I'm
disappointed!
I went down to the harbour this morning with my
trusty digital camera and took a photo of the obvious
improvements made since the old Apollo Bay Harbour
Study was prepared in February 1990, for the Shire
of Otway. But I can't get my photo of the Sailing
Club portable and their funky, two-coloured round
plastic toilet to come up on the News Sheet computer,
so you will just have to imagine it! Not much progress
in the past 17 years.
I don't know why I was surprised to see the present
golf club totally submerged in this Master Plan.
Perhaps I am still naTve enough to believe that
the game isn't over "until the fat lady sings"
- or in this case, Great Ocean Green have actually
been granted their amendment C29 so that they may
build their 537 houses, a resort and golf club on
the Barham River floodplain. Silly me!
Colac Otway Shire are now asking us for our opinion
on this new Apollo Bay Harbour Precinct Plan. We
need to continue to be involved - no matter how
many times we have done this before!
The Preliminary Master Plan Proposals are:
1. New access road connecting the Harbour Precinct
to the town centre, with additional parking
2. New public lawn established by modifying dunes
and replanting some areas with indigenous vegetation.
3. New Fisherman's Co-operative building incorporating
fresh fish sales, seafood restaurant and interpretive
centre.
4. New community and commercial buildings along
the harbour edge housing uses such as cafes/restaurants.
Health/wellness facilities, retail outlets and multi
use event and meeting spaces.
5. New recreational boating marina developed progressively,
according to demand.
6. New 50 metre saltwater outdoor lap pool with
solar heating.
7. Redeveloped Fisherman's Co-operative building
to house commercial fishing operations.
8. Relocated and improved boat launching and trailer
parking facility.
9. Relocated and improved boat repair and Port operations
base.
10. New Sailing Club facilities with toilets, storage
space and race control facilities. Meeting and social
facilities would be available within a harbour edge
building on a shared basis.
11. Seasonal camping area incorporating significant
revegetation.
12. Hotel/visitor accommodation.
13. Heritage theme market space and town park adjoining
the war memorial.
14. New community precinct comprising terraced lawns
and community use building.
15. Potential water based commercial development
on western breakwater that would be subject to stringent
controls.
16. Public open space for informal recreational
activity.
17. Sixty metre extension to eastern breakwater
to protect Harbour entrance.

Locals Unimpressed by Harbour Precinct
Master Plan
Apollo Bay residents remained unimpressed
by the Harbour Precinct Master Plan as displayed
by Colac Otway Shire on the foreshore last
Saturday, March 10th. This is the general
view of those who attended the Otway Forum
meeting the next day. The meeting was concerned
enough to plan a Public Meeting on the issue
for Friday March 30th at 7.30pm at the Youth
Club Hall in Apollo Bay. A number of inadequacies
were pointed out and the planners did not
seem to be aware of previous attempts such
as the construction of the small groyne
and bridge (now covered over) at the shoreline
end of the existing breakwater. Local knowledge
also seemed to have been ignored. The Forum
meeting also noted that the last Harbour
Development Plan was released at about this
time ten years ago! The action of the Foreshore
Committee in canvassing a straw vote of
people for various levels of change at the
Harbour was to be encouraged and it is hoped
that this approach can continue at the March
Public Meeting.

Results
Last Friday we sent a primary and a
secondary team
to compete at swimming carnivals for
our region. We
had excellent results from all competitors.
Well done
everyone and thanks to the teachers
and parents who
assisted.
South West District Swimming Carnival
(Warnambool) - secondary
We had some extremely good results this
year even
though we only had a limited number
of competitors.
By the time individual events had finished,
we were
placed mid-way on the points board.
(Excellent,
considering we're up against schools
as big as
Warnambool, Portland, Colac, Brauer
etc.)
We achieved great results in the following
events:

Some of the highlights were 1st place
for our freestyle
relay team with one student swimming
up an age
group. Go girls.
2nd place for Mia in breaststroke and
3rds for Amber
and Mia in butterfly and freestyle respectively
as well
as a 4th for Alannah in freestyle.
Both our teams were competing against
schools from
large centres with all year round training
facilities.
Imagine if we had a covered pool accessible
all year
round.!!!!

