APOLLO BAY LIBRARY AND FACILITY
DEVELOPMENT IN THE COMMUNITY DAYS
As part of the Apollo Bay Library and Facility Development
project that is being undertaken two "In the
Community Days" are being conducted in the
Apollo Bay Township community. In the Community
Days These days have been provided to enable general
community members to learn more about the project
and have input into the process. The Consultant
for the project Andrew Crowley will be situated
in the community to discuss the project with interested
community members. The project is to research options
for the development of a permanent Library and potential
associated community facilities. A further opportunity
being considered is the development of a Community
Kitchen. Community kitchens are based on an International
Model developed in Canada where a kitchen is established
in the community. Programs that are offered include
education, nutrition, healthy eating and a place
to share healthy recipes. Details of the in the

Other opportunities for input

| By-election
for Colac Otway Shire Council
A by-election for Colac Otway Shire Council's
Otway Ward will be held in mid-March 2008,
according to the Victorian Electoral Commission
(VEC). The by-election is being held following
the removal of Colac Otway Shire Councillor
Stuart Hart from Council earlier this month.
Residents living in Otway Ward who have
recently turned 18 or need to update their
enrolment information should fill out an
enrolment form and return it to the VEC
no later than 4.00pm Friday, 18 January
2008.
Enrolment forms are available at any post
office, Colac supermarkets, or online at
the VEC website, www.vec.vic.gov.au
There is also special enrolment categories
for occupiers who pay rates, company nominees
and non-Australian citizens who pay rates
and want to vote. For further details, contact
the Colac Otway Shire council offices on
5232 9461.

Australia Day Celebrations in Apollo Bay
On Saturday, January 26 join fellow Australians
for an Australia Day Celebration Breakfast
at the Apollo Bay foreshore near the Surf
Life Saving Club. The community breakfast
begins at 8.30am and the Mayor, Chris Smith
will open the ceremony at 9.30am.
This year's Australia Day Ambassador to
Apollo Bay is research scientist Vasso Apostolopoulos,
associate professor and head of the immunology
and vaccine laboratory at Melbourne's Austin
Research Institute. The ceremony will also
announce the Shire's community awards for
outstanding citizens and be followed by
musical entertainment until 11.30am.

Reopened For 2008
As of Tuesday 8th January, the SOLN
office has reopened for 2008. The
office will be open Tuesday to Friday,
9am to lpm each week until February,
afterwhich time we will resume normal
office hours (Monday to Friday, 9am
to lpm).
EOls for Soil Health Project!
in 2008
SOLN is looking for expressions of
interest to partake in workshops and
trials on soil health. We will be
applying for a National Landcare Program
grant in February and, if successful,
the project will begin from July 2008.
The focus of the project will be on
improving plant and animal health
through alternative grazing practises
and reducing inputs into pastures
while maximising returns. Graham Hand,
a producer from Hamilton, will run
the workshops and will cover the following
topics:
• Ecosystem function and how
we can improve it
• 3 Levels of ecological thinking
• Planned Grazing - ensuring
soils and plants are recovered
• Importance of being profitable
not productive.
• How to profitably manage your
land to control weeds
• What do we need to monitor
to continually improve soil health
and diversity
Dilmah Waterwatch Demonstration
Day
Ever wondered just what people are
doing with all those chemical tests
down at the river? Well come along
to our Water Quality Monitoring Demonstration
and learn how to test dissolved oxygen,
pH, tubidity, phosphate load, salinity
load and temperature. Who knows you
may even want to become a regular
Waterwatcher of your favourite waterway.

January 2008 Council
Meetings
The January Planning Committee meeting will
be held on Wednesday, January 23, 2008 at
COPACC commencing at 10.30am. This is a
week later than previously advertised. The
January Ordinary Council Meeting will be
held on Wednesday, January 30, 2008 at COPACC.
The meeting opens at 3pm with Question Time.
Questions about items not listed on the
agenda must be submitted in writing by 5pm
on the Monday prior to the scheduled meeting.
Agendas for both Ordinary Council Meetings
and Planning Committee Meetings are available
from Customer Service Centres in Colac and
Apollo Bay on the Monday prior to each meeting
or via the website.
Weed Management Across the Shire
Colac Otway Shire is set to tackle weeds
on Council owned and managed land, developing
weed management packages for specific areas
of the Shire, including the coast, Otway
Ranges and plains, Colac and Volcanic Plains,
Small Towns and Ragwort. Council is currently
preparing to carry out the works which will
build on works carried out in 2006 and 2007.
Colac Otway Shire Manager for Environment
and Community Safety, Stewart Anderson,
said it was important to understand that
weed control was not simply a one-year program.
"For it to be effective there needs
to be an ongoing commitment over several
years," Mr Anderson said. "Control
and eventual eradication of both noxious
and environmental weeds will help protect
biodiversity and increase agricultural productivity."
Mr Anderson said the weed management packages
provided a systematic approach for managing

