanks
is extended to everyone who has worked and is
working with us on presenting our town's premier
event.

The Editor,
At present the State Govt expects the Golf Club
to vacate the foreshore when they have an alternative
nine hole course established. I played golf regularly
when I was young and as a supporter of golf in this
community am disappointed we will continue to only
have nine golf holes available in Apollo Bay. As
the foreshore course is already developed and until
we have a full 18 hole course available elsewhere,
I believe it is worth overcoming the administrative
problems and trying to retain a reduced size foreshore
course. Recently I played on a small par 60 course
in Sydney. Established on a confined site it had
effective safety screens and an inventive layout;
although short it was still a pleasure to play on.
The golf club future is currently tied to a large
residential [C29 Amendment] development , 537 house
lots including 400 on the Barham estuary floodplain.
Housing developments proceed with an orderly release
of land. The C29 Panel have directed that infill
and areas with current residential zoning [700 blocks]
be taken up first, then Marriners View blocks [over
100] can be released. When half the Marriners View
blocks are sold then C29 Amendment land can be eligible
for subdivision. 249 house blocks are permitted
to be developed on C29 land with the first 9 golf
holes. An optimist may believe that the second 9
golf holes will be ready for play in 20 years from
now; a realist will doubt that the second 9 holes
will ever eventuate.
The first nine holes developed is to be on Golf
Club owned land and the parkland owned by the Shire
below Heathfield Estate: this is a good long term
proposition for a golf course. The proposed second
9 holes is associated with a myriad of problems.
A brief explanation of only one problem relates
to the low elevation of the fairways. To accommodate
the large number of houses on the floodplain, the
computer flood modelling has required that the fairways
of the second 9 holes that are also on the floodplain
be of very low elevation. Areas on all 9 holes seem
to be at least as low as 2.5 metres AHD. Only a
few metres above average sea level. Sea floods occur
when a sand bar forms across the river entrance
filling the estuary with a mixture of sea water
and river water. High level sea floods are most
likely to occur in Autumn with low river flow, high
tides and swell and they can last for months. In
the last three years in the Barham estuary sea floods
have peaked between 2 metres and 2.2 metres.
For planning purposes for the C29 proposal a 0.8
metre sea level rise has been adopted to allow for
climate change. With sea level rise of 0.8m the
planned second 9 holes becomes a kayaking course
for extended periods. The question is why this issue
has not been addressed by experts in the C29 Amendment
evaluation. The answer has been consistent from
the Panel, the Shire and the CCIWV: their responsibility
is only for flooding associated with the houses,
they have no interest in the feasibility of the
golf course. The CCMA had suggested there be a run
of the computer flood modelling showing the effect
of 1:100year tide of 3.0mAHD. When the flood modelling,
stream flow velocity and earthworks maps finally
turned up on the last day of the Panel hearing,
this map was missing. The reason given is that the
tide would not possibly reach the houses on the
raised pads. A map with this unusual high tide covering
nine holes of the golf course would have been too
explicit.

The C29 Amendment permits a large
scale housing development, the golf course is an
add on. If it is apparent that the second 9 holes
are not feasible then under the terms of the C29
Amendment the full 537 house lots can be developed
without a second 9 holes being built at all, if
the landowner is willing to forfeit a $3.6 million
bond.
Development companies are not charitable institutions
and can take advantage of individuals and small
communities. In the case of the proposed C29 Amendment
the plans will only benefit the developers. In my
opinion everybody else loses including the Golf
Club. I sympathize with the voluntary golf club
committee in the difficult task of managing this
time of transition.
I recognize that climate change might not be happening
and hopefully the majority of experts are wrong.

Save the Golf Club
Noticed at the market last few weeks a banner SAVE
OUR CLUB. Can somebody from the golf club explain
to me save our club from what?
Each week the news sheet is full of articles about
golf club development issues. Perhaps the committee
over a period of weeks could run information sessions
at the club house to better inform the public and
to alleviate any concerns they are having about
the development.
Questions I'd like answered: Q1. Where are the 1
million cubic metres of fill going to come from,
at 10mts a load that is 100,000 tuck loads of fill
divided by 365 days + 27 truck loads per day for
1 year rolling through the main street, will the
club be paying for the reinstatement of the roads
that it will destroy?
Q2. The proposal calls for using treated water out
of the sewer plant, will the club be paying for
the upgrade of the plant to cater for the [A] class
water needed and if so when winter comes what do
they intend to do with the water then?
Q3. Will there be pokies at the new facilities?
Perhaps the club could do a referendum on the issues
and gauge the local feeling. I am not against the
golf club what I object to is the 500 odd houses
attached with it being built on a flood plain.
Instead of getting a petition going with Mary from
Scotland, Bjorn from Iceland, Eric from New Zealand's
name on it, which has no credibility at all, the
golf club would be better off channelling their
efforts into informing the community of their proposals
for the land they intend to develop.
It has been 6 years since all this ugly business
started and will be another 6 before anything else
happens, and you cannot convince me if the club
had stood alone all those years ago they would not
have something there by now.
In closing, an advertisement in the Geelong Advertiser
a few weeks ago, FOR SALE TORQUAY GOLF CLUB MEMBERSHIP
WAS $10,000 NOW SELLING FOR $5000. Russell Smith,