183rd Otway Forum Report Harbour Precinct
Master Plan
There was general disquiet expressed with
regard to the Council's consultative attempt
over the Labour Day Weekend with the view
that notice of the Council's presence at
the Saturday Market was short and offered
limited opportunity to study the plans.
While there was wide support for the efforts
of the Foreshore Committee to gauge Public
Opinion via a Voting slip' for various degrees
of change, the Forum agreed to sponsor a
Public Meeting on the issue on Friday March
30th at 7.30pm. (See notice this issue.)
Barwon Water
A representative from Barwon Water will
again be invited to the next Forum meeting.
Phil Lawson has prepared a series of questions
that will be put to Barwon Water prior to
the meeting. (This is at the request of
Barwon Water.) VCAT Hearing re 16 Thomson
Street Following a rejection of the proposed
development by Council on the grounds that
it was an over development of the site and
not in keeping with the Neighbourhood Character,
the proponent appealed to VCAT. The hearing
was held on Friday March 9 in Geelong. It
was revealed that the Neighbourhood Character
Study, accepted by Council in late 2004,
had not been processed further following
that acceptance and it could not now be
taken as a valid planning document. It is
now likely that a Neighbourhood Character
document would be incorporated into the
Apollo Bay Structure Plan. Apollo Bay Structure
Plan
It was previously thought that further changes
to the Structure Plan would be on the Agenda
for the February Council meeting. It is
now set down for the April meeting which
will be held in Apollo Bay. Sustainable
Development Group Apollo Bay It was agreed
that a sub-committee of the Otway Forum
would be set up as the Sustainable Development
Group Apollo Bay and focus on the broad
issues of sustainable development. The committee
would have a maximum of eight members, initially
with John Spencer, Ted Stuckey and Allen
Hokin. The committee would report back to
Otway Forum on a regular basis. As a means
of being able to keep a wide number of ratepayers
informed, investigations into setting up
a web site are continuing. It is perhaps
timely to remind people that Otway Forum
is an incorporated body and that a nominal
annual fee is charged for membership. Local
FM Station
Many will be aware of the efforts of Bob
Knowles in setting up a local FM radio station.
This is to be encouraged and can certainly
be another means of keeping the local community
informed. Rubbish at the Skate Board Park
It was noted that this is an on going problem
and uses are encouraged to do their bit
and take rubbish away. Council has been
approached to provide a bin but this idea
has been rejected.
Thanks to the Apollo Bay Youth Club for

Update on the GOG Saga
The community should be aware of the latest episode
with regard to the long running saga of the proposed
Great Ocean Green development, through the C29 Planning
Amendment. The complexity is such that I regret
it is necessary to restate some facts.
1. The Independent Panel hearing the C29 Planning
Amendment is currently adjourned and due to resume
on April 10th, 2007.
2. As requested by the Panel, the proponent has
resubmitted the GOG project and lodged documents
prior to the due date of February 26th, 2007. (This
information has only been obtained by enquiring
about it and against the spirit of the Further Directions
that state in part: "Council will advise submitters
that the material is available for review.")
3. The resubmitted material continues to show housing
development to the south of the Barham River, that
is, between the river and the Great Ocean Road to
the Heathfield Estate.
4. Point 3. above is contrary to the position of
the Colac Otway Shire in clear statements in the
Apollo Bay Structure Plan and other documents.
It is this last point that is of particular concern
to me. The details are as follows: Page 43 of the
Apollo Bay Structure Plan Recommended Changes Report
states that: "All of the lower lying land to
the south of Apollo Bay and east of the Barham River
Valley Road should remain undeveloped, therefore
development should only take place to the west of
the road, and not between this road and the river."
The recommended changes report was adopted by Council
on May 24th, 2006 and advice of this was to be passed
on to the Panel hearing the C29 Planning Amendment.
So we now have a submission that does not meet with
Council's requirements, but is presumably acceptable
to the Independent Panel. Add to this the unresolved
location of the required water storage facility
and we have the basis for a script for a story that
you wouldn't believe if it was put into a TV drama.

Well done Renee on being named Junior Sports Star
of the Year in Colac on 7th March. We are all very

Renee, now 16, did very well in Bendigo at the 2006
Athletics State Championships. She won a silver
medal in the 1500 metres and a bronze in the 800
metres. She also had three firsts in the 400, 800
and 1500 metres at a regional level. Congratulations

Dear Editor,
....overheard at the Colac/Otway "Harbour Precinct"
tent on Saturday..........
Some brave soul flourished the current Newssheet
in
front of one of the attendants, who said -.......'what
is
this publication? Where do you get it?' Another
answered , "the council gets it delivered each
week." Obviously it is not read by the people
who purport to be representing the needs and desires
of the inhabitants of Apollo Bay.

We are happy to announce that Lois Congram has returned
home after her lengthy stay in hospital in Geelong.
Still weak but improving every day.
Our heartfelt thanks to Dr Meg lawless for picking
up so quickly on the serious after surgery complications.
It was very close for a while but luckily she is
a real fighter. There are so many people to thank
but just not enough room. But Judi and Jacki you
have been my rocks of strength through this ordeal;
you are two very special ladies. My team at work
- a huge thanks for your effort during my absence
as I'm home to take care of Mum until she is strong
enough to go thundering down the street like she
used to. This will be a while but she is determined
to be out and about ASAP. Thank you to all who sent
flowers, cards and prayers for Mum. Tim Congram
& family.
TOWARDS THE FUTURE
The Next Ten Years and Beyond
The Apollo Bay Preschool is looking to form a dedicated
long term "planning team " or "working
party". The Preschool has had this vision for
many years.
The Committee of Management changes annually, it
therefore becomes very difficult to implement long
term plans. The Preschool needs a consistent body
of people to keep the continuity and direction flowing.
The "working party" would consist of three
members of the community, one annually elected committee
member and our Director - Kate Hendrick - Wagstaff.
A functioning working party would enable larger,
long term projects to be carried out and completed.
We have rather urgent issues (the childrens bathroom
area for example) but we need an overall plan before
we start implementing any structural changes.
So if you would like to be a part of this vision
to help shape the future direction of our Preschool