Marina Project Complete A $1.6M upgrade
of the marina at Apollo Bay Harbour is complete.
The new 28 berth marina is now ready for
use by boat owners and visitors to the harbour.
The project, jointly funded by the Department
of Sustainability and Environment and Regional
Development Victoria, included the demolition
of the existing timber marina and the installation
of a new marina consisting of floating pontoons,
access ramps and fixed platforms. Colac
Otway Shire General Manager Infrastructure
Gary Dolan said the project would benefit
commercial and recreational boat mooring
conditions at the harbour. "The marina
is not only important to these vessels and
their users, the replacement of the marina
is important to the economic sustainability
of the area," Mr Dolan said. "The
project was completed ahead of schedule
which is a fantastic outcome and provides
the opportunity for people to use the new
facility over the Christmas and New Year
holidays."
New Mayor For Colac Otway Shire
Colac Otway Shire has a new Mayor. Cr Chris
Smith was elected Mayor at the Statutory
meeting at COPACC last night (December 19)
making him the Council's only first term
Mayor and the youngest of the seven Mayors
who have served on Council since amalgamation
in 1994.
Cr Smith, who joined Council in 2004, is
a farmer based in Swan Marsh and a Pastor
at the South West Family Church in Colac.
He is married to wife Maree and has three
children: Joshua, Timothy and Jessica. Cr
Smith said he would serve the community
and visitors to the Shire to the best of
his ability, working with openness, honesty
and integrity. "I stood for Council
with the motto "let's enjoy the present,
build on the past and prepare for the future."
"Council has worked hard over the last
three years to improve the Shire; hard decisions
have been made and there are more to come.
"I hope to build on what we have already
achieved, and work towards an even more
positive future for our Shire."
Cr Smith, who has been an adult mentor for
Youth Council for the past three years,
said he also wanted to "champion"
the role of young people and volunteerism
in the community.

us and life is starting to get back to normal
I want to take this opportunity to say thank
you to all those people who have indicated
they wish to volunteer as Friends of The
Festival for 2008. The Festival line-up
is almost complete and we are finalizing
the program. Once this is done we will be
in a position to allocate duties to our
wonderful band of volunteers. We will keep
you informed via the Apollo Bay News and
will post your rosters to you hopefully
be the end of March, 2008.

(8 hours of work over the festival weekend

Marine Life Photo Exhibition
Marengo Marine Life Centre presents an underwater
photographic exhibition of the Marengo Reefs
Marine
Sanctuary and the Maldives.
Photographs show the diversity of marine
animal life in
temperate and tropical seas with photographs
taken by
leading local photographer Mary Malloy and
other
international photographers.
The exhibition will be held at the Anglican
Church Hall,
Apollo Bay from Friday January 18 to Sunday
January
20. Opening times are Friday 5pm to 9pm
and Saturday
and Sunday 9am to 9pm.
Entry is by gold coin donation.
All works will be on sale with proceeds
going towards
further research and education activities
at the Marengo
Marine Life Centre.

In 2008 we are delighted to be presenting
the Australian premier concerts for outstanding
Canadian singer songwriter NEeMA. NEeMA
was born in Montreal of Egyptian and Lebanese
descent. She has been writing poetry since
childhood and developed a passion for the
world and travelling at an early age. During
her summers in university, NEeMA backpacked
around Europe and beyond, where her exposure
to various styles of music and her practice
with Tibetan monks further influenced her
developing style. NEeMA's song Love Conquer
Fear was released on the American compilation
Hope: Love is the Answer produced by Grammy
award winner Steven Zuckerman and including
artists such as Robert Fripp and Ritchie
Havens. Her song The Risk moved to the next
level of the International Songwriter's
Competition out of Nashville, and NEeMA
was nominated for a MIMI (Montreal International
Music Initiative) in the Cosmo category

All the Fun of the Fair
Locals and visitors alike have once again been
having a ball at the annual carnival on the foreshore.
Operating each night from Boxing Day until the
end of January the carnival is fun for both youngsters
and the young at heart and is a great way to support
your local health service. Money raised from this
fun event helps us to continue to provide services
to the community and is an important part of our
fundraising calendar.

Dear Editor,
Lately there have been some who have come out in
support of the "correctness" of Councillor
Riches using his casting vote as Mayor to vote in
favour of the Great Ocean Green Floodplain Development
on the Barham River Flats at Apollo Bay. They have
conveniently shifted the focus of the debate away
from the primary role of local government - serving
the people, the local community. Surely one of the
fundamental roles of local government is giving
the local community a voice and an expectation that
their concerns will be recognised. Our councillors
recognise this in their "Mission Statement"
- "The role of councillors is to develop a
shared vision for the Shire and address the needs
and aspirations of the people they represent. "
Councillor Riches' actions are inconsistent with
the stated role of councillors and totally out of
step with community expectations. Our Council cannot
remain aloof from the community, rather they must
embrace the community's concerns - only then can
we all move forward together with a shared pride
in our community. The people of Apollo Bay have
the maturity and the wisdom to recognise what they
want and what they don't. They definitely don't
need to be patronised by councillors who think they
know better. Long after Councillor Riches has moved
on from his role as councillor, the people of Apollo
Bay are going to have to live with the consequences
of his actions - a development they so obviously
don't want. But possibly of even greater concern,
they will have lost faith in local government to
represent them as they have every right to expect.
This is the legacy that Councillor Riches leaves.
And, while some of the councillors will try to justify
their actions by the use of the old ploy of claiming
that it is only a small minority that oppose the
development, it only serves to highlight their lack
of understanding of the depth of concern in the
community. While the actions of our now sacked councillors,
Hart, Higgins and Crook, may not have been "procedurally"
correct, they at least were in tune with the community's
concerns. They felt that the community of Apollo
Bay were worth standing up for, that they were worthy
of support. They saw Apollo Bay as more than just
a developer's opportunity. Our former councillors
deserve the respect of all those who appreciate
Apollo Bay for what it is.
Perhaps an excerpt from a speech by a prominent
statesman best sums up their actions - "Each
time a man stands up for an ideal, or acts to improve
the lot of others, or strikes out against injustice,
he sends forth a tiny ripple of hope. " John

Parks Victoria's Whats On Program January 2008
This summer Parks Victoria is offering a wide range
of activities for visitors to the Great Otway National
Park area and Marengo Reefs Marine Sanctuary. There
is a variety of guided walks, talks, rock pool rambles,
snorkelling adventures and school programs for people
to enjoy. The activities are aimed to raise awareness
of the importance of Parks and ensure visitors during
this peak period have the opportunity for interaction
with park staff. "Whats On" program sheets
have been distributed to major notice boards and
vendors around Apollo Bay, alternatively, contact
the Apollo Bay work center on 5237 2507 for more
information about the summer interpretation program.

Dear Editor
THE C55 AMENDMENT.
I wish to bring to attention of the ratepayers the
need to submit comments on the C55 Amendment to
the council by 31st January 2008. C55 was first
exhibited on the 6th December 2007. I think that
this an insultingly short period for comment on
such a large and important document, particularly
as it has been over the Xmas holiday period. One
could be forgiven for thinking that COS selected
it for that very reason.
The C55 Amendment deals with changes to the Municipal
Strategic Statement (MSS) and sets out the planning
details such as minimum lot sizes, building heights,
etc, for development in the shire. The C55 papers
indicate the changes that are proposed to planning
in the shire. The document includes the Colac Structure
Plan (CSP), the Apollo Bay Structure Plan (ABSP),
and the Rural Land Strategy (RLS). It does not include
Amendments C17 (Marriners Vue Project) and C29 (Great
Ocean Green Project). However the Council has included
the changes proposed in these amendments in the
April 2007 version of the Apollo Bay Structure Plan
even though the C29 amendment had not been approved
in April 2007. Much of the document is to be commended,
however the impact of a number of the changes need
to be carefully assessed by the ratepayers. One
item that you should check are the differences between
the town boundaries as proposed by GOG, C29 and
the ABSP. C55 is a large and complex document. Printed
copies of the documents cannot be obtained from
the COS. They are available on the web page but

Dear Editor,
I visited my sister Beryl Mannington on Thursday
27th December. She would like me to pass on her
thanks to everyone for their cards, letters and
constant inquiries into her health. She has gained
three pounds since I saw her last (she is now 66
kg) but her face is becoming drawn and she is constantly
feeling ill. There has been the discovery of a large
node on her neck. The doctor visits her twice weekly
and she is now on patches for the pain, which she
has had little of until the past few weeks. Her
eating habits have improved also. She now has a
small bowl of porridge for breakfast and a half
slice of toast, no lunch and ice cream for tea.
She had a visit from her family and grandchildren
on Christmas Day, our sister on Boxing Day and me
the day after. Her son, who has been in Canberra
working for two months has driven from Melbourne
to visit her twice since he has been home. Nieces
and a nephew have also visited over the Christmas
period. She says she enjoyed Christmas although
unable to eat traditional food. Roast meat made
her ill so she had nothing else. So on behalf of
Beryl I thank each and everyone of her friends who
are constantly in touch with her. She would like
to wish each of you a very Merry Christmas and a
Happy and Safe New Year. Vicki Leorke
